you can sea very h rainfall in this line. this is all moving toward us. wat tornado, we already have a tornadoning now just south of the charlottesville area. this is moving in our direction. here's what you expect for tonight. round one is over. round two is going to be impacting us now through midnight. we see about 1 to 3 inches of rain. gusts up to 50, maybe 60 miles an hour and maybe a weak tnado out there. if you do come across a flooded road, turn around, don't drown. you never know t how deept water s especially at night. the biggest impact i'm seeing is the chance for flooding o ere from heavy rainfall as a second round moves through. some of the area already saw just under an inch of rainrl ear today. that primed the ground to be able to not rlly soakn that water. winds could gust up to 50, 60 miles an hour. with that some wind damagor a tdo watch in effect until ht tonight. >> and this storm system iswr king havoc on some of the

>> let's show you this on storm team 4 radar. out by berley springs area, this is in effect until 6:45. the national weather service issuing this tornado warning for northwestern washington county in maryland, centralhe allegny county out in western maryland and morgan county out into the panhandle o west virginia. this is located near the berkeley springs area nine miles southwest of hancock moving to the northeast about 35 miles an hour. as i time this out, i want to a pass along little bit more information and zoom in up where nis tornado warning is. you see it's all that big right there, but that signature on radar, that bowing right there can certainly indicate the poteial for a tornado. guys, this is a radar indicated tornado warning and what that means is that the radar beam as it goet out and i comes back and gets information into it, it picks upotnough rion where it can indicate the possibility of a tornado. we have a tornado warning out into far western maryland, back

fast rising number o people in maryland are under orders to use so-called ignition interlocks in their car. >> those are devices tha are used to prevent drunk driving. scott macfarlane explains tonight from our newsroom. >> in 2016 maryland passed a law requiring ignition interlocks for those convicted of drunk

driving. drivers convicted have to blow a breath into the ignition interlock to confirm they haven't d beenrinking before the ignition starts. in a public records request with vee maryland motor vehicle administration, wearned a number of people required to use the devices has surged by thousands. about 14,800 people have interlocks in 2016. them now 18,000 have and that number is growing. the 2016 law was called noah's law ned after former montgomery county police officer who was struck and killed on the job by a drunk driver. the head of maryland's mothers against drunk driving tells news 4 the law is having real impact already in the state. >> when we put an interlock on a car, it changes the behavior. it changes the fact that when you get in the car, you know you have to be sober before you can drive that car. >> the entinterlocks are not permanent. for your first offense, you have an interlock for sick months.

a traumatic brain injury left a northern virginia man both intellectual and physically impaired and he relies on his bicycle to get him around town. >>ast week somebody stole his bike and he had to start walking two hours each way to get to work. sheriffs deputies in fredericksburg heard about it and that's where david culver picks up our story. >> this is more than just a new bike to mark cunningham. thesere two wheels present his freedom, his independence to cruise to and from work each day. far quicker thanea his nrly four hour commute eeover the past several days after someone stole mark's bike last week. he chose not to complain or make excuses. he simply t started hisrek earlier in the day walking to work and back even in the rain. mark did file a police report with the spotsylvania county sheriff'sic off deputies responded. >> when we heard his story, they
