rain today. just incredible amounts of rainfall. i've seen some reports of over 3.3 inches of rain just to the north and west of leesburg. you can see why. leesburg, this area right along the mountains wti just g pummeled by rain all day long. ou can actually see what's happening. look at this area of low pressure spinning around ouron rend shifting on through. some of this rain still coming y down at a preood clip back into portions of clark and in uier county, sti through loudoun county. we're not done out towardsdu es airport yet. how much rain? as i said, over 2 1/2 inches. 1.95 in d.c. 2.95 in dull list airport over 2 inches towards charlottesville. not just that, 8 o inches snow or more into parts of thes mountad along the shenandoah valley and the skyline drive area. just incredible what this storm asone. now, guys, look at this, the wind chill a factor. 30 in hagerstown, 34 in d.c.

it goes way down here from there. the wind the next big factor. winds cut gust 40 to 45 miles an hour tomorrow. a lot more on this. we're in the weather alert mode. some newideo tonight shows flooding in montgomery county. >> yeah, it appears to show a driver stuck here in this high water that is rising still. news 4's shomari stone has been on scene a lot of this tonight he joins us now live at beach n drive inorthwest washington. shomari, how are folks dealing with all this rain? >> reporter: well, jim and doreen, let me tell you light now i'm here at cedar lane and beach drive. you ask how people are dealing with the rain. ll, many of them are heeding warnings. when they see the standing war, they will turn around, whereas authorizes take their chances. just like the video youuys just showed, some people are getting stuck. cedar lane is beach drive is blocked off, as you can see behind me. people have tried to, you know, me around her and then they

will turn around to get away from it. now let's take a look at t s >> you need help? >> reporter: a creek jumps its banks flooding this guy'sd car a pickup truck stuck after heavy rains in brookville, maryland. and take a look at this cell phone video capturing a water rescue on woodburn road in fantfax c this guy took a chance, driving through the high water, quickly realizing it was a bad idea. owe called 911 for help. firefighters rescued him. police set up a roadblock to make sure people don't drive through it. >> i don't min having tourn around. i'd rather do that than get stuck town there. re's a lot of commuters that don't think aut it and they just feel like they can drive through there anyway. >> reporter: and in gainesville, virginia, floodwaters swallowed thisn artimus road. the driverot out okay. police want to remind you you should turn around and don

"news 4 today" starts at 4:00 a.m. developing tonight, suspected serial rapist is now off the streets. his firstlleged attack was nearly 15 years ago. news 4's nicole jacobs joins us live with how police say he preyed on howard university students. nicole? >> reporter: doreen, he contacted one with aol, another with facebook and a third he met at a party, butti invtors say when he allegedly pinpointed his victims, he lured them with alcohol.

>> college kids are a terget. >> rep and perhaps that was the motive. >> people tend to be a littleom bit morertable online, hiding behind a persona. >> reporter: as 35-year-old julian everett allegedly did. he's an accused serial rapist with three alleged victims so far. >> two of those survivors were students at howard. >> reporter: the case spans over 14 years, with the first victims' allegations in 2005. she was 16 and wasun not a howa ersity student. >> the investigators and the prosecutors at that point made a choice not to pure that case. >> reporter: but under the chief's administration, two wing the rapes of howard university students in 2015 and '16 and an anonymous letter writt to d.c. police, a keen eye detective picked up the case and linked all three throh dna. >> we have brought resolution to these matters. >> reporr: but who i everett? he's a man who had howard right at his fgertips, running a

barber shop less than a mile from campus. those i side had no comment. but the signature barber shop website indicates everett opened it in 2016. his alleged method of operation, though, already under way. >> he would use web or social meffa sitesiated with but not sanctioned by howard university >> reporter: which would lead to a date and then drinks and then the uehinkable. >>ransported them to a residence in prince george's county where he would thee sexual assaults. >> reporter: prince george's county officials fear there could be more victims. now taking this moment to speak directly to them. >> we ask that you come forward. we will seek jtice for you as well. >> reporter: the chief sayset ev would pose as a college student, someone with howard university connections, though none of that was true. >> it's unfortunate that people arout here doing heinous crimes. >> reporter: but possibly one less perpetrator on the streets.

police urge anyone who believes they were a victim or who knows someone who was to contact them. jim, doreen, back to you. >> all right. nicole jacobs reporting from howard. thank you, nicole. only on news 4 tonight, the mother of a preschooler is explaining how her ild's sexual abuse is impacting her family. her little girl is one of 15 suspected victims of taylor boykin. boykin was sentenced to 41 years tooled today for molesting young children when he a was assistant teacher at the bristo miniland academy. parents testified at the sentencing hearing today. one 6-year-old told her mom she wishes she was never born. many of the kids have deep emotional scars. >> for my child, we deal with nightmares. we deal with anxiety. it makes it difficult.we re a little bitto close having some closure to this, but there is still concern with the

daycare that they allowedhat happen. >> reporter: as that mother alluded to, some parents are considering suits against the academy. a florida man accused of sending more ahan dozen pipe bombs to prominent critics of president trump pleaded guilty in court today. cesar sayoc cried during his plea. said he knew his actions were wrong and he apologized saying he never intendedor any of the 16 devices to explode. former president barack obama and members o congress were among his targets. sayoc faces up to life in prison at his sentencing in september. leon harris here at the live desk. w details tonight on the buzz that maryland governor larry hogan may challenge president g trump in t primary. the governor appeared this evening at an event with hisfr nd, former new jersey governor and trump ally chris christie. hogan isg increas his national presence and getting some mixed -- giving mixed signals about a

they spe thousands of dollars thinking they were one step closer from traveling to latin america to see in many cases sick loved ones. dozens of latinos in prince george's county say they were actually sold fake plane tickets. it's a story our sister station telendo 44 uncovered, and with the ey caught up owner of the travel agency whose wife is charged with theft. you can see he had no cifment. his has been called the mastermind of this operation. news 4's erica gonzaleour report. maria, owner of azteka travel. she wasoo supposed toairline tickets to el salvador, instead they say they gave their hard-earned money and got nothing in return. she's been arrested in prince george's county andrg c with theft. aguilar is no stranger to the law. fact, just two years a she pleaded guilty to the samege char in the same county. then more than 35 people said they were scammed by lucero travel. aguilar was ordered to pay $30,000 in restitution and sentenced to five years' probation. erica gonzalez, news. now under this new charge, aguilar is expected to be int court n month. we'll be following details as they emerge. new tonight. iwest virginia state trooper is facing charges. he's been indicted by a federal grand jury for allegedly using excessive force with a teenager during a traffic stop. in this newly released dash cam

video, you can see a trooper toss the 16-year-old right to the ground there. that young man is then kicked several times.te the incident, the accused trooper, michael kennedy, and three other troopers involved were fired. now if convicted, kennedy faces up to ten years in prison. doreen? dramatic police body cam footage captures the moment when iowa authorities rescued a man from a burning home. sheriff's deputies ran toward the house andnt busted a f window so the man could crawl out. moments after he escaped harm, flames erupted on the opposite end of the man had to be air lifted out for treatment along with his nie who was also inside the house. that woman's husband has been charged with starting the fire and with attempted murder. flat tires, busted rims, cracked bumpers. drivers we talked with today say you put your car at risk every time youe the baltimore-washington parkway.
