isis-inspired attack at our national harbor. prosecutors toll the frl judge at rondel henry wanted to kill e many people as possible and was prepared to mself. now henry's lawyer paints a much different picture. >> reporter: in court today prlecutors said ron henry was planning a suicide attack and that he wantedblood, chaos, and panic. but his attorney said henry is an american citizen whose rights he government by who interrogated him for hours, then had him committed to a pshiatric ward without allowing him to see a lawyer or noti family. >> this defendant appears to have formed a plot to harm large numbers o innocen people and taken concrete steps to execute that plot. >> reporter: according to court record prosecuto say 28-year-old rondel henry was inspired by isis and wanted to kill as many quote/unquote

some nice weather tomorrow, but there's a bigger storm'm tracking. d.c. water is changing the way it calculates the skyrocketing fee that'sg been costme residents hundreds of dollars a month. i whil will lower for many people, others will be stuck to make up the difference. jodie fleischer is in our newsroom to break it down for us. >> d. water began discussing the fairness of how this fee is calculated more than a year ago after a series of i-team investigations exposed questions about the fee structure. now that's about to change. until now, the clean river fee was based only on the square footage of your property that can't absorb water and could create stormater run off. that means people with large patios, driveways and parking areas sometimes would pay more than those in tall buildings with lots of residents. the same was tru for homeowners associations which had no water service but were suddenly getting expensive bills for their roads and sidewalks. d.c. water will phase in a change to formula.

>> reporter: well doreen, here at the fire station the flag has been lowered to half staff and as you can see, the blacks bunting hanging over the fire hosee. we're so to seeing it across the badge of any first responder kill in the line of duty. there are signs of how much respect firefighters here in kentland have sergeant christopher slutman. a life of service that he led. >> we're going to remember what chris did, not just here but overseas. >> reporter: there are few jobs more dangerous than firefighter. one of them was marines. christophe slutman did both. half a world away from the war zone where he made the ultimate sacrifice, firefighters of the kentland volunteerpaire ment are honoring their fallen brother and the legacy of service he leaves behind lieutenant clifford remembers the larger than live character whose presence was always felt the fire house.

way. th race isargely seen as a gferendum on netanyahu. isreal's attorneeral recently announced his intention to charge the prime minister with bribery, fraud, and breach of trust. there are new charg more than a dozen parents, including actressori loughlin ardamed na that college eating scandal. 16 parents are included in the few federal indictment accusing the paren of money laundering. the new charges are not necessarily more serious but could lead more serious jail time. the parents are accused of using bribes and other fraud to get their kids into highly selected colleges and universities. a t widow innessee is suing the d.c. government and a local halfway house. r husband was brutally murdered last summer and she alleges the suspected killerpe es d.c. days before the murder even though he was supposed to be in custody in a different hnfway house i a different case. scott macfarlane explained in as story you'l only on news 4.

>> a year agohis month secret eervice stopped dom in this c micheli for passing on white house grounds. a judge ordered him held here at the hop village house in southeast pending future court proceedings. he's accused of escaping the halfway house just a few days later. then days after that police say he brutally murdered his former boss back home in tennessee using aatchet and a tomahawk. the victim was 46-year-old joel paavoal who left behind five children. video you just saw and the images of the car helped police track him down a short time after the murder. his widow has sued d.c.'s department of corrections saying they failed to promptly notify authorities of the escape. she's also s hope village saying they failed to take steps to apprehend micheli before he could hurtomne. d.c.'s department of corrections says it couldn't comment on

county are casting a final ballot. it's one of the most diverse areas in the dmv but has never elected a person of color to the board of supervisors. that chaes tonight. northern virginia bureau chiefr julie joins us with a look at what's ahead in county leadership. hi julie. >> hi doreen. as you know, prince william county has grown over the oast coup decades and so has the minority population. until recently few people color have been willing to jump into the political arena. this special election assigned a more diverse pool of candidatese and in this chey're coming from both parties. an african-american man or an indian american man. one of the them is go to join a of supervisors that has this. looked like not a single person of color. >> now we finally on our verning body, finally have someone who looks like the majority of thecommunity. this is incredible.

nevertheless, more than halff virginians think he should stay in office. get this. 23% of virginians say they didn't hear about the black fac scandal. approval ratings for the state's other top democrats, they've alsoropped amid scandals as attorney general mark i herring at 72% and justin fairfax is at 61 but despite the trouble, virginia voters still say they favor democrats to take control of the general assembly. the poll was conducted last month with a marginf error of plus or minus close to 3 percentage points. maryland's legislative session ended last night without lawmakers passing two gun control measures. the controversial bill allowing terminally ill patients to end their lives with doctor's help also failed to the focus at the end of the night in annapolis was on the empty speaker's chair. mike busch was the longe serving speaker in maryland history. the senate adjourned last night at 11:30 and walked across to the house chamber for a ceremony
