days later. >> meagan fitzgeralds live for us in upper morarlboro with breaking details. >> reporter: jim and wendy, we just heard from state's attorney saying that a grand jury just returned an indictment on the driver of that car, dinique taylor, after police meticulously combed through and gather c evidence in thise. we understand that the driver of this car, dominique taylor, had a blood alcohol level that was twice the legal limit. an entire community came together to mourn the loss of five young children uheer t age of 15 who were killed in an early morning crash on february 2nd. two of the children in the car were dominique taylor's. she was the sole survivor and driver of the car. police say she was drunk while driving on route 301 when she veered off the road, colliding into trees. taylor's boyfriend died a few

his late 20s, about 6 feet tall with a tattoo behind his leftea late saturday night the victim was getting off aus on watkins mill road when she noticed the man following her. she ran butgh he cau up police say. that's when he knocked her down, dragged her into the woods and raped her. police are offering a $10,000 reward for any information leading to the arrest. and we havens some ars today for the people who lost their loved ones, lost their homes in that deadly apartment plosion three years ago. the ntsb says a faulty piece of equipment likelys caused thi blast at the flower branch apartments. they also say the explosion that killed seven people may have been preventable. news 4's darcy spencer is live in silver spring with what we learned today. darcy. >> reporter: wendy, the ntsb says there were numerous reportl of peo smelling an odor of gas around the building before this explosion ever happened.

and they're saying if someone had reported that information to washington gas, it's possible this tragedy could have been avoided. the flower branch apartments in silver spring are being rebuilt, but those who were here when the deadly explosions happened say it changed their lives. sophia attended the ntsb hearing to find out what caused the blast that she says felt like an earthquake. she spoke through an interpret ter. >> i sleep at night dreaming this could happen again i feel worried. >> reporter: investigators determined a mercury service oregulator, a piece equipment that regulates gas pressure failed and that it was not connected to a vent pipe as it's supposed toe. that allows gas to build up in the apartment building gas meter room leading to the blast that kieed seven peopl in august of 2016. >> if the vent line was properly onnected, we would not have had thisexplosion. >> reporter: the ntsb also concluded the blast could have

potentially been prevented. there were several gas odor reports made to property management butce maintenantaff doesn't find any odor. firefighters responded to a gas complaint weeks before the explosion but could not get into the meter room because the lock had bn changed and the key they had access to didn't work. >> we didn't have a trigger. we had no source of a leak or cause to notify the gas company. >> reporter: washington gas did not receive any calls about the gas leak. the company said in a statement, however, we disagree with their findings as we don't believeev e ence indicates failure of our equipment that night. we also do not believe the ntsb sufficientlyes igated the other potential causes of the explosion. >> so darcy, there were many missed opportunities here. that's the tragic thing. >> reporter: we asked the chairman of the ntsb what is the main takeaway from this fnvestigation? he said i you smell an odor of

back in february. a francona couple is in the hospital tonight with serious stab wounds. police tell u their son attacked them this morning. the family lives on sweet pea court. neighbors say police have been call to this house at least twice in recent fmonths. ederal investigators say a ment of faulty gas equ caused that deadly explosion at the flower branch apartments i silver springs. the blast in 2016 killed seven people. injured more than 60. investigators also say residts make calls to the fire department in the weeks leading to the blast but firefighters coul't get into the meter room because the lock h been changed. now to a dramatic escape in prince george's county. >> a mother and father dropped their 9 month old baby from a balcony as flames tore through an apartnt complex in land ov over hills. >> tracee wilkins is live with their incredible story. what a lucky baby that was.

tyou had to drop baby? >> nothing. at that moment i just wanted him to be safe. we didn't even think of anything at that moment. we just need the baby to be safe before we uld think of ourselves. >> reporter: the fire started around 3:30 this morning and qukly spread from a ground apartment throughout the building according to fire officials. there were a number of stories here ofgeighbors savin one another before fire crews arrived. >> the neighbor was kicking on thewhoor. i came outside i seen all the smoke cing from the roof. i was, like, oh my goodness. >> many of the people impacted by the fire are immigrants. th flames claimed some vital documents they need. the red cross is doing what it can to help, but also has this advice. >> buy a small, they're called fire vaults, fire xebo safety box. put your possessions in there. put those documents in there now. >> reporter: it's amazing that no lives were lost and no one seriously injured, including this 9 month old. it's something no one here is taking for granted.
