there has been a lot that has unfolded over the past week, again. but as we've seen over the past several months late on a friday, as we've sa t, alwaye to blow that all up. >> and this friday has been no different with the breaking news just over an hour ago that special counsel robert mueller has submitted his report t the attornneral. coming out at i think, 5:08 this afternoon. >> busiest man i building joining us to sort it out and the newevelopments and where things go from here is nbc's political director, chuck todd. we have ended one waiting game we may have another, another phase, several. do you expect them to be g unfolds slowly as this did. >> this was the warning.
6:17 pm
okay whe d mueller report comes you know we're not going to see it. there isn't going to be anything to read yet. are.'s where we the attorney general, in a letter, has pledged that by the end of the w will at least be able to let cong know which -- who, if an indictments or charges that he decided not to file, and against who. but he may not. he doesn't have to deliver the dy tails of that. what does that mean? congress will have very sparse ideas of who he thought about indicting but then didn't. who -- obviously we know the people he has indicted. if there is a sealed indictment that we don't know about, that'e in the too. but the larger battle will be thee contents of report. remember, it was an investigation that was opened before thereas a special counsel. there was an active fbi investigation, as we now know
6:18 pm
e.r andy mcc he opened a counterintelligence investigation on the president after the firing of comey. that is something robert mueller took over. that is also the results oft t counterintelligence investigation is something the intelligence committee is going to wt and wanto see. that is probably the thing that the president should fear the most, bause counterintelligence investigations don't -- they just don't move to indictments. hat still doesn't mean there isn't troubling information that's found. that is where the most damning evidence might be sitting. but the point is the next battle here is going to be the battle to see the contents. >> we know that his work is done. it is done. no further indictments -- >> from hi now there are -- it is possible could bework -- there indictments based on the investigations he's done. based on the work he's done. but no more indictments from him. there appears to be no new sealed indictments. that m doesn'tn there isn't
quote
6:19 pm
old indictments that may get unsealed somewhere else. >>o that brings that grand total to 37. we know the work of the office continues -- >> no. the work of this office does not continue. whate has done is he has handed it off to other justice department offis. >> okay. >> for instance, the u.s. attorney in the district is handling roger stone. the eastern district of virginia has been handling some of paul manafort, julian assang so there are pieces already in the system. that's interestinea bob muellery abided by his mandate. and his mandate, he did not -- any time he worried he was going outside the lines of the mandate, which was specifically russian interference and any americans that helped. any time he thought he was delving into anything considered outside the mandate, he handed it off to another u.s. attorney so he never was violating his mandate. that is also -- that's why we're
6:20 pm
careful in how we word this and why they're careful i how they word it. >> let's talk about the contents we may end up seeing. barr's hands may be tied to a large extent and he said he'llc ult with rod rosenstein and bob mueller on what he can release. how mur will we h legitimately and how much through leaks? >> if you leak it, it might as well not have happened. because that will allow it to be spun and politicized. is is why they have to air on the side of transparency. there is a law on grand jury secrecy, that's they have to follow the law when it comes to grand jury secrecy. there's also a battle over executiveeg priv when the president's legal team encouraged its officials to cooperation, they did say we're
6:21 pm
waing our right to executive privilege down the road. so there'sar of the report based on people that work for the president in the executive branch that they may invoke executive privilege as a way to slow walk or keep the report from going on. everyone has gone on record saying they want it out, trump, trump junior, democrats, republicans, everyone. already.20 hopefuls >> they're all on the board. but nobody said when. so there could be, you tow -- puthis way. i have a feeling the more damning it is the slower walked it could be. the more they think it helps th, the faster they'll get it out. >> is it possible that mueller may have found offenses by the president that while it may not be russian conspiracy, could also result in impeachment talks? which is something that obviously speaker pelosi has been very slow to talk about and has told theparty, take it
6:22 pm
easy. >> i think it really depends. it's hard to imagine this report isn't going to have a section about the obstruction issues. what we know in public you could easily say there's, a ca starting in january of 2017, a month didn't go by that the president didn't try to interfere with this investigation, first with comey, drop it with flynn, do this, the firing of comey, then trying to get mueller fired ornd such such un-recused. so there's a public pattern we knew of. how damning is it, how compelling is his report on obstruction? rember, richard nixon essentially was chased out of office f obstruction. not essentially. it was obstruction.s thathe watergate crime that sent nixon out. it's not an unserious thing. i think politics will play a role here, though. what is theetter course of action? if the democrats don't think the
6:23 pm
votes are there, even if they think the duty is to do it, do they fear it backfiring or do you make your case to the american people and make it a 2020 issue. >> and let them decide. right. i think the presidential candidates will have moree influen this process than nancy pelosi. meaning how they are reacting to the people on the ground in the race willth senmessage to congress what they can politically get away with it. >>n' they have to hold back much. >> they don't. if they're like the 2020 candidates may think we want damaged trump. we don't want impeachment, we want you paying attention to us. an impeachment proceeding puts the spotlight on d.c. and not iowa. so look, don't think 2020 isn't wrapped up in some of these decisions. >> chuck todd, thank you so much. as busy fridays go -- >> it may d go all sunday.
6:24 pm
i like my march madness but we'll get you to tip off. >> march mueller madness. too soon? >> youan find "meet the press" on sunday at 10:30. chuck, thank so much. a busy friday night as you've seen it on news4. we are in weather alert mode. we have more ngst gusty wind and cold i comingn tonight. and cold i comingn tonight. >> doug is bac

(laughing) johnsonville breakfast sausage has 15% larger patties. fits on a biscuit. >> all right. a wild friday afternoon. some people seeing hail, graupel, and then take a look outside our studios, bright

the strongest storms are out of here but can't rule out a couple showers.he we have shower activity in st. mary's county, down to the northern neck, down through frederick. and in this area, around leesburg,ou see more showers coming through. most of it on the lightside. we've seen this all day long. and this is all from a storm system that is moving around the other storm system we saw during the day yesterday that brought ushe rain. this one bringing in not just the showers, the graupel and the hail, but alsohe wind and much colder temperatures. look at these numbers right now. ok at the wind chill, 41 in d.c. 31n ocean city, maryland. 26 in pittsburgh. we're seeing winds gusting 40 to in miles an hour tonight. we have aadvisory in effect, it does not include d.c. to the south buttill strong wind there is. winds to 50 miles an hour back

macfarlane. back to you. one of the big questions i lingerin if there would be any further indictments from the special counsel. >> in the last hour if you were watching nbc'sen dilanian joined on the set with insight. >> not only is the mueller investigation concluded there will be no further indictments by mueller. there are no sealed indictments. what that means is that robert mueller did not file any charges against any trump associate alleging conspiracy with the russians. he filed charges against a lot of other things and against russians but he didn't file charges in collusion. what we don't know is what hesa in the report about conduct short ofcrimes. will he criticize the esident's judgment, talk about the russiact contas that remain suspicious? will he answer some of these questionshat we all have? >> and will we get to see that part? count on continuing coverage of is bombshell development
