yesterda >> that's right. the severe weather is going to impact millions across the southwest. large htornadoes,vy flooding, damages there. travel problems aboubd. and we've got more on tapy. to let's start with gabe gutierrez who's just north of dallas for us. gabe, good morning to you. >> reporter: good morning. the tornado roared through here last night thankfly no one was injured. as you can see, there are downed trees and power lines across the area this morning. the national weather service says reports of 25 tornadoes across 5es stat. this morning,as brutal weather h been pummelling the plains. striking in arkansas and oklahoma. >> wow. look at that. >> reporter: iowa battling intense flooding. all part of a massive system reeking havoc. 13 million people in the path of e m. lo as itc twists and turns at nearly 50 miles an hour.in

spning water wildly in the air near the small pond. heavy rain causing dangerous flooding in many areas across the mississippi river. one of the worst hit, davenport, iowa. downtown davenport inundated after a temporary barrier meant to hold back the rising river gave way. >> it's typically a high grade process. it's not designed as a permanent fix. they just wore away. >> reporter: fire crews went door to door helping we vacuatio. residents grateful for rescuers who helped pull them. >> i thank the folks helping us get out. they're doing a great job. >> reporter: while communities here in texas are cleaning up from wind damage, the major concern in ten states is

flooding. warnings up and down the mississippi river. >> gabe gut jarz leading us off ere, thank you verymuch. >> what's ahead today? mr. roker snding byith that. >> up to 3 inches of rain per hour. but the from texas all the way up to michigan. and we have got the risk of severe weather. 14 million people at risk for tornoes in that area in orange. for tomorrow it expands out from texas all the way into the midwest. 15 million people at risk for damaging winds, hail, and tornadoes. the tornado threat low. here's what we've got today. slow-moving system. storms with flooding risks continue. this is going to be a slow mover. so these rainstorms will sairt trng over the same areas. by thursday, rain from the plains all the way to the east coast. scattered showers and heavy rain. the system moves out slowly but

again we're still going to have storms with travel delays. re's what we're looking at through friday. especially from texas into central arkansas. anywhere from 3 to 5 inches or more as this rain continues. here's what we look for as far as travel. denver for morning fog. austin for afternoon ss. same in st. louis and chicago. i-95. oklahoma city to atin on i-35, rain is going to be a problem. flooding is going to be an issue too. we'll look at the flood threat in the 8:00 hour. >> thank you so much. now to the panic over yet another college campus in the wake of a tragic school shooting. the university of north carolina charlotte. a gunman f openede there yesterday. happened in a classroom. two people were killed, four hers injured. and it could have been even worse. kathy park is here with what happened. good morning. >> it's an all clear now on the charlotte campus.

thu. big news overnight. attorney general william barr now certain to face a grilling from senate democafts today r that explosive news that robert mueller sent him what at least until now was an undisclosed letter disputing barr's summary of his report. some docrats are nowalling for barr to resign accusing him of misleading the puic. new details this morning about how the famously tight lipped robert mueller was fuming behind the scenes of the release of his report. after revelations last night he wrote a letter to william barr rejecting the initial description of the conclusions. complaining that barr's account caused public confusion. >> this letter is unquestionably and unprecedented, stunning rebuke of the attorney general of the united states. very severely undermining, in fact, devastating his credibility. >> it is an outright manipulation of the report and

the statements by special counsel mueller. >> reporter: justice department officialsiliar with the issue tell nbc news that three days after barr released his summary of mueller's findings, the special counsel in a letter reviewed by "the washington post" said barr's descriptions did not fully capture the context, nature, and of mueller's 448-page report. the speci counsel adding there is now public confusion about the results of our investigation. th threatens to undermine essential purpose for which the department appointed the special counsel. to assure full public confidence in the outcome of the investigations. barr called mueller after receiving his leer. a conversation the justice department describes as professional the department says mueller emphasized that nothing in the letter wasinaccurate or misleading. but he expressed frustration over the lack of context and the

resulting media coveragehe regarding t special counsel's obstruction analysis. overnight rudy giuliani telling me he wasn't aware of the letter before tuesy's reports. saying if mueller didn't want confusion, he should have made a decision. he was made special counsel to make decisions and the fact he didn't says to me that the president was innocent. for his part, barr on capitol hill three weeks ago was pressed about the mueller team's reaction to his letter. >> reports have emerged recently that members of the special t counsel'seam with the limited letter. do you know what the referencing with that? >> no, i don't. i think -- i suspect that they probablyed want you know, more put out. but in my view, i was not interested in putting out summaries. >> reporter: democrats today

challenging those comments. this morning they are demanding that bar release mueller's entire letter to them. they are als newing their call for mueller himself to testify. craig and savannah. >> peter alexander at the white house, thank you. >> let's turn to petell wims. so long people have been wound whaerg does mueller think? what is his thinking behind what's going on? is this a reflection of that? >> reporter: we knew some of the lawyers didn'the like way they described the main conclusion. now we know mueller himself didn't either. mueller apparently thought it got things off on the wrong foot skewing the initial public percepon about what theeport said. but now we have the full report. and we can make up our own minds about whetherba 's letter characterized it. i think one challenge for anybody seeking to briefly explain that section on obstruction of justice is this. it's not crystal clear on why mueller reached no conclusion t about whether president

committed a crime, en experienced prosecutors have debated what that section means. >> pete, no doubt the attorney general's going to be in the hot seat today facing tough questions from democrats. any idea what we can expect to hear from barr? >> reporter: pretty good idea he'll say he didn't change a word of the mueller report when he ordered it released to a congress the public. that just 8% of it was redacted mostly in the first section m about russiandle ling.le muelr suggested to barr he could release the report, some sections. but they were marked may contain grand jury material which is legal to release. he said he didn't want the report to come out in pieces. i would tnk many of today's questions would be about why barr concluded the president did not obstruct justice. >> pete j williams,tice correspondent in d.c. thank you. ve> meanwhile, democratic leaders say they' reached an agreement with president trump on a $2 trillion deal to improve our nation'srumbling
