russian government, and dividuals ashe individuals associated with the trump campaign, the evidence was not sufficient to charge that any member of the trump campaign conspired withr coordinated with representatives of the russian government to tnterfere in 2016 election. end quote. >> on the issue of obstruction, quote, if we had confidence after a thorough investigation of the facts that the president clearly did not commit obstruction of justice, we would so state. based on the facts and the applicable legal standards, we are uble to reach that judgment. accordingly, while this report does not include or conclude that the president committed a crime, it alsootoes n exonerate him, end quote. >> nbc news justice correspondent pete williams mwa among the first to get the report. >> as pete reports tonight,re while there many questions unanswered in those hundreds of pages, there are many more that still are begging for answers.

>> there are several questions here that this report doesn't answer. number one, why is it? i mean, we understand what the report says. that the evidence pointed two ways. but many prosecutors other than folks in the justice department have said he' the special counsel, it's his job to make these decisions, why didn't he? willi william barr felt why couldn't he make the conclusion and w hll probablye to wait until mueller testifies. william barr said he had no kzt mueller testifying before congress to answer these questions. that's one thing. secondly, why didn't the special counsel insist on interviewing the president. you see what they say in here, thatas they thoughtally they had enough based on his public statements and the statements of other people around the president. they decided it was near the end of the vchinvestigation and the was no point in dragging it out finally this unusual statement by a prosecutor that they didn't

director james comey and one instance where the president orded don mcgahn to order mueller's firing and mcgahn refused. the efforts were mostly unsucceun ccessful. that does not exon -- exonerate. still, president trump declaring victory. >> i'm having a good day too. it was called no collusion, no obstruction. mueller found no criminal conspiracy between the trump campaign and russia. something highlighted today by ttorney general william barr echoing a frequent phrase from the president. >> as he said from the beginning, there was, in fact, no collusion. >> that not sitting well with democrats. also upset the president's lawyers got a look at the rept rlier this weekdays before congress. >> the special counsel made clear that he did not exonerate the preside and the responsibility now falls to

congress to hold the president accounble for his actions. >> reporter: strengthening their call to see the full report without redactions. and lawmakers wncl get a cha to question barr directly. he's going to be on capitol hill early next month for two days to answer questions before lawmakers, but democrats today are intensifying their calls to hear from the special counsel himself. inrfact, bar was asked by reporters about that very thing during a news conference today and he sai n he would have problem with mueller testifying. >> blayne, we're hearing that some members of congress arere aly expecting to receive a version of that report with fewer redactions. what do we know about that? >> yeah. far fewer redakctions. he's only going to leave redacted the information pertaining to grand jury testimony. certainly a much different than public will receive and other members of congress. this is only going to the gang of eight and the cha and

ranking member of the house judiciary committee and senate judiciary committee, but still, the question will this be enough to satisfy democrats? probably not. they've all said they want to see the full report without i redactions ands something they're willing to fight for. >> all right. blayne alexander reporting. thank you. in sessions is not right now, so their reaction has been coming in all day from all over the country. >> news 4 scott macfarlane is at our live desk what some of our local members are saying. scott. >> jim and doreen, just one republican in maryland's congressional delegation, reprentative andy harris of the eastern shore on social media said the special counsel has clearly exonerated the president from allegations of collusion. he call s it wasted time, energ and money. a different statement on the facebook page of chris van holland. he wrote that was quite a spin barm attorney general barr on a report he has allowed no one but the white house to read so far just like when i questioned him under oath. he wanted to make it clear he

maryland and even back into parts of the panhandle of west virginia. as we track waves of heavy rain moving through the area tomorrow, mainly later in the day. in totale'll see about 1 to 2 inches, up to 3 inches if possible in some locations. and i can't say this enough, if you have a flooded road tomorrow, especially during the overnight hours, turn around, don't drown. flooding is going to be the biggest concern i'm tracking. but also the potential for some damaging winds. i'm going to have much more on that and the timing coming up at 6:25. >> all right, amelia. thank you. now to the murder of a young man in maryland. >> just 22 years old, hece rely moved to our area to start a new career. he gotne gun down in his own apartment complex earlier this week as he left for work. >> the victim had raised concerns about the man now charged with killing him. >> he has been a model child

every parent would want. >> reporter: if there was such a thing as perfectng yourman, it was tryique hudson. he graduated from north carolina and wasecruited to work as an engineer and is why he moved here to an apartment. we spoke by phone with his clo family friend. >> i cannot pull out everything that he has ever done that's ever been disappointing. >> reporter: she says he got along with everyone, but a man in his building didn't seem to like him. >> he was on his way to work and coming from down the stairs because he lived above the gentleman. >> reporter: on monday morning he was heading to work when police say his neighbor, 53-year-old james bermback, shot and killed him near the stairwell. this neighbor didn't want to be identified, but says her husband heard the incident, saw the aftermath, called 911. >> he said they hea some gunshots and he came out just to see what was happening.

tomorrow. the biggest concern i'm seeing is going to be heavy rainfall that could lead to some flooding concerns. today our official high at reag national, 79 degrees. tomorrow, though, is a storm team 4 weather alert day. i've been talking about this all week long. the potential for heavy rain that could lead to some flooding and some strong even severe thunderstorms impacting the area. storms could not only bring the heavy rainfl but damaging winds as well and maybe an isolated tornado. as the system pulls away, weco uld see some shower over the weekend, but the weekend is not a washout. we are going to have plenty of dry time, and then next week it's all about the 70s. right now we're at 78 and will be mild through the evening with increasing clouds overnight tonight. at 11:00 we're only around 71. it's still going to be really comfortabl y here's what can expect tomorrow on your friday. i'm tracking two waves of heavy rain. what i'm seeing right now, that

tonight about why former governor decided not to run for president and itead to change his focus to helping reelect virginia democrats. the commonwealth top three office holders all democrats tainted by controversy. he is assuming the role of a stand-in governor in some ways.v northernginia bureau chief julie carey looks at what's ahead. >> it was a tough decision. i really wanted to run for president. >> reporter: but instead former virginia governor terry mccauliff is staying home to help the ones mired in controversy. normally it would be governor ralph northam's job to campaign th democratic general assembly, but on sunday northam was forced to cancel a campaign appearance for a northern virginia state senator when demonstrators gred at the venue. on monday word that campaign donations to theop three democrats had all but dried up.

>> for me that was the final piece. the party needs me now. we can win the house. we can win the senate and take v to the next level. >> he says he's also about preserving his legacy. prince william county delegate was part of the 2017 blue wave democrats gave control of the house then. e i think that the governor is a surge ofrgy that we need here in the commonwealth. >> reporter: but she doesn't think the cloud over the governor, lieutenant governor and attorney general will be a drag oner campaign. >> i think what my focus is as a legislator is not what happens at the top of the ticket, but what happens right in my back yard. >> reporter: the state a republican party leaders are continuing to keep a spotlight on the controversy facin the top three democrats, but here at the local level there's a different focus. republican rich anderson is trying to win back from the loss two years ago. thecandals in virginia a factor to run again.

concerned you are trying proto protect the president. >> i'm not sure your basis for saying i'm being generous to the public. >>ttorney general william barr didn't have much patience today for questions about his view of the special counsel report. >> now the report is out. we're all processing it. we're all forming some of our own conclusions. there are conclusions all over the map from the coverage i've been seeing. nbc political director and "meet the press" moderator chuck todd is here on a very busy day watching the coverage, so much of it comes down to what was bob mueller's intention? what's your take? >> well, first of all, let's unpack. the president is out there screaming no obstruction, no collusion. that's not what the report says. the report says it was attempted obstruction and there was an attempted conspiracy. s

muellernt a whole couple of pages defining collusion is not in the law and conntiracy. it's iesting they decided to explain that to the reader about why they don't necessarily use collision, they use conspiracy. he lays out all sorts of attempts and even makes it clear this is where bill barr has presideput himself into a real partisan fight. basically mueller is saying it's up to congrs to decide the obstruction question. it's pretty clear that the parameters they were operating under, that the u.s. isn't necessarily lfking to see i they can do it themselves. they also left it open if possible the president could be charged once he leaves office. i do think this report certainls not exonerating for the president. it shows the attempted obstruction. his own staff basically stopped him. and on conspiracy, they were trying to work -- they had no problems working with the russian government. theyanted to. they didn't get direct access.er

the first 18 months, reince priebus and mike pence essentially built this administration through the transition. and they stocked this administration with wha i would call republican professionals. pewle who sort of k the rules. knew the guardrails in that west wing. looking at don mcgahn. he wasn't the only one. all those people are gone. everybody who protected the president from obstructing are gone. sessions, gone. mcgahn, gone. priebus, gone. bannon,n. eve gone. these people that were trying to be careful. they're not there anymore. when you look at the sort of -- is this the president now without guardrails? is this a president without those folks protecting him from himself? i would argue that that's whatt we have righw. >> a lot more to come. now we will see what congress es with this information. >> it is. by the way, the president politically, the timing couldn't have been better. they're not even here.

victory, but top democrats on the intelligence committee have a different view. >> news 4 blayne alexander joins us now with more on that angle. blayne. >> reporter: jim and doreen,s democrave made it clear they are not happy with the way the attorney general handled this rollout. they made it clear they want to hear from the special counsel himself and have the opportunity to ask him questions. so today we heard from senator wark er. he of course is the top democrat on the senate intelligence coittee. he said that barr fundamentally mischaracterized mueller's findings in what he calls a preechfe tiff press connce. in the days to come, i'll read from the statement, directly from mueller regarding his investigation and renewed his call to see the full unredacted report. that was echoed by the doocrats ead the house intelligenceit comme. congressman adam schiff. >> the attorney general is not the erpresident'snal lawyer. although he may feel he is. he is supposed to be the highest law enforcement officer in the

>> reporter: at 2:00 p.m. our time, churches worldwide joined in recognizing the tremendous loss caused by the devastating fire at notre dame. it's raising awareness of fire safety. today we got a tour inside washington's national cathedral. we are sharing this view of the oof area rarely seen by the public. the attic. unlike notre dame's roof which was supported by heavy timber and wood beams, the national cathedral was built with steel support beams and concrete. and they are now spending $3 million to improve fire andif e light safety system. >> we'll make sure our fire alarm system is as up to date as possible. >> like notre dame, staffld of the rs parts washington national cathedral. the earth wake caused more than $30 million to the stone work.

the day wears on. during the afternoon, evening and overnight hours. check it out. this is what the storm prediction center is thinking as far as the potential for severe weather goes. areas to our south in red are going to have the best chance for strongnd thustorms that could produce gusty damaging winds, maybe some hail, maybe a orw tnadoes. but look at our area, guys. everybody here is in yellow. eerybody has anal chance to see some damagingwi nds, very eavy rainfall and maybe an isolated tornado. then you see t wt severther threat drops off as you head to the north into the pennsylvania and back intoes the w on into west virginia. let's time it out with future weather. here we are at 7:00 a.m. cloudy skies, maybepotty shower or two out there until we hit the midday hours. once we're at noon we start to see more in the way of scattered showers. at that point still showers moving through the area. plenty of clouds. as we head on into the afternoon hours, 2:00 p.m., i'm stopping future weather here.

you can see some rn out there. remember, this is just one computer model. we look at many. i think that as early as about 2:00 p.m. we'll start to see some arrive rain developing, maybe a new rumbles of thurnd. you can see by 5:00 it is pushing out toward the north and gst. then we a break in the action until the next wave moves in later in the evening. then this waive continuve conti impact us on into the evening. there was very heavy rainfall out in northern virginia, especially in loudon counties. you had a little bit of light shower activity me in during the afternoon hours with that cloud cover. on to the severe weather. here we are at 9:00 p.m. continuing to track areas of heavy in, some gusty winds and just plain rain. by midnight there's still that potential for some r heavyn and strong winds out there. as we look toward 3:00 a.m., we start to see this threat pushed out of the area and maybe a lingering shower after that on nto saturday morning at 8:00
