soaker across our area. it's been a while since we've had a big rainstorm, even though we've been fairly wet over the last year or so. tomorrow i'm expecting 1 to 2 inches of rain. really it's two storms that are going to come together and pruce this rain. one back to the west. another one down here. look at all the moisture right here, right off the coast of the north carolina and south carolina borders here. some rain in towards parts of southern virginia. but this storm is going to actually justsrag all t moisture right along i-95 right into our area. this is what i'm talking abo tonight. overnight tonight into early tomorrow morning, bringing that ight off i-95. and by early tomorrow here 7:00 a.m., we're dealing with some heavy rain. once again, 1 to 2 inches or more. and tomorrow's not the only day we're worried about. we'll talk about what you can expect and the impacts from this storm. and police are working t figure out what sparked a deadly shooting in a quietin neighborhd

unanswered. she unlocked the door to find the female resident in bed. ndshe also f a construction worker from the property standing nearby, partially d unclotrom the waist down. he cursed upon being seen. well, what happened next is a mystery because the housekeeper clos the door and left the woman behind. and that woman suffers from dementia. she's the resident of an assisted living facility. you feel like your trust was broken? >> absolutely. >> reporter: the woman'son worries his mother was taken advantage of by a sexualat pr. we're masking the son's identity to protect his mother's. >> there a lot of levels where things broke down. and proper procedures were not followed. d>> reporter: he says hn't know about the april 2018 incident at the chevy chase house in d.c. for nearly a week after it happened. the i-team's uncovered there's a lot more heasn't told. that possible sex crime witnessed by an employee went t unreported to facility's administrator and to police for

nearly a week. in the meantime the construction worker returned to work just days later and was seen on that woman's floor again. d.c. health department records we obtained under thereom of information act paint a troubling time line. april 6, 2018, the housekeeper wnlss the possible sex crime and tells a chevy chase house receptionist. april 8th, the receptionist notifies the activities director, later explaining he didn't report it immediately because he thought it was likely consensual. april 9th, the construction rker who's only partially named in public documents is eventually questione by his supervisor and escorted off the grounds. april 11th, the activities director notifies thee chevy ch house administrator. and april 12th, nearly a week after the incident the administrator calls the cops and the woman's family. police say they couldn't make a case. the health inspection indicates the woman has no recollection of the incident. you're an unbiased observer of this particular case.

what did you think of this? >> i thought it wasag ouus. >> reporter: the long wait not only delayed getting the woman any care she needed -- the d.c. health department did its own inspection into what went wrong. the agency found employees of the chevy chase house fail today immediately report allegations of sex abuse to the cility, failed to investigate allegations and failed to take appropriate action during the investigatiod when we sho you what we found, it surprised you. >> i was extremely surprised. >> reporter: the woman's son and his attorney knew little of the case until the i-team contacted them and w revealet we found. you didn't know the man returned to the office? >>ele had absol no idea. >> reporter: didn't know it took a week for this to get reported to police and had been going through several employees? >> we did not know that.

>> reporter: didn't know the man cursed whenaught by the housekeeper? >> we did not have those facts. >> reporter: the chevy chase house did not answer questions about the case. in a statement they said they retrained staff and their linse is intact. the woman's son said he moved his mother from the chevy chase house. she says she has no memory of what happened, but her son can't help but worry about what he doesn't know and how many times his mother or other weopleh dementia may have been hard. d.c. records showed theas chevy house met with residents to discuss the alleged incident in august,early four months after the police were called and month after d.c. health inspectors. the the financial penalty from the district in all of this, a fine, $10,000. scott macfarland, news 4 i-team.

look at this storm just sitting here meandering off the noast, doing a whole lot except it is starting to strengthen a little bit. here's the storm that's going to help bring this one up right through the 95 corridor. m this one approaches it allows all thatsture to move up, and here's 5:00 a.m., it is raining from raleigh all the way up to new york. if you have plans to drive tomorrow along the i-95 cor h, it is going to be a mess out there with potential for heavy rain. notice the rain still in here across the entire area tonight or rather tomorrow afternoon. so the morning rush around lurch time, the evening rush will all be affected b this rainfall. how much are we expecting? it's not a hal an inch, not an inch. 2.1 inches in d.c., 20 it7 in gathes brg. and just about every computer model has this area right here as the bulls eye with well over 2 inches of rain. to the east wave got about

anency call that 3 month old skylar newman was unconscious. the call came from a home here in the 4300 block of g street southeast. the police report says a d.c. fire crew tried t revive the baby performing cpr. she was unconscious, not breathing. she was taken to a local hospital. tuesday, she died. the d.c. medical examiner is ruling it a homicide. reur police officers wearing body cameras gat evidence, opening the investigation, concluding the baby died fromra blunt forcea to the head. the police report names no spect, but lists two different offenses murder and first degree cruelty to children creating a grave risk. no one answered the door when i stopped by the house where the ba was found unconscious. the news is spreading through the neighborhood. >> there's so much stuff going on in this world, it just don't make no s

fairfax, uden, montgomery, fr rrk, th frederick, we think we could see over 2 inches in that area. 2 inches in that region. even by 5:00 we're still seeing the rainout here. but rain is not the only issue with this storm. once the rn moves out the next part of this storm moves in, amelia, and that could have big impacts for ourriday. >> even into saturday up to 40 meals an hour. so the main weaonerrns friday even into saturday are going to be flooding, a hydroplani wind damage. flooding and hydroplaning really just twof tomorrow's concerns. flooding really in urban areas if we see enough water fall and it just can't get the storm drains quickly enough we can certainly see some flooding. hydroplaning especially if you have something to do tomorrow midday around the a hours when we see that heavy rainfall that cou be a serious concern. but that being said we could be dealing with just some rain as ll for the morning and evening commute. so you want to budget some extra
