imct, the effectn your money, stephanie ruhle. she covers business for us.d stephanie, grning. i want to go back to the beginning. because a lot of us -- 101 economics are needed here. what exactly does this sneen what are these tariffs all about? >> what this comes from is there's a dispute over intellectual property. chin t makes all stuff we buy. everything we order on amazon comes from china.uf they mture significantly cheaper than we do. you know what's happened to manufacturing oere. it d't exist. the president saying i want to take on china because when you try to bring a product to china if you're an american company, they steal your technology. right? that's a technology transfer. intellectual property reeft. the pdent saying no more. china should not be able to send all these products here so cheaply. i want to bring manufacturing niback to the ud states. the issue is, it doesn't wk that way. manufacturing isn't coming back tomorrow. and when they impose these tariffs as they call them, it's you the consumer that ends up having to paymore.

and the u.s. troops stationed there. this morning u.s. and korean officials have determined the latest testsere short range missiles. overnight, new pictures of kim jong-un surfacing. it shows him watching the latest multiple missile launches. the north korean lear is smiling but international tensions are mounting. and now news the u.s. sees this north korean coal ship saying it violated sanctions. president trinp express his growing frustration with the north korean leadership. >> nobody's hap about it. i know they want to negotiate. they're talking about negotiating. but i don't think they're ready to negotiate. >> reporter: south korea's president warning if the missiles prove to be ballistic, it could be a violation of u.n. security council regulations. according to south korean military officials, thursday two missiles were fired from the northwestern city of kusong and

over trade. those comments coming just hours after the u.s. raised tariffs overnight on $200 billion in imports. the tariff hike was from 10% to 25%. china says it will take unspecified countermeasures now. r americans this could mean higher prices on everything from soap, smartphones, to groceries. chelsea manning was released from jail t onrsday after spending two months in custody for refusing to tes bfyore a federal grand jury investigating wikileaks. before her release, she received anher subpoena demanding her testimony to a new grand jury. manning's lawyers indicating that she would once again refuse to testify which could land her back behind bars. the party is over for dozens of party city stores across the country. they're going to close 45 stores this year amid a global helium shortage. they didn't release a list of the affected stores.
