mostly south of 50 and south of 66 right along i-95 in northern virginia. take a look where the rain is. you see it over the past two hours coming right on through the d.c. metro area bringingve heavy rainfall. we had a couple of severe xjñ trees down lnudon county, montgomery county, prince george's county, even in the district saw a couple of trees down too. as wis watch th storm, this was the one that caused the severe thunderstorm warning. this one right here is the one i'm watching right now cing into prince george's county. southe southe southern prince george's count all of charles county. also around mt. vernon, very heavy rain associated with this. you mayee some minor flooding, especially street flooding, so watch out in those areas. right along 301 dn towards waldorf and down around here, that's big time storm with very heavy rainfall, lightning and o thunder t another one, look at all the lightning with this one. south of fredericksburg, in throughpotsylvania county. another chance of storms over the next couple of days.

one of which your weekend days could be a little bt more of a washout. i'll show y whichne. i'm back in ten minutes. >> doug, thank you. now to some breaking news. a lot of parents and students concerned this evening. a body found here= district may be that of a missing ninth grader from frederick, maryland. p the boy's school says in a letter toarents that the boy was found dead in d.c. this past weekend. the only body foundhis we know about was in some woods near the chain bridge. >> news 4 darcy spencer is in frederick r us with a look at why police haven't been able to reveal an i.d. just yet. darcy. >> reporter: jim, we are here at the high school in frederick county where the principal of the school had the very difficult task today of informing parents and students about this death. students found out via the morning announcement they had lost one of their classmates.

we found out one of his familyb memrs reported him missing nearly one week ago. there are concerns that a body found near the chain bridge in may have day evening some connection to the death of a high school student in frederick county. he school sent home a letter alerting parentsabout the death of a freshman emerson sanchez. >> it is sad. i know a lot of stuff happens everywhere, so i try co teep my eyp -- k eye on her. >> a family member filed a missing persons report. he had not been seen or heard from since about 60 p.m. that day. the student's remains were found in d.c. over the weekend. some parents were alarmed. >>ve cameras all up around my house just to be safe and i'm very cautious of emat i let th do and where they go. >> reporter: police have not officially connected the student's death to the crime at chain bridge. a body was found in a wooded e. area ther police say the victim's hand had been cut off and he had traumatic injuries to his head and neck. the police chief says it's too

soon to identify the victim because his injuries were so severe. the students were told about emerson's death during mning announcements. >> i'm very sad to hear that this happened in ouroc l school here. >> at the murder scene, there re blue and white bags tied tos. tree the colors of the ms 13 gang. sources told news 4 a machete type weapon was us in the crime. the principal says there's no reason to believe the boy's ath had any connection to the school. parents and students are still trying to figure out what this means for their safety. one student told me that this udent hadn't gone here to this high school for very lon just for a matter of months. they believe that he was from el salvador. they also told me that many students took advantage of the grief counselors who were on hand here today. jim, back you. >> very tough day for that school community. darcy spencer. darcy, thank you.

well, after days out of the public eye, we now know she is out. breaking owing that news out of baltimore tonight where mayor katherine pugh just z ho leon harris is following the story. why didn't the mayor make the nouncement herself? >> jim, that's a pretty big question at this point. it was katherine pugh's lawyer who actually gave the press conference where he read a very brief statement from the now former mayor announcing her resignation. take a look. >> i am sorryrm for the ha that i have caused the image of the city of baltimore and the credibility of the office of the mayor. baltimore deserves a mayor who can move our great city forward. >> if you blinked, youd misse it. that was about him. the whole thing was over and done with in a matter ofmi utes. the attorney didn't even take questions. pugh is accused of receiving roughly $800,000 from a hospital network and others that did business with the city of

baltimore for copies of her healthy holly children's books. pugh hasn't been seenceublicly sin early april. that's when she went on leave for pneumonia treatment. since then the fbi raided her two homes and her office and yet still no sign of pu w. lastk three of her staffers who were also on leave were fired by the acting mayor jack young. in the mayor's statement today she wished him luck.og governor h also released the statement saying this was the right decision for baltimore. back to you.n >> leon, thayou. now to the barr fight between democrats and the white house that is rejecting oversight from congress. tonight that includes the president's attorney general. william barr. heho refused to up for a congressional hearing today because of a disagreement with house democrats over theormat. the democrats wanted to use committee attorneys for some of the questions for mr. barr. oepublicans used a similar format t question christine

just listed his home for nearly $2 billion. he is accused of accepting nearly $3 million in bribes. he cas notched since 2017. just yesterday nbc news reported the admissions scandal could be expanding. nt secutors have already s letters to more parents informing them that they are und investigation. sources close to the inquiry say ew indictments could drop in a matter of weeks. high young loudon county school teacher is accused of indecent liberties with three of her male students. >>is all briel taught marketing back in august of 2017. she's 25 and accused owi contac three of her students, ages 16 and 17. documents accuse briel of sending a picture of herself in a thong to those teenage boys and soliciting sex from two of them. briel has been on leave sincemb

mayor muriel wser is ready to take on congress over the sale of recreational marijuana. >> today she announced alan to begin selling recreational pot as early as next year dpite that congressional ban. as news 4 mark segraves reports, the city is not backing down. >> but we will not wait. we cannot wait. we must act now to show that w are serious. >> reporter: while it's legal to smoke it, because of a congressionl budget provision, it's illegal to sell recreational marijuana in the district. atday mayor muriel bowser proposed legisln that would allow for the sale of recreational pot and would also

allow the district to tax those sales. >> i propose that the tax revenue will be reinvested in affordable housing. >> reporter: in the past when the d.c. government considered legalizing sales o recreational pot, the mayor and council members were warned even holding public hearings could violate the federal ban and could be illegal. >> it has always been our opinion, rachel, that the council had the legal ahority to proceed with hearings and that continues to be our view. >> council chairman w says hel hold public hearings on the mayor's proposal but cautioned citizens should not get their hopes up yet becaungress continues to prohibit us from legislating in this area. it's a ridiculous situation, he writes, that citizens may possess small quantities of cannabis, but it's illegal to buy it. thanks, congress. under bowser's proposal, you'd have to be 21 years old to purchase recreational marijuana. it would be tacked at 17

news 4 has learnedhe maryland racing commission meets today to consider at least two new safety rules. the firs would require two veterinarians to check any hors scheduled torace but has not raced in the prior month. the second rule would require a full review of medical records of horses before they race. not just treatment records. other safety rules werens ered back in 2013 after there was a quick series ever deaths of horses early that year in maryland. a state official tells us this new rule or set of rules are not beingcaonsidered bese of any recent death of spikes in maryland nor by the headlines in california where h dozense broken down and died in the past two years. the preakness is just weeks away. attention across the nation now returns to horse racing and that racere suf from terrible headlines three years ago with two hses broke down on the same day. preakness day. in the newsroom, i'm scott macfarlane. back to you. >> all right, sc tt. thank you. while we're talking horse racing, this is also kentucky n

it's come toth . people living in southeast washington are so fed up with unsafe drivers, they're actually taking matters into their own hands painting their own crosswalks on to the roads. s our transportation reporter adam tuss found out, they can no longer wait for safety changes from the city. gl y >> yes, i'm mad because i know what it means when people in the neighborhood feel that government, their leaders do not care about us. >> ronald thompson who lives here along 16th street in southeast d.c. almost feels helpless. he's been callingfor safety improvement along this section of road for months. even as we spk, cars blow through stop signs rightehind us. >> it's an issue of people

running these stop signs. >> reporter: keep in mine, these are stop signs that were just put in after this deadly crash easter day. where a man from new york was crushed by a carsfter it was mmed into by another vehicle that ran a stop sign. ronald says he also sees plenty of drivers from maryland and virginia cutting through at a high rate of speed. >> it's not just this street. it's ward alabama avenue, mississippi avenue, southern avenue,ea ner . and it's something as small as painting every crosswalk that is not painted, that is fadedaw . >> reporter: ronald has made some head way. today crews out here installing new signs and making changes. in the time since ronald started making these claims, this crosswalk was painted byron and his friend. this crosswaas painted by the d.c. department of transportation. these pedestrian crossing signs also we put in by the city.

three. >> michelle is neighbor with one of the families who lost their t, 12-year-old chipper. >> can you dcace? you dance? come on. >> reporter: the family did not want to go on camera, but tell me one night in early march chipper had gone outside. his owner out there with him and she noticed two coyotest like se also in her yard. >> she heard the dogs across the street in the woods. michelle said that schoolchildren found chipper lying lifeless here the next day. we should point out the rs neighbosay since chipper's death which early march, there have been at least two other dogs attacked in this area. it is unsettling for other dog owners, especially with smaller canines like chase. >> you have to keep a watch out. >> reporter: while they have not verified any attacks, last mayi on a slar story, fairfax county police offered this. >> there are things you can do to help prevent a conflict or a confrontation with a coyote such as covering your trash cans,

family home in kettering,la maryd. >> i heard gunshots. i ran outside. i saw he was on the ground. i went over to him and just held him. he was breathing. trying to breathe. i held m. at that point he didn't make it. >> reporter: his father tells me his sonad no enemies as far as he knew. >> my son lived a prosperous life 22 years. you can't take away what he did, how he touched peoples lives for those years. >> marcell preston ran track for largo high school wnning the 500 meters at the virginia tech invitational in 2014. >> i know if they catch me, it's going to wear them out. >> reporter: preston was highly recruited after getting an associate's degree, he went to f the university maryland. upon hearing of preston's death, the maryland coach issued a statement saying we will
