as you would expect, there has been strong reaction, as you just showed, from republicans. m many of them saying,idike the prt, this is a vindication and confirmation the president did not wrong. but what about democrats? some are saying this clearly did not exonerate the president,ngnd they're go try to figure out what their next steps are going to be. as you said, i just spoke to senator chris van hollen within the last hour, a democrat who represents montgomery county. >> on the question of whether or not the president obstructed justice, mueller did not reach a conclusion. and the fact that attorney general barr, who was hand-picked by the presidentre hed that conclusion within 48 hours is not going to hold weight with the congress and public. we need to see the full report, and we need to see all the backgrhend materials and we can all reach our own conclusions. >> and maryland democratic congressman steny hoyer is also weighing in, saying in part, congress must remain a bulwark

interfered withct our en in an extensive way, in a partisan way,o t help elect donald trump. that is so important, because it's forward looking. we now need to hear from the president exactly what he is going to do to prevent similar interference in the 2020 election. this probe is so different from others, because all we're getting is a summary. look, i am an historian. and i look at primary sources. and i know what's actually in primary sources. in this case, the actual mueller report is often fundamentally differentrom what you g in a summary or a synopsis, particularly from a self-interesatd party like rney general william barr. >> we could in essence put this in sort of two buckets. the rort indicates no collusion. that is one. and then it's the obstruction component that so many people have bn stuck on. william barr says muell

not make a judgment on the obstruction charges, leaving it to the attorney general to choose whether or not. is that surprising to you? i think a l of folks were expecting to see sort of a black or white, yes or no on that. >> it is utterly surprising and shocking to me. look, i know it's heresy but he has conducted a fundamentally compromised investigation. ing all the way back to the administration of the ulysses grant. the whole point of ving an independent counsel or special prosecutor was to keep it independent of the president and his subordinates. and what did mueller do? he punted it right to a presidential appointee, who was already on record before his appointment og sayin a president can obstruct justice. that's not what an independent counsel should be doing. >> as we mentioned atoohe top, your isalled "the case

for impeachment," and you've accurately forecasted decades oc electionsding 2016. so i want to ask you, talk to me about 2020. what does this do for the2020 race, and what does this do i summary for president trump? how does this define, or is it t te in his presidency and how he'll be remembered? >> one, on 2020, it's obviously a boon to the president. one of my keys to the white house that i use to successfully predict elections is the scandal key. r the moment, maybe he's dodged tt. but secondly, this is not the defining element of his presidency. you can't say the defining element of a presidency is, we found he didn't conspire with a foreign power to undermine our democracy, but we'ot sure about whether he obstructed justice or not. that's n the way any president would want to be remembered. >> american university professor, allen lickman. t
