good morning and welcome to "news 4 midday." i'm molette green. >> i'm pat lawson muse. we begin with the weather. we have wind advisories this morning. take a look at the flag in front of our stationn here northwest. it is whipping in the wind. there is concern weee could downed trees and some isolated power outages. >> the high winds come a day afterownpours that caused some roads to wood. thas the scene in kv brle, maryland. you see the truck driving through the high waters even with anotheredehicle stra and check out this cellphone video capturing another water scue on woodburn road. the driver tried to make his way through theef high watere he realized that it was a bad idea. >> amelia draper is joining us. so d are wee with the rain? >> we're not done. we will have scattered showers out there during the afternoon hours. and i can't really out a rble of 24uthunder. but first these areas in brown are under a wind advisory until

midnight tonight. upper montgomery, loudoun, frederick, carroll counties.ro and backd the i-81 corridor. we could see gusts up to 50le an hour. bond even ultimate side of the as 40ry, gusts as strong to 45 miles per hour. so we will likely see some wind damage especially from all the rain that fell yesterday, the ground is saturated, so spotty power outages are possible and again downed trees. here is the latest on the wd gusts. 20 to 30 miles per hour across the area. cooler thanit feel that 47 degrees that our temperature is currently at.n in additioo that, we still have a few flood warnings in effect including this flood warning forts p of fauquier and prince wilg yliam and fairf counties. this is until 4:00 p.m. i'm tracking these showers. more on the rain and winds 159s

11:20. the city of frederick says that all of the heavy rain we got yesterday too much for its waste water treatment plant. it caused an overflow. the city says states departmen of environment and health have been notified. signs have been posted telling people to avoid the area for now. the city says that the drinking water is okay. now to a story that could affect your commute for quite a while. >> yeah, just look at that, a s bikhole opened up on the gw parkwayrnis morning. northbound side of the highway remains closed. and it is not cle when it may reopen. megan mcgrath is live at the parkway and route123. tell us more about the impact of this closure, megan. >> reporter: well, it was a real mess earlier this morning for the rush hour. still a mess. uta new min ago we got word that the southbound lanes, all clear has been givenor them to reopen. so southbound is reopening. however northbound side, that is

a different matter en srely. you c the barricades are still in place. this is the ramp that heads from 123 down on to the northbound side of the parkway. it is stillnd closed a what we are hearing is thathe northbound side may not reopen nor an extended period of time. inspectors are d there right now trying to assess the safety because of this hole that has opened up alongside the road and under thoseorbound lanes. needless to say, with everything shut down during r theh shower, this morning it was an absolute mess. the hole is deep, just watch this road crew checking things out. one man uses a tape measure to try to figure out the depth. from chopper 4, you can see several feet of measuring tape ound.wn into the these still photos tweeted by the national park service give another perspective. the problem cropped up on the gw parkway before dawn this morning. right near dead run south of the

beltway. fe that the earth may have eroded beneath the road surface, the parkway was shut down inir bothtions between the beltway and 123 iain bridge. s been a total nightmare. the whole road is potholend plagued then this giant dthole, just a disaster. >>n't even know the road was closed. so it's terrible. all right are y >> reporter: are you >> yes. >> reporter: with the gw parkway closed, traffic in the area ground to a halt during rush hour. inspectors from the federal highway administratiok a look and gave the all-clear for the southbound side to reopen around 10:00 a.m. the northbound side is another . matt so if you are headed south, you should be okay to take the southbound lanes. but northbound, this could be with us for a while. now, there is apparently some kind of a, pi a water pipe in the area, they are taking a look at that to see i that maybe played a role in all of this. but at this point, they have noa

>> the park service tells news 4 it asked the federal highway administration to help patch the parkway and they are filling potholes every day weather permitting.e t a look at this, montgomery county fire officials say it took 75 firefighters to utt this fire late last night. this home is on norwood road in silver spring.re thankfully tas no one in the home at the time of the fire. no injuries reported either. no word on what may have caused that fire. an aho runs a barber shop near howard university's campus now sits in jail charged with sexual assaultin students. >> police say julian everett is a serial rapist. three alleged victims forward so far. the first case dates back to 2005. two howard university students were raped in 2015 and 2016. all three cases have been linked together with dna evidence. investigators say everett would statement pose as a howard

student and meet the victims for drinks before the alleged assaults. >> he would use web or social media sites affiliated with but sanctioned by howard university. he transported them to a residence where he would carry out tse sexual assaults. >> everett opened the signature barber shop in 2016. it is less than a mile from howard university. police believe there may be more possiblectims. we are learning new information about a murder-suicideesn dumf virginia. police confirmed a man killed his wife in herrelative's home on wednesday. she had gone there for shelter after her husba assaulted her the day before. chopper 4 flew over the scene on marjon court. police say christopher st and killed his wife before turning the gun on himself. officers went to the home in woodbridge tueay on a domestic violence call. later that day they tried to

serve an emergency restraining order but police could not find him. developingwohis morning, u.s. service members were killed in afghanistan earliertoday. military officials did not provide a specific location but saas that thelties happened during an operation. didn't give anymore details than that. officials are working to notify the families before they rease the names of those service members. today marks one week since 50 people were killed at two ho mosques in new zealand. the cntry honored those victims with a nationwide call to prayer and a moment of silence. the emotional day also a mass funeral for 26 of those victims. video from ing at that ceremony. you thousands of people attended. the burials include the youngest victim of the attacks, a 3-year-old boy. following friday's attacks, new zealand proposedg sweepun control regulations. and the prime minister says it includes all military style semi automatic weapons, assault igrifles andcapacity

in.this going >> well, so again, i did meet ann in 2013. and all i had known about her before was that she was called rougouse annie when she was younger. she got a lot done. >> i see why on that clip. >> so when i did meet her, i was able to spend a f years with her before she passed annual it was the heart and compassion love. really grew to and they called her grandma ann by that time. >> andtaraji, yy ann. tell me how you prepared for this role. >> i had to watch aot of tape on her so i could get her ton the sound of her voice. and obviously we look nothing alike. so i worked with the costumers to make me a prosthetic piece so that i could move differently. and when i first went to try it on, they had the boobs wrong.

i want the world t see that even you in your own neighborhood, you can do something to help the state o affairs right now. and to reach other people that maybe don't look like you, don't act like you, but we're all humans at the end of the day. >> and there is a range of feel whethat you wi you watch this film. and we need to go through all of that, right? >> yes. >> to really go inside what it was like in that time period. and there are some parallels to what is going on today. do you want to talk about that? >> absolutely. weidn't plan for it to be this relevance. the timing worked out and we wish it wasn't so relevance. but you said range of emotion i think is what drew me to the project because i was smiling when i heard these two talk about each other, look fondly back on that time. a so for audience to be able to embrace these characters and then go on the journey with them is really important. especially for this story. so that was what was so fortunate about us being able to tell this one. >> and she has passed away.

welcome back. house training your dog or puppy requires patience and commitment and lots of consistency. he with some advice for pet owners is ashley from the humane rescue alliance. good morning. before we get to the dos and don'ts, i have to introduce everybody tthe dog of th week. tell us about geode. >> geode is a 3 1/2 month old male pit mix puppy.no he i house trained yet, so whoever adopts him getsuthe pl of working with him on that. >> i like his green eyes. very camera thady. go tail wagger going. he would make a great addition. i assume he will be fairly high energy the next couple years. >> yeah, good e chewer,ll need some good basic obedience classes. positive reinforcement training. >> andike all the puppies and kittens, he has already beened neut >> been neutered, up-to-date on his vaccines. he is good to go.

and also for a nap. >> and so cute. so let's getnto a little bit ofhe d and don'ts for house training. what are the big don'ts? >> my d biggest don't is't for to get to take your dog outside. most people tend to assume that their dog will let them know if they need to go out or if they have been out within the last hour that they are good to go. so especially when you are house training a puppy, get an egg timer, set an alarm because you won't retember if you sucked in to a netflix marathon. >> at our house, we are just finishing up, our puppy is almost one-year-old and house training went smoothly, but i forgot how very often especially in those first couple months. seemed like we needed to take him out at least once an hour. >> yeah. and i'd even go 45 minutes if you really want to hit excellence on that. because anytime that your dog has an accident in the house, th feel relieved, it is self european union reen forcing.

so you want to make it feel like it is easy to get outside, we'll make it happen a lot so it is not a hard thing to get it right. >> so remember to take them out. what is the next big thing to do or don't do? >> everythings a routine. you want to make sure that when they are in the house they are either close t you being supervised, actively supervised, not watching netflix, or ihey aren a crate or tethered to you where you can really keep an eye on them and notice if they start pacing around, sniffing. >> a rule at our house, every time lou woke up from a nap, we took him out. >> ah, just whehey wake up from a nap, right after a long vigorous play session is another time. >> what about piddle pads and the like? i s not a fan of the piddle pads. >> i'm not a big fan of those either. i think it can sometimes muddy the waters for dog and owners when they are allowed to go and when they are not. so it is easier for ddogs to ge

when it is really clear. >> and should there be a code woo ? >> i liked a cue once there is a good behavior going. once he is ing outside regularly, my code word is go on for my dogs. once that i know tha they will go pretty regularly, we have a good spot where they like to go, then we'll wk over to that spot, go on, and then they go. so you can attach a little cue to that behavior. >> and don't blow your top when they have an accident in the house. >> right. once they have done it, just suck it, move on, try better next time. >> thank you foromg in and good luck to go owed findingeodw home. >> what a sweet dog. if the weather has you feeling down, don't worry, bright days are ahead. that was evident at nats park yesterday for media day. as corey smith found out, this season won't onlbe f sports fans, it will be for foodies
