into the potomac river, mere feet from a worse situation right now. we've watched over the past hour and a half or so they've been trying to figure out what t they're going do there. you can see the absorbent pads absorbing the fuel to go down the embankment into the river. a couple other cars were involved that have left the scene and were not as damaged. it looks like this le tractor-tr is going to need a couple of heavy duty rescue trucks to come in and get that righted. as of now, do not head this direction. legion bridge is going to continue to be closed down. the closure point at 267, the toll road as we can see here from the chopper. daughter. >> she loved everybody. asmiss her. >> reporter: he h relied on the muslim community and nabra's friends for support. they t tohink of the pain, smiles when they think of their friend turn to aush of tears. june of 2017, nabra walking home with friends, darwin martinez-torres pulled up to the group of muslim teens in his car. they ran he went off nabra hitting her with a bat, putting her in his car, prosecutors say he then rapedpeer and d her in this pond. to have such a child taken in his manner, especially such a sweet, religious child, the family is obviously devastated. >> darwin martinez-torres pleaded guiltyim to the in

november. today a judge sentencing him to life in prison. >> this at least gives the family some, finali although it doesn't end their grief and nothing else. >> reporter: mohmod hassanen knows that healing will take time. lots of time. >> david, did martinez-torres say anything in court today? did he expss any emotion? >> reporter: you know, pat, remorse. a sense of he did have an opportunity to say a few his attorney first read a letter he had written and then through a translator he stood up and took full responsibility for the crime. he wants to answer any questions that her family has. that's part of the plea,de not the death penalty, instead life inso p so he could sit down with her family or their attorneys and talk aboutd what p to this.

i'm erika nzalez here at e live desk with breaking news. the catholic news agency is reporting that pope francis is ready to appoint d.c.'s next arch bishop. it's wilton gregory, he the seventh arch bishop of washington. cre's what we know about him. he'srently the arch bishop of atlanta and has been since 2005. he's 71 years of age and has been in the priesthoodor nearly half a century. he grew up in chicago. we have not confirmed that he's accepted the appointment. a formal announcement could come as early as nextweek. back to you in the studio. >> thank you, erika. breaking news now at 4:30, thevening commute slows to a crawl. >> the inner loop closed at the

american legion bridge. that's causing delays not just on thebeltway. >> mark segraves has finally made it to the scene. mark? >> reporter: as you said, traffic everywhere in the area is just jamm up, the clara barton parkway and thegw parkway. you can see right now first responders are trying to funnel thsome o traffic one lane of the traffic is now open. what they're trying to do is get this traffic that's been stopped up here outthe way because you can seehere's a tanker truck that's been overturned. there's 8,000 gallons of fuel in the truck that needs to be removed. let's look at video from chopper earlier to give you another angle on this. they're bringing in other tanker trucks to offthe fuel but they have to clear the traffic out before that can happen. then they'll transfer the 8,000

gallons of fuel from e overturned tanker truck to the other trucks and then they can turn the truck back right here. nobody was injured, theause of the accident is under investigation. but the ripple effect. we came here from northwest washington, it took us about an hour and a half to get here. we couldn't cross chamber road, tried to cross clara barton parkway. but traffic all over is a mess. if you're trying to get to an airport tonight you're inig trouble. leave early or call your airlines and see if you can get another flight because getting out, especially to dulles, is going to be a major task. we're waiting word from maryland fire and state police, about what the plans.re here the first thing they have to do is get the traffic out of the way so new tanker trucks can get

we are staying on top of the br jking news if you't tuning in, we are keeping our eyes on a suation where a fuel tanker truck has overturned on the american legion bridge right at the gw parkway. we have seen one lane get open on the inside by the jersey wall and traffic has made its way through there. >> this is a live picture from chopper 4 which is overhead and mark segraves has bee an eye on the situation from the ground. as you can see emergency vehicles arriving there. we don't have word of anyone being hurt but it has been a mess on the entrance to the american legion bridge for hours. ff it looks like they're closing the lane so they can get some kind of vehicle in there to upright that tanker truck and get it out of there. we were told it may take a couple hours for that to happen. traffic affected in every direction around this area. we'll have more at five. >> montgomery county is nsidering resent vising ing

closed down at the american legion bridge because of this. this tanker truck dangling off the road, leaking fuel and it's not just the beltway backed up. >> they had one lane reopen just for a certainumber of cars behind the accident. >> to clear a perimeter around it. >> and get equipment in there. brake lights on roads all throughout our region as people try to find a way around. we just got word from chopper 4 that that is a six-mile backup non >> that h going on since 2:00 this afternoon. let's get the latest from mark segraves. he is on the ground not far from that crash. you've been there all afternoon. is thereny hope for those people out there? >> repter: it's going to be a long night for everybody who's in a car tonight anywher in the metro region around the beltway. this is live action. you can see that tanker truck on itsside. about 2:00 this afternoon, that truck went on its side there and then a car ran int it.

i think you can see the red car behind that was just moved by a tow truck. that's the car that crashed into the tanker truck. nobody was injured in that accident but, of cose, the ripple effect is what we have now. there's about 8,000 gallons of fuel in that truck. as you can see here, a new nker truck has been brought in. they cleared out all the lanes of traffic along the beltway so that they could bring this empty tanker truck in. they're going to drive it up next to the overturned truck and off load the 85 00 gallons of fuel once that's completed, they can up right that truck and move it out of here. the cause of the crash is still under investigation. nobody was injured. but the ripple effect is not just on the beltwa we tried to get here from northwest d.c., clara barton
