police say the man was driving l ong richey road in forestville around 1:00 in the arrning. the c crossed the center of the road, smashed head on into another vehicle. pronounced dead at the scene. the road wasdo shut . police trying to figure out what led up to that crash. a tragedy unfolded at a popular park in northern virginia. a man i jumpeo lake braddock to save his dog. he never made it back to shore. darcy spencer is in burke with the de>>ils. eporter: yellow police tape surrounds lake braddock, it is off limits despite the beautiful weather. that's because something tragic happened here fairfax county police say a man apparently drowned trying to rescue a dog from the chilly waters. >> the detectives are still looking into that aspect. initial reports are he did go into t water to retrieve a dog. we just don't know if it was his dog or somebody else's. >> reporter: police were called here just after 5:00 for the report of a missing swimmer.

going to ge temperatures are going to fall. in fact, most of the day will be spent in the 50s. and then temperatures plummet tonight, very chill start to your monday morning. temperatures out there right now s. the 60 but, again, we will start to see those -- iant to go back to that map. degrees.3 a frontal system coming through. behind that front arctic air is movi. so temperatures are going to drop. we're not going to be in the 30s. most of the day in the 50s. we are going to see those temperatures much cooler in a coupleurf but we'll have plenty of sunshine out there. here's the rain that is coming through the area, leesburg and going up to frederick county,la ma, brunt of it now along i-70. you can see this front right here. this is going to continue to push to the east, clearing our area as we go through the lunch hour. 57 degrees is going to be our telderature. i wt say daytime high, daytime high now is in the 60s. so 57, some morning light showers, but we'll get that afternoon sun.

hasn'told them a lot about the plan. but finally there is some news from the company ts morning. joining us are new 4z consumer reporter susan hogan and news 4's meagan fitzgerald with us today.ei thank you for here, ladies. susan, we got some information from shoppers about theplan. so what is the plan? >> yes, and we actually - knew about this last week. so we put a call in to shoppers, a call in to new parent company, we put a call in to giant, which has bought som ofheir stores. no one returned our phone calls or any mediacalls. so we finally, yesterday, this past week, ial lit called and said, listen, this is it, we have called so many times, someone needs to get in touch with us. they finally did. and the statement that they sent us was that the company plans to,quote, thoughtfully and economically divest its retail operations and they have no immediate plans to close any stores. we have seen this happening in giant asd taking over some of them as well. and why this is so big.

there are 12 many prince george's county alone, 36ur in region. so it is a big deal. and a lot of these are attached to the shoppingcenters. and for from what we understand too, this parent companyends to go into the wholesale market and get rid of some of these retail stores. so, again, from the unions to the employees themselves, they're kind of in limbo. they don't know what is really going on. >> the company see to have taken pains to say we're not closing stores. >> correct. >> ishehat because has been such an outcry? >> i don't know. probably. i mean, when i actually got fed up, when they weren't river spotting, i called one of the shotters myse s shoppers myse. she said i don't know what you're talking about, she had no idea. it is just really, when you think about there is 2,000 members of the union and most of them areight in the prince

george's county area, when they're not being told what isi on, there is just a lot of confusion, but, again, this is what tpany -- the statement said, you know, we don't plan to close stores. whether that means tha some other retail stores like grocery stores are taking over, y know, maybe. but as you know, the usda considers by this standard this area is a food desert. >> they say they can fill the stores, thelocations, but they're not specific about what to fill them with. continued. >> for sure. >> moving on to education. the education department's oposal to strip the special olympics of federal funding, all 8 million of it. it set off a national firestorm ecd touched a nerve here in the washington arease of our deep ties to ma meagan, you covered this story.

>> eunice kennedy shriver founded it in her backyard in the d.c. area. we know the historical value it has in our area. she did it because she sawhe need when it came to persons with intellectual disabilities sort of being cast aside in society, not really being able to live their full potential, not having anything t do. so it sort of just exploded into this worldwide program. and if you ever have gone to any of their mpetitions, it is t most incredible thing to see. so that's when you got this whole outcry from across the country, people saying, you know, you cannot cut funding to special olympics. >> she says it gets a lot and it does. there is a lot of private funding, philanthropic funding. >> correct. when she testified before this subcommittee on the hill, on tuesday, that was part of the argument, saying, look, it is difficult to make cuts all the way around, but special olympics gets $100 million

philanthropically every year annually. so the argument there is that they're doing okay. there is other organ that don't get as much funding. but, you know, i talked to local folks in theho community here say, look, it is the security of knowing that you got this base of funding there from the federal government that whether someoneon donates or donate, it is always going to be there. and given once you take aatook he larger picture of what this organization does, how it really spends those dollars, the argument then just came to the forefront even harder of how could you. >> it was alsoes intng to see maria shriver's tweet devos and pence saying you've been to our games, please don't balance the budget on the backs of those with special needs. another story i t our areat impacts kids in fairfax county. county could install safety devices to motorized room lyviders in all county schools, a story you saw on 4.

the story pheno of a boy who died last year helping a teacher operate one of the motorized partitions. invernor northam just signed a law a protection for students. this would go a step further. >> solutely. so the law for virginia that was signed as you said, what it says with the motorized partitions, any school that has these would have to put in ace safety de if there are children in the room when these things are being ed.r what is absolute is that every single school must have a policy in place and training. fairfax county is going a step further and aually they are asking for about half a million dollars to install safety devices on all of the motorized partitions in the entire county. there is about 127 of them. and it is about, i think, $450,000 proposal that will be added to the budget. so that is the hope, and fingers crossed, of course, for a lot of

these families. >> whet do then do they make a ? >> it is an amendment to the budget. so we went on monday to one of the meetingin inings to see it proposed. it is going to be interesting. it is going to be a process. t what we can say is there is another school rocky run middle school undergoing massive renovations now, they're going to be putting in a safety device in the school for one of the partitions in there. there is progress. and for the family watching this, oh, my gosh, what a -- it just makes them fee eat. we have spoken to the grandmother of wesley lipiki and she says if there is any goodut comingf any of this horrible tragedy, it is that it will not happen again. >> what a way to honor his memo.. >> 10 it is going to be -- the wesley lipiki act. so you can't but feel so warm about that. >> we're glad to see progress being made. we're going to take a break and we'll be right back.

it has been two years since an artist from norcarolina, 34-year-old karina neil, was discovered brutally raped, murdered and bound in a d.c. row house. nearly two weeks ago, a jury convicted a man of 13 charges including first degree murder and first degree sexual abuse while armed. we were the only ones to speak with neil's parents right after the verdict. you talked to them. oere is certainly way to mitigate the pain of their loss, but it sounds like they fl satisfied that justice has been served. >> absolutely. that's all they could hav asked for. they were inside this trial for goingst month that it was on. it was devastating. having to relive all of the auma of what happened. again, we're talking about a 34-year-old woman who was, you

know in the prime of her, li really excited about, you know, doing more with art, with in townre, getting ready to go back to north carolin when elijah torre spotted her. prosecutors say he followeder inside her northeast apartment where he brutally raped her and murdered her, went off, using her atm card to get out about $2300, and the evidence here was overwhelming. but the fact that he was found guil, they told me that justice was served. >> the fact that it sounded like an open and shut case. >> sure. >> left some baffled that it took the jury two londa . her father said, you know, it should have taken about five minutes. what was the crux of the defense's case. >> the defense tried to argue that they had the wrongguy. they told the jurors that just two weeks prior to karina neil being raped and murdered, there es another c that was

similar in nature to what happened to karina, that cse unsolved. the dectives were able to rule out elijah torre as the suspect. they were making the argument, look, it wasn't him in that case, there was someone else out there and because policeotly dedicated all of their resources on this case and justin tto find someone, they got the wrong guy. but obviously in the tend, jurors didn't buy it. >> so mr. torre will serve a life sentence? is he going to be up for parole? so he's going to be sentenced on june 7th and that ishen he will either serve life without the possibility of parole, or serve life with the possibility of parole. that's sort of what the question be. >> well, if you are like most of us and you are sick and tired of robocalls, the ftc announced a majoritcrackdown. involves a major settlement with some of the companies

responsible for a lot o those calls. susan, you looked at what these companies were using robocalls for. >> we did. >> tell us what they're -- what do theyant? >> it is great that the ftc settled this. we feel like come on, you should give us a piece of this pie. it is so annoying when we get -- we all get them. i get them every single day. so the -- here's what the four major companies that are accused of doing and they'rerid ridiculo ridiculous. auto warranties, the promise of auto warranties, home security lsstems, supposed debt relief services and we can permanently lower your credit rates.terest one even had the nerve to actually ask people to donate their cars, boats or what have you to a fake charity and then hey were selling them off for profit. and it is insane. but unfortunately, time and timf again, because spoofing, when you get that phone call, and you look and it is are code 401, well, i lived in rhode island, maybe it is someone i know or 202, got to be from the

governoint. i'm to pick that up. it is coming from washington, d.c. if they pitch you off guard in that weak moment, you might fall for it. and people do. millions of people do.>> so when can we expect the calls to stop? >> this is one of the ftc's most complained about issues. and ion't know. i don't think they have an answer for it. they keep trying to educate, you know, these kinds of stings and going after these companies asl and these large settlements. but one closes, another one opens up, they are a money mang machine, they know it. >> like whac-a-moles. >> and trying to blo the numbers too and they keep on calling. >> yes. >> it is the worsng >> the t is, they talked to -- they're trying get some of theireless carriers and other arriers on board to try to do something. there has been efforts, but at the end of the day, until they figure it out, we as consumers just need to be more vigilant. >> this settlement, just forcl

ification, involves the companies agreeing to stop. >> a settlement usually -- they have agreed to cease and desist, but we have seen this before, i can't say they're going to open up another company, that's what you see all the time. but, yes, the settlement does not mean they're saying that wet didn'ty're just agreeing on the settlement and moving forward. >> okay. well, ftc is doing something. >> they are. >> let's hope it is enough. >> this morning, police are stillearching for suspects in a shooting outside of fairfax county at ate banquet hall there. someone shot into the crowd of p300 people after aty late at night. two people were injured. they're going to be fine. e violence was shocking and police have put out a text number to try to get tips. meagan, this involved a big crowd of young people. fll us what happened. >> it wasday night. just, you know, a week ago, and there was a o large crowd people that were inside this banquet hall and there was a fight that happened inside the banquet hall.

they wereo asked to outside. the fight escalated. now you got all the people outside. someone pulls out a gun and started shooting. and tt's when one person was struck, taken to the hospital, and then later on that evening police say another young person went to the hospital and said they also had been shot. and so ter iting thing about this, though, is that police believe people had their cell pnes out and they had snapchat video and other things and so that's why they're trying to connect with the younger audience by saying, look, you can also tex us tips to try to solve this case, but at this he point,re still looking for a suspect. >> you talked to a man who saw it happen. >> right. he -- so the gentleman who actually worked right next to the banquet hall said there was loud music. he went next door and said, can e u pipe things down a lit bit. i have patrons inside. the guy said, ok, he goes about his business, cooking and sudden, he says, he hears gunfire. he goes outside, he goes close

to the window to kind of see what's happening and he says, yeah, i see them shooting outside, it was the scariest thing, because there is still people inside my restaurant eating. says this is something that has never happened before and he's been in that location springfield for the last 25 years. so he's shaken up by it. windows of establishmentsere blown out. and so it certainly shook up the communimm i community. >> that's quite frightening. hopefully they can find somebody using that tex line. thank you. thank you, that's reporters' notebook i'm pat lawson muse. blossoms. hopefully they hang on. lauryn, thank you very much. new tg,s morn d.c. firefighters were busy overnight, trying to put out the flames here. yo can seerucks and crews busy tackling this fire. it happened on -- in northwest d.c. on georgia avenue around 4:00 this morning. officials say the fire started the basement. it spread throughout the building. attached buiings were also affected. one firefighter treated for minor injuries. no one else was hurt. a popular park in northern virginia is the scene of a tragedy. a man jumped into lake braavock to a dog, but police tell ol he never came back to shore. fairfax countyice were called to the lake for a missing persons report. yesterday evening rescuers found the man's body about 40 minutes later. it is not clear rht now if it was his dog or somebody else's dog. localseell us l braddock isn't very deep, but it gets very cold, especially this tim of year. tragic.ink it is the worst thing that you want to happen is that for some tragedy

person. she was very happy and she was excited bause she was going to law school in the fall. but she was just a very happy, bubbly person very sad, very scary. it can happen to anyone. >> we're fathers, mothers, brothers, sisters, sons and daughters, and it is just as personal to us. >> now, police say that there were a large amount of her blood in rollins car. a large amount there. they also found her cell phone insideit. along with a container of bleach, window cleaner and sanitizing wipes. president trump once again shifting his focus to the southern bohier. latest threat to shut down the border came with another controveial proposal cut off all aid to some central american countries. kelly o'donnell brings us up to speed. >> reporter: the race for ouesident is already sprinting along theern border.

the best we can, right? maybe you separat the trash. what if we told you your efforts might beba firing? northern virginiaep bureauort er talks about where they might end up. >> reporter: they sort through the paper, the plastic, the glass, turning the old into something new. notice the amount of effort it takes to make all this happen. which raises the question, is ia suste? >> i've seen a lot of changes. this is the worst i've seen for the recycling market since i've been here. >> reporter: tom smith, they're putting out new guidelines when it comes to he rad s ts to recy items like trash. the cost is going way up, doubling in the past couple of months. add to that, increased standards from china and india who

purchase many repsychoablesrecy. >> this is perhaps one of the most disheartening parts of the process, for those of us who hope by recycling, we're doing something beneficial, something that will be repurposed and put to good use. instead, many of the items, cluding glass now, in places like prince william count really in parts across the country, are rejected. recycling plants are unable to process them, too expensive, and so they're put back into the landfill. to help guarantee certain items get recycled, choose a focused or cycling approach in your own ho >> if you focus on newspapers, rdboard, aluminum and steel cans and plastic bottles and jugs, it is going to get recycled. >> reporter: they're working on rolling out the new purple dropoff bins for glass to give you an alternative.

one firefighter had to be treated for minor injuries and no one else was hurt. a popular park in northern virginia is now the a scene of tragedy. a man jumped into lake braddock to try and save a dog, b police say he never came back to shore. eairfax county police w called to the lake for a report of a missing swimmer yesterday evening. rescuers found the man'sod about 40 minutes later. it is not clear right now if that was his dog or somebody else's. e t locals tell us, l braddock isn't very deep, but it does get very cold around this time of year. >> i think it is tragic. the worst tng that you want to happen is for some tragedy to happen to a member of your it is always worse when it happens to a child, but it is equally bad when it happens to an adult. >> police tell us the dog was found and is okay. they expect to release more information later on today. a tragic update to a story

out of south carolina. a university of south carolina student's body was siscovered wh disappeared during a night out with friends. samantha josephson was a sen r at theschool. she was last seen outside a popular bar about 2:00 a.m.n friday. police say she got into a car she thought was a ride share she had ordered. hours later, hunters stumbled on her body, which was dumped in a remote areas investigat arreste nathaniel roleland, charged with kidnapping and murder. struggling to understand what happened. >> she was just a vyy bub person. she was very happy, and she was excited because she was going to law school in the fall. but she was just a very happy, s bubbly . very sad and very scary because it can happen to anyone. >> we'refather, mothers, , brotheisters, sons and daughters and it is just as personal to us. >> tough one. police say that there were large
