apparently drowned trying to rescue a dog from the chilly titers. >> dets are still looking into that aspect. initial repts are that he did go into the water to retrieve a dog. just don't know w if it his dog or somebody else's. >> reporter: police were called here after 5:00 for the report swimmer.ing boats and rescue swimmers went in, they found the man's body about 40es later. they say the dog was found and is okay. >> the bestf myowledge, i believe in this community now for 19 years, i've never heard of something like this happening. >> reporter: john johnson heads the lake braddock community association, he says people use the path around the lake to ercise and walk their dogs. he says the lake is not very deep but it is very cold this time of year. >> i think it is tragic. the worst thing that you want to happen is for some tragedyhao en to a member of your faayly. it is a worse when it happens to a child, but it is

someone texted us. about 300 teenagers were involved and nine people were errested. they charged as juveniles and were released to their parents and guardians. a navy s.e.a.l. charged with fatally stabbing an injured iraqi w prisoner is no longer being held in the brigg. >> this comes hours after president trumpweeted about it. the attorney of special operations chief edward gaonagherrms he was moved to the barracks at the marine corps air station in florida. this comes after the president tw oted in favor gallagher moving, saying it honors his past service. gallagher was accused ofng establisn islamic state prisoner under his care in 2017 al with shooting two civilians in iraq and opening fire on crowds. he has pleaded not guilty to these charges. new this morning, some insight on what americans think since the cpletion of t mueller report. according to a new poll,40% of people say they do not believe that the president has been

the incredible way that she came into the world for one family. >> yeah, it is all thanks to her grandmother. nbc's tammy leitner has the story. >> stay awake. >> reporter: for most couples, having a baby can be a challenge. but for this couple, having their daughter started with an unconventional offer. >> i said i would love to be yourcaier, gestationial carrier. i said i love being pregnant. and i saidou know, i said i think i would be a good candidate. course, they laughed because they're thinking you're menopausal. >> reporte but doctorsaid the 61-year-old grandmother was a perfect candidate to be a gh surrogate thr ivf. >> i looked at my husband and i said, well, i guess we're going a ride, we're going to g forward. >> reporter: on monday, she gavs birth to uma ldory ellidge. >> i felt this heart open and i knew in that moment it was all going to be great. i loved her so deeply. >> reporter: creating umwas a family affair.

a man jumped into lake braddock to save a dog and police tell u never came back to shore. fairfax county police were a report the lake for of a missing swimmer yesterday evening. rescuers fnd the man's body about 40 minutes later. it is not clear right now if that was his dog or somebody else's dog but locals tell us lake braock isn't very deep, but around this time of year, it is extremely cold. >> i think tragic. to worst thing that you want happen is for some tragedy to happen to a member of your family. it is always worse when it happens to a child. but it is equally bad when it happens to an adult. >> police tell us the dogging was found and is okay. they expect to release more informationater on day. a federal judge has thrown out an executive order by presiden trump. at order would have allowed off shore oil drilling in vast parts of the arctic ocean. as well as several canyons in the atlantic ocean. the judge r that president

trump exceeded his power when he reversed the ban. this mea d alling ban will go back into effect for much of the arctic ocean. for the most part, we try oo best to take care of the planet. and maybe you sort your trash, secyrating the ing from the rest of it. what if we told youour environmentally friendly efforts might be backfiring. northern va bureau reporter david culver looks at the items that are ending up in a landll. >> reporter: when we envision where our recycling ends up, this is wt you might picture, a plant like this one that sorts through the pap, t the glass, turning the old into nosomething new. ce the amount of effort it takes for all of this to happen. but is it sustainable? tom smith runs solid waste management. they'rputting out new idelines when it comes to recycling certain items, like

glass. tom says the cost to transport and recycle glass is going way up, more than doubling in th m past couple ths. add to that increased standards from china and india, who purchase many of our recyclables, making it not worth the cost of recycling. >> for all the glass going in your bin, it is going back to ll the land >> reporter: this is perhaps one r the most disheartening parts of the process, foose of us who hope that by recycling, do we'rg something wneficial, something thatill be repurposed and put to good use. instead, many of the items including glass now in places like prince william co and really parts across the country are rejected. the recycling plants are unable to process them, too expensive and so they're put back into the landfill. to help guarantee certain items get recycled, choose a focused or cycling approach in your own home or office. >> if you focus on newspapers, cardboard, aluminum and steel

welcome back. most parents will do anything to keep their children safe and happy. but not every parent has the irresources to provide t child with the best possible. >> and that's where thisoes comn >> reporter: when you look at these happy, smiling faces, you don't see homelessness or domestic violence. but those are the situations at many of these kids are born into. three years ago, dominique found herself in a shelter with her three kids and not many options. >> it is not easy getting day at for a young child, even 2. >> reporter: that's when she found bright beginnings. >> our families have experienced trauma. we're trying to mitigate that trauma right away. >> reporter: they're dealing with that trauma in this brand new state of t art facility in southeast. moms bringing their babies here
