approvedsing the minimum wage to $15 an hour. it would rise incrementally to reach $15 in 2025. workers would have a year to comply with th. manyorkers are happy about the prospect of getting a raise. many are not, however, fearing they will lose hours or their jobs. joining u this morning, prince georges county bureau chr lver.ns and jerry tracy, governor hogan has to sign this and we know he could vetot and there are enough votes to override a veto. >>av he's not in of this. he's saying that this is one of many measures that the democ tts who contr house and also the senate have passed that are going to wreck the economy of maryland. that's what he'sng sa he said it's going to be very difficult for small business in particular to come back from this, but costs go up and labor costs go up. so for a lot of these businesses, these folks are just going to have to figure out how

to make that happen. and for some of the businesses and also non-profits, it means tough decision maki. and the hope for some of these owners and some of the folks who run non-profits was that this would not impact them t ort this wouldn't pass, and there were a lot of people hoping it wouldn't, but it has. and so the state is going to have to get used to it. >> this would put maryland or ith d.c. and five other states, not including virginia. >> notirginia whatsoever. >> virginia voted it down. >> it did. it currently stands at $7.25, right. this was killed pretty early on. this was in ja tary, so first part of the session. and in virginia, the idea was that it would likewise go upo 15 incrementally. it would go over the course of several years but it would be 2021 where they were hoping to hit that. some of e points tha tracy mentioned as far as the concern from the government's perspective, a lot of w republicanhin the commonwealth have raised those for years. they're worried about the impact on small businesses in ul part, so they really gave it no chance going forward. >> getting back to the rn go's issue, it's kind of

tough to keep businesses in maryland and force them to pay $15 an hour if they can go to virginia and pay $7.25. >> that's a good point, so when we were researching how locales busineelt about this, in prince georges county there were business owners saying there is noay i can afford to keep the staff i have here and pay my workers that kind ofy. mo i'm going to have to let some people go and keep the folks i really need here. of course, the question after th is how does it impact customer service and what it is that you're trying to do. so a lot of questions for folks. what they're saying in the county is that the economic development corporation is goink to w with businesses. folks have questions about how to make this work. they can get adve from them on how to help their businesses to grow. we'll see howt goes. >> last weekend things got very tense at an arlington v boarde to improve incentives for amazon which, of course, is coming to the area, in case you hadn't heard. one protester had to be carried out of the got very emotional. this comes a week after the tech

giant pulled out of new york city. >> the emotions a incredibly high. you would have, i would say, a pretty small group of activists who are against this move altogether. but they are powerful and they are loud, which was proved last weekend. you had folks in what is a normally rather bothering meeting, if you will, shouting and getting really kind of belligerent at times one person had to be carried out. what does that say about arlington as whole? it's interesting to see you have such a select group, but mostly the docrats who are in support of this, the democrats who are behind that have been motivated to go forrd with this. it's not necessarily a party issue. republicans and democrats stand in s of amazon coming. they see this as a way to get off the reliance of the federal government we have in this area, but you have mostly democratic socialists, that he see identif themselves, saying this will be bad long term. their concern, pat, is that thiu willimately raise rent in the area, they say folks will

get priced out and that it's not going to be the economic boom that folks claim it will be. >> do they aee any good all, any positive impact that amazon could have on a community where need?is a >> i asked that early on and they said, we're past that process. i asked them why and they said it wasn't transpant going into it. they felt like they were left out. but the businesses can't be that open about innerorngs if they're trying to competitively bid for something. that was the case f amazon. you had a lot of vofolks vying r it and ultimately maryland got it. governor hogan said, hey, we're here. we'll take it. he's hoping to get a piece of it. >> the governor also w ts to pick up the pace of repairs on the vw parkway. he said the park service is doing a terrible job. it recently reduced the speed limit to 40 milus an hour of the potholes, some of them big enough to swallow your

car, your suv. but the pace of repairs has been slow due to scarce federal funding. tracy, hogan calls i unacceptab unacceptable. what does the park service say about this? they say we need money. the park service has had a bunch of cuts for years and now it's come to the point that we specifically b 197 and 32 in that laurel area, t a nightmare trying to get to the baltimore irthurgoodrt between boston and d.c. they're seeing a number ofpa s go up in that area from folks getting flat tires, hubcap all over theplace, so it's a problem. but the park service is now saying they're not going to be able to fix that stretch of roadway until the fall. we're hearing from senator chris van holland, for instance, who said we ed to change the order of how this is going to be

done. we nd to not only quickly get this work done but the park service can only do what i can do. hogan says they're not able to maintain roadways. they need to get out of the business and let the state do it because the state has done a good job of repairing a lot of problem areas. >> mark warner says nearly the $12 million nationwide thatre esents a backlog of park service maintenance and other needs chose a need for a nationwide solution to this problem. >> right, a virginia is not necessarily smooth cruising as well. they have their share of but to tracy's point, when vw is handling it, when it's done at a state level, it's done well and it's done right. but the problem is the timing nthere. it wasesting because i was hearing from folks who drive along the vw parkway, and solution there seems to be lowering the speed limit, which is laughable to think just go a little bslower, it's going to be rocky, and give us several months to get through this. it justoesn't seem like a viable solution going forward.

>> for many of us who have to go that way, sometimes the viable solution is 95, which is not always a good solution. >> and that adds moren congest onto what is already a congested roadway. >> the governor also wants to, at some point, see some express toll lanes on the vw parkway. so whenal he about give us the road and we'll take care of the maintenance, in the back of folks' minds, it's, what is that going to mean for the parkway and the fact that it isa a parkway which is a lot different from some of the state roads we have. a lot of questions about that fn thure but the feds still have control of the parkway. >> and we could see that in virginia with the dallas toll road and the greenway. we'll beight back stay with us.

tragedy on evergen mills roa in loudoun county. the crash that happened involved a converted bus to a food truck. it killed one woman and injured her family. david, tell us what we know about this and what's come out of this awful tragedy. >> pa it's incredible. this was devastating. 2017.october you have a food truck that's basically a bus. the brakes go out. it crushes tfas ly's car. and in the midst of the on-scene response, first responders realize that they were not geng toble to get the other family members out as quickly as they were hoping to. meantime, time is precious here. so what they decide to do is they call inova blood service and they say, can youheet blood tocene as quickly as possible? they say we don't typically do that t they get blood to the scene of this accident. they're able to administer that blood, gt to the site and that buys time for some family

members. the mom unfortunately lost her life but the others were saved. and they say that was because of bringing the trauma bay, essentially, to the scene of this crash. that'snow started idea across all of norniern vir where all the ems services are getting together and saying, let's create this factor program. it ustlaunched. essentially it allows them to utilize all the resources in the so police, fire, ems to get blood to the scene of any sort of trauma or incident. it can be an accident, it could be a buildingcollapse, it could be a mass shooting. what was interesting is we went along with a them they went through that program at enova fairfax. they got it to an ems team. the ems team took it to a helicopter. the helicopter took off and brought it to any trauma. fascinating.il >> we be able to see that expand in our area? >> they have nowed been conta by other jurisdictions across country saying, can you teach us

how this go? can we apply this to our area as well? it seems like this will be a model nationwide. >> there has been a debate st e statewide in maryland about when to start classes, bef after labor day. marynd has now proposed a bill to let maryland decide, which the governor opposes. tracy, this has been such an issue in maryland. if the governor vetoes it and the jurisdictions choose on their own, will this be the end of the debate? >> it's interesting. you know, what happened when the governor introduced this executive order back in 2016? upset urisdictions were about it, first of all, because it threw off everyone's calendars. that impacted everything from some breaks, of course, but also spring breaks. how many snow days they had. it reay -- and testing.

so there are a lot of state mandates, there are federal mandatesan there are so things that impact the calendar anymore that the idea that everybody is going strooto star after labor y, it's difficult for every school district to do so. they do not want t state mandating these kind of things. they need control so they can manage the calendar to their abilit the harder it is for local school districts to take care of their own schools. i can tell you in prince georges county, they were very opposedh to in 2016 and they now say we're going to go ahead at stfter labor day. we're keeping the calendar the way it is now. we've the issue now is we need to get people to ocean city. we need longer summer breaks. we need people to support our economy and we can'tha do when kids start school after a major holiday likey. labor so every community needs to

decide what their calendar is like. to look that's what they wanted so now they'll get it.d >> they a similar vote go through in virginia. that was approved the governo signed off on it and it was the king dominion's law. it was the idea of starting before labor day because for so longhad to wait until after. they felt like they were behind academically. teachers felt like it was too competitive, they needed to g it in before the testing. but now they're allowing local distcts to decide what works for them. here's a program that may work very well in northern virginia, another only exclusive look at fairfax detention star program. star is an acronym for striving to achieve recovery. it's a ver intense addiction recovery program in the adult detention center. david, this allowsat i to

join. >> they have to show motivation they will take part in that progra they are essentially moved into separate quarters of the jail, and it's there they live. they get up in the morning and they participate in these a classe group projects. the idea behind this, obviously when you go to jail and you're carcerated, you'reorced to sobriety. a lot of these places have drug diction, alcohol addiction. they're forced to sobriety but then they relapse. it's about changing them internally and allowing them to find that desire and that motivation to become sober and then hopefully reenter society and become producti. it was fascinating to hear from them directly because one inmate told me he's been incarcerated more times than he can count. this i the first time a solution has arisen where he feels like he can live his own life. at the music schooln i hinesville, 40 years ofaking music. they now have to sell their instruments to keep the doo

open. >> you can go to washington and seek music school sale. we have information not only on registering for classes at that school if you're interested in doing that, and howou can connect to buy these instruments. they have some great instrument there were some instruments they weren't using and they have bills that need to be paid, especially since the last government shutdown. they had a number of parents tsaying, look, i j can't afford this anymore. like you said, this is a school that's been around for 46ears and the teachers there are really dedicated. some of them are teaching music for free, but at some point folks hav to get paid and they're looking to the community to help, and they still have to take on new students. it's an exciting school. there is a lot of good happening in that space so hopefully it will be okay. >> a lot of good y stories uncovered. i'm pat lawson muse. news f4 today continues.
