according to three people with knowledge of the just-released voice recorder, as the pilots of the 737 max were scrambling to keep control of the plane, they desperately began sourcing a handbook, struggling to understand why the jet was lurching downwards, running out of time before hitting the water inin nesia. nbc news didn't have access to the recording or the transcript. it comes as new information is released about another 737 max air flight a day before the lion air crash where pilots got help from an unexpected source as that jet began diving downward. an off deity pilot who happened to be riding in the cockpit correctly diagnosed the problem, telling the crew how t dable mcas and save the plan. investigators exahining moh's indonesian crash are investigating and whether the pilots had enough training to

respond approprialy to the emergency among other factors. meanwhile, this morning, captain chesle sully sullenberger, known as one of america's best-known pilots is weighing in, famous for that radio call during a harrowing emergency landing. >> we may end u in the hudson. >> he saved the lives of everyone on board during the miracle on the hudson landing back in 20 09d. now with the 737 max fleet grounded, captain sully is criticizing the for aa letting boeing conduct certification inspections on stselfing it has created inherent conflicts of interest. a market watch op-ed he also writes boeing and the faa have been found wanng in this ugly saga that began years ago but home to roost. a former ntsb chief agrees. >> it's not a question of whether the faa has enough resources and enough talent to do the job.

it's their responsibility to do the job. >> understaffed and underfunded, congress allowed if faa to delegate more authority to boeing to certify the new 737 max meets faa criteria. now boeing is under fire for not telling pilots about the new anti stall software program on the max called mcas,asuspected inoctober's crash in indonesia and last week's class in ethiopia. former faa accident investigations chief jeff guzzetti. boeing will always be perceived as being profit oriented as opposed to safety. they know how much it costs when theirirplanes crash and they're also motivated by safety. crashes. has been r: the fa going for more than a year right now without a leader. no administrator, but an acting administrator. now the h white house nominated a new head of the faa.

his name is steve dixoormer delta executive in charge of operations. he will be enominated. senate will have to approve him. mo aviation experts i talk to think he's a good choice. >> the lion air cra happened tober. that was five months ago, and only now is information coming out about it. i guess the question is like what took so long? >> reporter: yeah, listen, it always takes a while t read reporter: it always takes a while to read through those black boxes a the indonesian authorities are responsible for deciding what to release to the . we did know this was allegedly an mcas problem, ae softw problem. boeing is pushing through a software upgrade to address that. as for why it took so long to t the information out of the black boxes, that's up to the indonesians. >> you mentioned the software problem mcas pretty earlyon. it was the leading theory it was essentially it going haywire that allowed this to happen.

i know they're grounded now. the software update hadn't gone through as recently as last week. what was taking so long with. th >> reporter: still hasn't gone through. boeing is saying it could come as early next week. that may address an issue with a softwareglitch. that won't get the plane back in the air. this will have to be ceraified by the faa. they want to make sure there's not another problem or two playing into the scenario with two planes down in fivemonths. once the united states decides the max can fly again, other countries will have to make that decision and some may not be in a rush to do so. >> there's the whole question of pilots, training 737 pilots l you fele they should have had a lot more training on this new version of t 737. >> and are now demandingme simulator not just an ipad program. >> tom, thank you very much. crews have finally managed to extinguish that massive
