outside the white house this afternoon. >> you can see the secret service hunched over a man who is just outside the gates. thiss the north it happened while the president was inside. secret service said he was not in any danger. >> dar spencer liv for us tonight with the latest on the investigation right now. he's in custody. is that right? >> reporter: well, that's right, jim. a very big difference in terms of what it looks like now compar h to just af an hour ago. we're right here along 17th street very close to the white house. you can see all the roads are reopened. the incident has cleared. things are getting back to normal. we want to take you back just a couple of hours ago when this incident was unfolding and the secretervice first realized that something was happening. a man like you said with an electronic wheelchair type scooter set his outer jacket on fire. apparently we're told he s sitting along pennsylvania avenue along the north fence line right around 3:00 this afternoon. as youan imagine, there were secret service officers there

years old. but as they began to analyze t evidence, they began to believe that there might be a homicide then came the medical kpexamines report. now they're waiting for evidence to come back. police are searching for ssible victims after a man has been charged with several sex saults. one happened while he was out on bond. montgomery county policel tel ausstin vann attacked women. in the first attack aoman says he lured her to an empty apartment to collect belongings she left at a party. then in january a wan says she met vann in social media. she left a drunk unattended in a restaurant. she tells police she was raped by him. he's being held at a detention center while awaiting trial. your credit card numbers are treating others to shopping sprees. fairfax county police are using recent cases of credit card fraud to encourage retailers to

change their approach. our northern virgini reporter has a story from tysons. >> watch this surveillance veo from inside a store. the two seemingly honest customers trying out a credit card. when it does not work, one of the men examines it as if to suggest it might have m malfunctioned. then they try another card and another until one works. >> they take the cards themselves and they change it in some way. >> the fairfax county police, tysons urban team is using the now closed case to educate retailers of the growing credit card fraud. eveir office within tysons filled with ence, hundreds of fraudulent credit cards seized. >> they're grabbing items and then taking them up and flopping them down on a cashth register 's kind of an indicator that they aren't really shopping and they'rpe noting their own money. >> the effort under way is to encourage store clerks attheck out t when the machine says it cannot read a credit card chip to avoid swiping or punching in the customer's card

after this past legislative session in annapolis. the county got more than a billion dollars in state aid and a lot of it is headed to education. our prince george's county bureau chief tracee wilkins reports they got suggestions on how to spend it from the student whose nd it most. >> working together we brought home more than $1.5 billion in state aid to prince george's county. >> reporter: today a prince george's county leadersce and thehave a lot of money to spend after a successful state legislative session in annapolis. a good portion of that money is going to schools in need of assistance like beacon heights elementary in riverdale. >> we had three pre-k classes, ree full day pre-k classes but over the years with the funding we were one of the schools that lost the full day funding. >> reporter: the principal says program funding is not her only issue. she also has a school building

this out. the white house was reported to say thi o was dead arrival as soon as it came up. the president's talking about it like something he's savoring. where are we? >> reporter: he is saying that he is seriously looking at the possibility of when under federal law migrents who being detained must be released transporting themo somehow sanctuary cities around the country which are typically in democratic strongholds and sanctuary cities typically do not enforce federal immigrationh lawsce the name sanctuary. it is a relationship that has allowed immigrant communities to feel more safe. the president ist saying tha this is something he's looking at. why it's illegal right now is thtue isn't a funning struc to do this. the i.c.e. agency, immigration and customs enforcement, does not have the authority to do this and so asking them to do s would be unlawful and the white house is saying that those legal constraints have not stopped the president fngm tal about this as an idea. in part, he describes it as a

way for especially those sanctuary cities that have embraced immigrant communities to try to relieve some of the pressure at the border, but democrats see it a political retribution and also playing to the president's own political base. so thisng is somet the president is talking about even today after the administration says there isn't a lawful plan to carry it out. >> and of course house speaker nancy pelosi represents san francisco and san francisco is a sanctuarou city, so can see how she would view that as political retribution. another plan as nbc was reporting, have the military running tent camps for migrants. does the law allow that right now? >> reporter: at present it does not allow u.s. military to be interacting with migrants in a way where they would be the custodians of the individuals who are in the united states whether they're asylum seekers which is a lawful processor those who violated immigration laws by crossing into the border. the president can use more militaryt resourcese border

and may be able to use military resources to build these kinds of detention facilities, but again, this is an area where the president's focus, his passion on this issue, controversy surrounding it, butts up against existing law and he's looking for ways to achieve his goals and work within the law, but he's pressing up against the barriers of what is lawful and what is not in a lot of these issues and that is part of the president's fury at the bureaucracy as well and lik oy pathe reason we've seen such a sweeping change in the department of homeland security in recent day. >> can that law, just to give yo a quick civics lesson, could the president change that law without the help of congress or is that a jurisdictional thing? >> reporter: i don't thinke can change what is known -- the law whereithe my cannot engage with civilians in this way in a domestic way, but they

your weekend in about three minutes. well, it is the first official d f on the job new secretary of interior. his tenure comes as the department fac scrutiny for the delayed response to the monster pothos on thebw park way. today he spoke exclusively to mark segraves. what did the secretary tell but these local roads? >> ejim, all remember those potholes, those hugpotholes along baltimore washington park way and other federal roads. you probably remember the park service slow response to fixing those potholes and the traffic backups that resulted. well, the new sergeant ofri in remembers them too. he told us a that it's problem that's not just limited to our area. >> i think those are an example a a couple different things. first off, we ha tremendous maintenance backlog for the park service and we have in our
