>> i'm with you, clay. all right, reporter's notebook coming up next. >> we're back in 15 minutes with more of the morning's top stories. >> good morning. i'm pat lawson muse. who is policing the police? it isei question asked after charges the d.c. po ice departmeored complaints against a so-called special police officer accused of aughing up residen guests at a southeast d.c. apartment complex. the news 4 i team obtained zhus zhuszh i disturbing video. joining us this morning, the i team's jodie fleisher andit cor this is a complicated story and interesting story, disturbing story. wasn't to star i want to start with you. a special police officer is similar to a security guard. >>esimilar. they under the same division of the metropolitan department in terms of their oversight.

but these are folks who are able to carry a gun, licensed and on the e arrest powers property they're assigned to work. so, you know, for example, this one, it all took place in the sa apartment complex in southeast. well, that special police officer is assigned to that property. and so he can make arrests, he is an armed -- basically a police officer on that property. >> so investigations invecving l police are handled by the metropolitan police department? >> they are. theyave a division called the security officersing management branch. it is aivision that is supposed to take in complaints from the public, handle these investigations, and actually see them through and issue discipline against these officers when warranted. but in this case, all the residents told us they had issues. they said they wereurned away, one gentleman told us he thought he made a complaint and went back to get a copy of it and was told there was nothing on file. there are all of thesean issues all three of them were told, you know, there is nothing we can do. >> all three say they were

arrested, they -- two of them were roughed up, and in all three cases the charges were dropped? >> in all three cases, this officer, officer simon,th charg with assaulting him. and in all three cases they say he actually assaulted them. and they have thiseo v taken by witnesses, you know, trying to show portions of what happened, but also officer simon wears a body camera. so presumably whenrs prosecu got these cases at the u.s. attorney's office, they would watch whatble to happened from the officer's camera which we don't have access to and we tried to get th video and we could not. but the u.s. attorney's office in all three cases decided to dismiss the charges against the individuals, and that's why they're now saying i should have been able to make a ctplaint agaihis officer. >> you tried to get a response from mpd. youad to file a freedom of information request. >> we were asking for veryic b information. we wanted to know how many complaints did they have against this offiyr, how m complaints against this security company he worked for, and we also wanted to knowhe total number of complaints they

investigated against special police officers each year. and we're still waiting, nearly four months and we haven't received answers. >> have you gotten a response from the officer or the security company he worked for in. >> we tracked down that officer. he drove off when we tried to approach him and asked him about his behavio in those incidents and about what happened for his side of the story. we were able to reach his -- one of the owners of that security company, amd security, a formeri mpd r, retired. he took our calls, we talked on the phone a couple ofti s. he at first confirmed the officer was still working for him and then in a laton conversaaid the officer was not working under working under a different company in the same building that is next door. they seem to have a clo relationship, run by that former mpd officer's son. us heat company told wasn't working for them. now since we have been asking all these questions, his license is deemed inacerve u.c. records according to the online records because he doesn't have a sy company he's affiliated with, but

interestingly enough, he may still be working because we atched him show up to work in uniform with a lunch box shortly after those records had changed. >> so it appears he's still working? >> i appearsso. he showed up in uniform with a lunch x, but we don't know for certain because we haven't heard from -- >> the security company is owned by forme mpd officer, retired officers. >> retired officers. >> that soundssiook a pe conflict of interest, is it? >> well, y know, certainly raises that question. they obviously had a working relationshipith folks who are over at mpd now. do we know if they knew any of the people in t security officer's management branch? we don't know that. but we know that when councilman charles ailehlan heard about al these situations, and that these residents felt like they were turn away when they tried to complain, he's now considering legislation to move thist compla process for special police officers office of d.c., called the

office of police complaints, an independent agency. t right nowy only handle complaints against the metropolitan police department and housing authority police department. but he's talking about expanding that so thathey can handle special police officers as well. because think about it, these folks have the right to take your liberty, they can arrestyo and so, you know, these are a acting as police officers, and so he feels like it is important enough that they are handled likefi police rs. >> how many special officers are there? >> there a about 7500 licensed in d.c. we don't know how many complaints there were because mpd hasn't answered the request. over 100 were diiplined with vocation last year. we don't know if those are related to complaints. they could have been disciplined or revoked because they g into trouble somehow. we're still waiting on a lot of answers and mpd is critical. we can't understand why they haven't provided our information that we requested nearly four months ago. we talked to the legal

department. and he got involved and tried to, you know, coax them into releasing the information. he agreed that he felt like it had been too long. and yet no records. >> finally, what is the status of the residetss' compla >> so they just filed three lawsuits against the security company, the apartment complex and the apartment cplex management. they're basically saying, look, when the first incident happened, and peoe came toou and said this security officer needed to be looked at or was a oblem, you should have looked at it or done something and they felt like nothing was done. they're alleging in their wsuits that the -- these companies had a duty to protect the residents and gsts by taking action sooner. and so those are just newly kn filed, you , haven't had a hearing yet, haven't been able to get a response from any of the companies yet, which, you know, typically during pending pending on -- litigation they don't like to talk about these things. >> disturbing case there, lot of complexes, apartment buildings, lots of officers.

a s.t.e.m. program in loudoun county is prompting criticism and sctiny. the naacp says the selection process at the academies of loudoun may be biased. of 65 african-american stuednts who appor a spot in the school's s.t.e.m. programs this year, only one was accepted. cory, the school has two s.t.e.m. programs. why do some parents believe bias

here? a probl >> well, the parents that i spoke to including also thef presidenthe naacp of loudoun county pointed tohe numbers. 65 african-american kids trying to get into these high stakes prestigious programs within the county of loudoun and only one got in. the first thing the naacp president told me,llou mean to e there is only one african-american student within loudoun county smart enough to getnto theseprograms? so they dug more into the numbers. and ofhe 2100 kids who applied, 489 of them got in, about 75% of those kids are asian-american, 21% are white, and the rest are filled out with hispanics and african-americans. they looked at the numbersnd said, wait a second, something is wrong here. >> have they been admitted in previous years? is there only one african-american student in the programs at all in. s, they have been admitted in previous years so numbers that were sent to mey the district had about three

african-american students within at academy of science program. but even the naacp sayses that t seem right, the number would be so low. and they also point to the numbers of applicants. they are -- they find it a bit odd that only 65 african-american students felt ae need toly to these programs. and that's the other part of this, theynt p to the access to challenging curriculum, s.t.e.m. programs, classes you need to take to get into be aren't ike this m available to minority students as much as they are to other students. >> wha are the -- what do students have to do to qualify for these particular programs? >> it is based on your grades. it is based on testing, s.a.t., psat, stuff like that. other testing is required to get into the program as well. whathe parents areaying is, they don't want the standards lowered at all. ards are k the sta fine, they just need to know, hey, what does it take for my child toet into this school? what do they need to be doing in if elementary and middle school

to set theelves up and prepare themselves to get into a program like this and to be able tond that challenging curriculum. they say, once you do that, we'l be okay. the positive thing here is the public school system of loudoun county ishe listening and held their first meeting of the equity this tee on week to get to the root of this problem and say, okay, you know, we're going to figure out what's going on here, because we were all students within loudoun county to succeed. >> we'll follow up on that. while tourists and locals flock to the tidal basin to see the cherry blossoms this year, there is a new effort under way to stop damage taking place at the tidal basin every day. we're talking about damage from flooding, which caused concern about the trees and the infrastructure. this flooding is happening every day. >> we were just talking about it. i was out there on the -- for the kick jf paroff a par i noti the ground was muddy. it hadn't rained that day. you talk to people in the parks

service, d.c. residents and they say the sidewalks flood because of the high tide, about twice a day, and the concern i that with climate change continuing, rising sea levels, it is going to continu h topen and thus endanger the long-term sustainability of the tidal basin. there is also the issue of all .the touris built in the 1880s, not designed to have millions and millions ow peopking around it, walking on it every single year. so they believe that the te is now, the historic trust, the trust for historic preservation called it a national treasure and theyicked off a new plan to engage engineers, designers, the public, t figure out how can we save this national treasure from basically sinking into the water. >> and most people thily the issue there is keeping people from picking the blossoms off the trees. or climbing the trees. yeah. if you go out there, one, you'll probably see the sidewalks closed at some point. there i jersey barriers keeping people from getting to certain sections.

a disturbing discovery in the district leads to police calling a deathn. investigatio d.c. police say someone found what appears to be human re mains. terday at he scene y around 11:00 in the morning on 30th street and alabama avenue southeast. investigators recovered the remains and sent them to the medical examiner's office. time is 6:36. authorities in carol county, maryland, are calling it onee o ost disturbing scenes they have ever seen. a couple is now under arrest after the discovery of several dead dogs a the home. police say on friday animal control rescued 27 dogs, found 11 dead ones at a home on black ck road in hempstead. they fhae more 50 charges including animal cruelty. animal control is asking for help to care for the animals that they did rescue. an update to a pet store in northern virginia accused of animal abuse. we have learned that the survivoring rabbits from the

parents. a toddler fell off the couch, th several hours later couldn't move her body. >> this was the first sign of an unfolding medicaler myst doreen gentzler has the family's story. >> reporter: instead of running around on her ffamily'sm in woods borough, maryland, outside frederick, paisley is here at johns hopkins hospital in baltimore getting around the clock care. >> you definitely go from having a healthy, young little girl running around, you kn, holding her bottle, feeding herself and then it is, like, in the five hour period that she went to bed until, you know, in the early morning, she is paralyzed. >> reporter: her mother says the rambunctious 2-year-old was jumping and playing on furniture when she lost h footing and fell on her head. everything seemed okay at first, but her condition got worse through the night.
