moisture right here. we're starting off on the cool side. temperatures around 40 grees. that's pretty much where we're going to stay today. wait until you see the temperature.or the tomorr we'll talk more about that in a little bit. >> roller coast temperatures ahead. lauryn, we'll check in then. we want to get you u t speed on breaking news out of northeast washington this morning. police a trying toind a stolen taxicab right now after an armed carjacking this happened a few hours ago around the 3200 block of 16th street. police say two men, one wearing all black, the other wearing a mask, pulled a gun on a taxi . driv they took off with the driver's 2016 ford focus from bar wood cab. the cabdriver was not hurt. they headed north. developg in chicago overnight, r. kelly waiting up in jail this morning. late last night, he turned himself into police after being chged with aggravated sexual abuse. thas the scene when r. kelly showed up at the pol station. prosecutors say his crimes involve teen girls between 13

and 17 years old. the singer is 52. kelly was acquitted of child pornography 2harges in8 but has been dogged for decades by claims that he violated underage girls and women and held some as sex slaves. >> now there is another chance, and i'm glad that, you know, the state's attorney is taking this seriously, and looks like other jurisdictions are, as well. >> kelly is strong. he has a lot of support, and he is going to be vindicated. >> lifetime aired a docu-series that featud kelly' alleged victims. kelly has consistently denied accusations of sexual misconduct. house republican leaders in virginia ainviting the accuserst governor's to testify at thecapitol. tyson and watson he aused justin fairfax of sexual assa t assault.

asked to play a game in gym class meant to ptray slaves and slave owners. peteras bang ran yesterday afternoon. he set up scam companies with money that was supposed to help small businesses in the county. the irs caught him after casinos reported the cash -- that he cashed large checks and refused to reveal the course of h admoney. he pleed guilty back in november. he'll be sentenced on separate charges in montgomery county next month. a rash of vehicle break-ins is happening in northwest d.c. in one neighborhood there. it has authorities really concerned this morning. the latest incident, one of at least nine in d.c.'s c chevyse neighborhood so far this year. the victims, two young girls who had their backpacks and school computer stolen.

some say it's a gray area in d.c.'s marijuana law. vendors gifting drugs to dostomers. ns of officers often spend hours raiding these pop-up parties, but the news 4 i-team dug through hundreds of records and found those arrests rarely lead to convictions. the question here, is this a waste of resources? investigative reporter jodie fliehas the story. >> reporter: you can find them in every corner of the district on every night of the week. the i-team went undercover to show you pop parties inside businesses, warehouses, even homes. >> 16 milligrams. >> reporter: the district's marijuana law says you can grow , smoke it, and gift small amounts to others, you just can't buy orel s it. >> $25. >> reporter: creating an entire

industry that exchanges cash for stickers, t-shirts, even socks thatij come with mna products as a gift. >> i don't see a problem with it. >> reporter: rollin says he doesn't frequent or host pop-up s, but last month, he was arrested while standing outside of one in a building he owns and eventsout for >> 20 to 25 police officers stormed the building, gunsdr n. it was terrifying. >> reporter: police also wo arrested the t women inside setting up for the party, but prosecutors have already dropp those cases. the i-team found that's not uncommon. we tracked down records from more than t dozen pop-up events and followed every case through the courts. out of 255 people charged, the i-team found exactly three have gone to trial. >> marijuana prosecutions in the city have always been very eenient. >> reporter: polhief told the i-team he wasn't surprised to learn prosecutors dropped 18180 cases. >> reporter: when 80% of your

cases are smissed, it's got to be frustrated. why continue to have officers spend their time rding those parties? >> if you're gifting it on a large scale to numbers of people, you know, under the guise of, you know, you're giving them something else, it isdilearly ribution. i don't think that is even gray. >> reporter: in a statement, a spokesperson said prosecutors support police efforts, but successfully prosecuti cases requires a higher legal standard. >> it is a big problem and, i think, a was of time. >> reporter: the cysgressman safficers shouldn't be focused on enforcing a law likely to change. he'sro iced legislation to allow marijuana to be bought, sold, and taxed. >> more and more people should be allowed to o rate in this business, to engage in this business without the consequence of being arrested. >> you can smell a hint of the cannabis. ge reporter: this man owns a mobile massa business and says police found his car parked out back wasn't for sale.
