breaking news in the district. a major break in thehooting that the police are calling a case of mistaken identity. a father and son gunned down in northeast just after christmas, police announcing multiple arrests in this case. cory smith was at a news conference that just wrapped up 30 minutes ago. >> reporte this is a case police have been looking into for two months. you have a father and son trying to enjoy what was left of their christmasolay when they were shight outside their home. we have video we can show yoan we tell you the three people arrested today are all under the age of 30. they were all arrested today. police say that this was a case of mistaken identity. the father and son were headed ou to some sort of sporting event when gun fire simply erupted. you can see how violent that

scene was. the father was shot in the ha, he is recovering still but is okay. his son, though, is still not out of the woods yet. he i facing a very long road to recovery. and chief newsham talked about that today. lamenting the fact you have such a young victim caught up in gun fire. he says that it's good to bring this family somerm closure in of the arrest but there's something much more important that he wants. listen tohat hesaid. >> if you think about this 14-year-old boy since a couple days after christmas have to be spending his time rehabbing injuries from a gun shot wound when the only thing he was doing on that day was going to enjoy a spor hng event with dad and a friend. ,u kn it is satisfying to bring them to closure. it would be moreis sing if the violence would stop.

>> reporter: now again this was one of two i casesolving a minor. we'll have more on that at 6:00, but again three peopl arrested on that december 28th shooting of a father and son. each one has been charged with assault with intent to kill while armed. leon, back to you. cory smith reporting live. more trouble for long-time d.c. council member jack evans. federal verts have issued t subpoenas f entire council and the mayor. investigators appear to looking at evans' relationships with individuals and companies that do business i district. evans has issued seval brief public apologies however he hasn't said what he's apologizing for. earlier this week the council chairman recommended that evans reprimanded. president trump and the firslady traveling t georgia and alabama today to get a look at the destruction of last week -- after last week's deadly

lane in fair lakes. fortunately everybody made it out tfely. the damage is so extensive, 60 people need to find someplace else to live now. amont stephenson is waiving extradition to new jersey. fbat'san tn me oi'thmo sthe's been a fugitive since 20 when he was accused of killing his then fiancee in new jersey. he's now also charged within ki his most recent girlfriend in the district on just this past wednesday. prince george'county police arrested stephenson on thursday morning after he was seen sneaking into a truck on a rental car lot. also the o murder his d.c. girlfriend, natina kiah, and stephenson's arrest, have led the d.c. department of human services to change their security firms at several shelters. that includes the security firm hat hired natina kiah, who worked there as a guard on new york avenue. that's where she met stephenson.

doug and i break it down in about 10 minutes. a stunning admission from a man charged with kidnapping a wisconsin teenager and killing her parents. ck patterson sent a letter to reporter and in it he apologizes to 13-year-old jayme closs saying he has, quote, hugo amount remorse and plans to plead guilty. he's charged withde mng her parents and holding her for 88 days until she managed to escape in october. a forensic psychologist said the letter will likely have little h impact on sentence. >> there isn't anything in the letter that is going to aggravate h charges or his sentence, nor is there anything in there that'soing to mitigate orlessen his sentence or charges either. >> patterson sent that letter in response to a porter's inquiry. he's being held on $5 million bond. he'll be in court in two weeks.

for those families trying to save for college, we have new o informatiothe fate of virginia's prepaid 529 fund as we reported last month the college savings plan suspended its enrollment. it's now back open but only temporarily. consumer reporter susan hogan has more on an important deadline you need to know. the risingost of college put virginia's prepaid 529 plan jeopardy. families weren't signing up because they couldn't afford it. so enrollment was suspended for a few months until lawmakers could figure out the plan's fate. here's what we know. the virginia general assemblyss legislation that will change the entire benefit toucture of the prepaid plan make it more affordable. until that new program is in place, families can enroll in
