pennsylvania avenue side of the white house sending off a secret service scramble to take this man down. >> the suspect is now in custody, but there is still a lot of questions about how this all went down. >>ase know president trump there in the white house at the time. news 4's darcy spencer jus arrived there in lafayette square. what can you tell us at this point? >> reporter: well, leon, as you just said, we just got here to the scene. i want to step out of the wayyoo can see what it looks like right here. we're at 17th and "g" streets hare in northwest washington. you can see this intersection is blocked here. a lot of streets here in this area are blocked as well for this investigation. the latest information we have is that a man ridin what appeared to be an electronic type wheelchair or scooter set his outer jacket on fire right in front of the white house this afternoon. secret service and d.c. fire responded here around pennsylvania avenue about 2:45 this afternoon. apparently he was sitting along pennsy avenue along the

north fence line when this happened. as you can imagine, there's a lot of police already in a positiund the white house so there was a very quick response. we're tolderhat secretce actually put out the fire, rendered aid to the man, andce po apparently also found what they cald a suspicious package in the area. we're not sure exactly what that was. we're told that the man was taken to the hospital. we do not know whatco his ition is at this point. again, secret service cleared the northawn in lafayette square, lafayette park. you can imagine that would be a very busy area this time of day. a lot of tourists coming into town. there were also reporters having to doive shots in that area. they had to scramble as well a c policeared that area. some reporters actually right in the middle of their live shots. as youmentioned, the president is, in fact, in the white house, but we're told that the person involved has mental health issues and that there was no threat to the president. we're continuing to follow this. we'll bring youive updates.

penny holloway gave to the humane society. she died six months ago. they believe someone may have had a hand in her death. >> reporter: pat, friends knew her as penny holloway and she lived in a town hom here for about two decades, butbo nei on this block to learn that police consider this a case of. homici they believed all along she took her own life to esc ceonic pain. this is how friends remember penny holloway, friendly and outgoing, dressed up for an event at one of the my charitable organizations she supported. this is the town home where she was foundemead on dr 29th by a friend. she was lying onhe couch. at first police believed the 72-year-d died of natural causes until they began to look at the evidence and got the

medical examiner's report. the ruling? homicide from a combination of smothering and holloway had ingested a mixture ofksxycodone and alcohol. >> it was reassigned to our robbery unit ands they continue to collect evidence and speak to witnesses and get information from the medical examiner's office, we've reclassified this as a homicide. >> amonglloway's neighbors, there is a different theory about her death. several tell news 4 they believe she planned her death and wondered if it was an assisted suicide. holloway share with them she suffered from chronic pain. they say in the weeks before she died shewaave most of her worldly possessions, her art,nd clothingar. news 4 found this court document revealing she even deeded her house ove h to two of friends. this neighbor who did not know holloway well considered this speculation but it troubles her to learn this is a homicide.
