traffic to a standstill here ot belt way. you can see there's a piece of the jersey barrier here on the ground. but the good news i that fi lane on the inner loop been closed for a while, 15 minutes ago that reopened. you can see trafflo fng smoothly again. given what i l lookede just a few hours ago, they made pretty ick work of a tough cleanup. this was the fiery scene that forced both lanes of the virginia belt way near eisenhower to clean. the cab actually end ing up on the outer loop. this woman and her usband saw the plume of dark smoke and went to investig oe. >> we we the way to the grocery store and saw big black smoke. the truck was burning still and t.e fire department was putting it ou >> reporter: fire crews from fairfax county, alexandria rushed to the scene dousing the flames for5 about minutes until they could be put out. drivers stuck in the backup

a week ago today another tanke wrecked on the belt way. there are some big differences between these two accidents. >> ff as today goes, they're good differences. today drivers were able to start moving in atle more than two whours. thatas a far cry from the ightmare we all saw last thursday. take a look at this video from today. justefore 2:00 p.m., this truck crashed and burst into flames. the belt way completely shut down in both directions. traffic was backed up for miles. the truck actually partially went over or throughsehe j wall into the outer loop and spilled some of its load of foam insulation which as you see caught fire and sent up some nas nasty fl nasty plumesf black smoke. last week the tractor trailer was carrying fuel which is hazardous. the crew that time around had to bring in another tanker to

to payee court will no longer get their license suspended. they voted to get rid of the automatic suspension law. some say it unfairly targeted income residents. how this move will get nearly a million drivers back out on the road. >> reporter: john chapman said ten years ago he was trapped in a controversial virginia law that suspended drivers licenses if you had an outstanding court fee. >> the policy for suspension of the license affected me to the point that i couldn'tin f a job. >> reporter: so he won red how was he going to payoff his court fees and get his license back? many virginia lawmakers wanted the samete thing. ednesday night bipartisan support in virginia's general assembly reversed the policy. >> this was a great opportunity of bipartisanship to see the virginias come together on both sides of the aisle, for richer or poorer, especially in communities of color where we're most affected by this.

>> reporter: pastor keith savage worked with governor northam to end this policy, a change that already had bipartisanupport but there was a different hur dell. virginia uses driver's license reinstatement fees to fund another ogram. there was concern about funding that program without the reinstatement fees. >> they had depended on those funds, those fees and fines to fund the trauma center. no one asked the governor can you put into your budget the funds to make up for >>that. eporter: through a budget amendment, governor northam moved 2.8 million. f >> their coues are going to get paid a lot faster. these guys can get real jobs, a career. >> reporter: this issue is far from over. governor northam's solution was introduced and passed as a
