mcgahn immunend in a 15-page memo the doj office of legal counsel argues this is a sprague of power issue writing that if congress were allowed to subpoena the president, it would, quote, prote a perception that the president is subordinate to congress, end e, quotdding that since the 1970s they've advised that, quote, the president and his immediate advisers are absolutely immune from testimonial compulsion by a congressional committee on matters related to their official due.es, end quot mcgahn left the administration last october. house judiciary chair jerry nadler calls it the latest example of what he calls the trump administration's disdain for law. he adds that the committee will meet as planned saying that he expects mcgahn to attend. wendy and leon, back over to you. >> thanks, erika. right now parts of texas and oklahoma are on high alert. severe storms and tornadoes are racing across that region.

there he been numerous tornadoes on the ground and even more could be coming. now, take a look at this. these are live pictures. we've been watching this scene play out. the word t describe it, ominous. this is near oklahoma city. the national weather service calls it a particularly dangerous situation. it's important that they use those words because the last time a warning this strong was issued was back in 2011 during an outbreak that killed more than 300 people. take a look at this photo. we've just got this in. this is what appears to be a tornado or funnel cud near paducah, texas. still too early to know about ouy injuries from these storms breaking this comes after a weekend oft violenweather in that same area and that did a lot of serious damage. >> talking about tornado alley is getting so much bigger and wider because of climate change. we've seen a few pops of some storms this afternoon, nothing serious. what's your take,doug, on what you're seeing with these pictures out in oklahoma and texas? >> very dangerous situation for sure. we're going to be going through

this throughout the rest of the evening hours, especially texas and oklahoma. yeah, there have been numerous ndrnadoes on the grou already. texas texas aand oklahoma not a population area, but expected to hit near oklahoma city tonight. for us we have a couple of showers out there. one severe thunderstorm warning. his is for sussex county in delaware. one storm right there, the same storm that came through st. mary county earlier.th right on ugh the d.c. metro area, right on through the city of fairfax and burke. this is between bethesda, over toward silver spring and another little shower around the bowie area as well, all with a cold front makingits way our way. that cold front coming through and it will change things for us. here is the big system. out here towards oklahoma and texas, look at this line ofs torms. numerous tornado warnings out there right now. we'll have much more on this,o what t expect from our weather as well. i'm back in a few minutes. >>. thanks, doug over the past several days

we have seen a recent rash of violent crime in a popular d.c. neighborhood. >> three shootings and in one of those cases a fire broke out hooting rs after that in that same apartment complex. >> news 4 pat collins is joining us. he's in columbia heights where he's been talking to residents who must be fra ic aboutthis, pat. >> reporter: indeed, wendy. people say sometimes a yit challenge to live mere in columbia heights. those eekend was one of times. so what's it like to live in columbia heights? ask this man. how long have you lived in that building? >> i've lived there for 65 days. since then i've been robbed at gunpoint. >> reporter: asked this woman. >> it is awful. i'm a mother of six, grandma of two. i'm very concerned about t youth in this community.

>> reporter: sunday a curious fire at the tivoli apartments o hyatace. lots of smoke. lots of questions. you see, a few hoursh before tat fire in a third floor apartment, a man shot and seriously wounded in the hallway of the third floor in the same building. management says the victim had been banned from the building weeksgo. eric hill lives in the building. he says people from the outside te advantage of residents here. >> i've been assaulted. i currently have a broken nose and a black eye. my apartment has been burglarized while i was in the hospital. >> reporter: violence is no stranger here in columbia reights. last mach a 25-year-old man was shot and killed here. last friday two men shot and wounded here. this woman was here when it happened.

she asked that we conceal her identity. >> i was walking back from picking up my grandchild from school. i hear pop pop pop and i had to run. i couldn't stop to see what it was because my grandchild was shaking. >> reporter: police have released these three pictures of three suspects hoping somebody will identify them, somebody will help them close this case of violence. tonight increased police patrols here. police out trying to keep the peace here in columbia heights. leon, backto you. >> unbelievable. that much is going on in that building. thank you, pat. newst charges again a frederick, maryland pediatrician already accused of raping a female patient. dr. torrez has now been indicted on 65 new charges and this is based on 11 new accusers coming forward. torrez was originally charged with raping an 18-year-old

woman. he was placed under house arrest after he posted bond. torrez will be back in court tomorrow to review his bond tatus in light of these new charges. it has been less than a year since maryland's new red flag law took effect andy police it's already paying dividends. that law helps take guns from high risk individuals who could do harm to themselves or others. hundreds of guns have been confiscated. lives likely saved. as news 4's cory smith reports, it's also getting people the help they need before it's too late. >> this really is about helpinge peopl in need and preventing violence. >> behind the store sits hundreds of firearms taken out of the hans of prince george's county residents deemed by a to judge be a danger to themselves or others. for mark spencer, it's evident that the public is using the state's red agw to prevent domestic violence. >> i think this is one of the unique situations where the law is very closely doing what the

legislators intended. >> last week sheriffs deputies seized 78 firearms and nearly 25,000 rounds of ammunition from just one person. it was the 56th extreme risk protection order related to domestic violence served in the county. at's the second highest in maryland. it's resulted in more than 130 firearms being surrendered. in neighboring montgomery county, there have been nearly 40 protective orders filed. spencerays there is nodoubt lives have been saved. >> this is a way as you said be proactive. intervene early so that we're not dealing with tragedy. >> but preventing violence is just one of the benefits in the law's short existence. >> as people become more aware, they see this as an avenue, aol too help them address an issue of someone who is ruggling withmental health. >> and with guns being the number one cause of domestic olencefatalities, spencer hopes the public continues to speak up. >> we think tht numbers rig now are trending in that right way to say this is really an intervention tool and a

flight. scott. >>ff the fbi aavit reviewed by news 4 is a difficult thing to read. it says george assaulted the 19-year-old tom he met onhe plane in row 26 of th united airlines flight from tokyo to sulles last summer. the affidavit say he began by touching the girl's knee, then began sexually groping her, placing a blanket over her leg, making it difficult for other passengers to see him. the affidavit ys the victim was quietly crying with tearing streaming down her face before pushing his hands away. his attorney says he firmly denies the allegation against him, but a grand jury has o indicted hima federal criminal charge. he's in court friday for arraignment and this is not the first such allegation on a local flight. news 4 i-team and federal court records reveals four other sex assault casesd aboar flights to dulles or reagan national just since 2013. the fbi in the meantime has in posted warn signs on tv monitors which say sex assaults

aboard flights are federal crimes. the d.c. field's office has a lace liaison team to handle federal crime. it wilutbe proseced at the federal courthouse in nd aleria. scott macfarlane, news 4 i-team. >> thank you, scott. a 16-year-old boy from guatemala dd today while in the custody of the usa government. he is now the fifth migrant hild to die in u.s. custody since december. customs and border protection says the teen was apprehended in south texas a week ago. he was due to be placed in a facility forunaccompanied migrant children. this comes as the trump administration says at least 1,700 additional migrant were separated from their families and that is on top of the 2,800 we knew were separated. and there could be even more. the government has only reviewed the files of just over 4,000 out of the00 50 migrant children. still ahead, a kidnapping caught on cameraod and how g

brutal murder o a 14-year-old dwi girl in maryland will be remaining in custody for now. he along with two other teenagers lured arian fuinto a wooded area and kill her. he used a machete in the attack. a teenage girl recorded it on a cell phone. investigators say the motive appears to be keeping fher from ratting out from a crime they committed. they do have ties to ms-13. >> this case is one example of the extreme violence connected to ms-13. several years ago erika gonzalez traveled to el salvador toearn about the gang. now she's getting a better understanding of how ms-13 has

evolved and why we'reeeing so many gruesome crimes. >> a name synonymous with cold blooded murder. >> vicious attack at the hands ms-13. >> in two of the city's four murders last year, ms-13. >> is back in the headlines. >> blue and white bags e colors of ms-13. >> more than five years ago my team and i were given a special invitation to travel with law enforcement to el salvador to learn about the ms-13 gang and its ties to our area. we walked through some of themo st dangerous neighborhoods and even visitedhe prison cells of ms-13 members. a sergeant of the herndon police has been investigating the gang for about the last 20 years. his expertise used in both state and federal cases. we sat down withhe t sergeant to catch up. ilnce the time that we went to el salvador untnow, would you

say the gang has larger presence in our area or smaller presence? >> larger. >> what would you attribute that to? >>tm reent. >> he says the gang is hiding in lain sight. suburban, urban and rural areas across the country. he sayscial media is being used as a recruitment tool forng the ga and he says kids arein enterg the gang at a much younger age. you've seen in ourea ms-13 gang members as young as 9 years ol >> tarting the process. but you look at them as innocent they may not know right from wrong, but the gang knows so, so they'll take that for thr benefit. >> these are just some of the victims of ms-13 from across our area, all of them bludgeoned to death. their ultimate goal is to become the largest, most violent woang in the d. that's their mission. they do that by recruitment.

particular latino parents. >>ere ms-13 is ever at their w doorstep, whatould you say to ts paren? >> don't turn a blind eye to the situation. face it and deal with it, because these families are losing these kids to these gangs, specifically this gang. we can't have that. >> they are kids that we're talking about, these cases, 13 years of age, 14 years of age. it is difficult, but it is possible to leave the gang.ge sert saa says there are positive stories of gang members completely severing ties and starting anew. it's more difficult for younger members, but news 4 and telemundo 44 will continue monitoring the gang's influence in our area. >> that's got to be tough for parents, because a lotse of t immigrant parents are working a cole of jobsnd doing everything they can do to keep food on their tables. >> and theamilies are

latest going on in oklahoma and exas? >> the pictures we saw were amazing. >> they really are. you have a tornado outbreak there. denver, colorado yove got 3 to 6 inches of snowfall there. then a newly formed storm in the atlantic off the east coast. how about that? >> there du go. >> its happen. ut there today, though, for us it's been a pretty nice day. it's been hot. 90 degrees so far. take a a look our patio camera. this is a boundary making its way through the area. it has to kick off showers. it's been rather breezy too. we've had temperatures around 90 a little bit earlier. down to 85. winds out of the southwest about fien miles per hour. temperatures are falling a bit. 86 leesburg. 89 in annapolis. look at cambridge at 72. n that because of the r we've seen. the thunderstorm activity making its way across the bay. look at this thunderstorm right here in through parts of anne

in stafford county tonight many high school students are mourning the loss of a classmate. >> helen wang killn a car accident last week. it was her 17th birthday. she was a top student. she was a popular swimmer. >> now julie carey reports her swim team is working on a permanent tribute. >> yellow flowers, yellow ribbons, yellow clothing. that colorss splashed ac stafford today in tribute to helen wang. it was her favorite. >> she loved sun flowers. she loved sunsets and all that stuff. we thoug that was the best way to honor her. >> helen's family too distraught to speak on camera, but they showed some favorite photos of the student who died on her th birthday. she loved animals and loved

both r cigarettes and vaping devices. he joined mitch mcconnell on the senate floor to introduce this bill. it would also ply to members of the military and allow states to enact laws with even higher minimums if they so choose. d.c., maryland and virginia have all already voted toir raise the minimum smoking age to 21. as part of emergency services week, our city's paramedics held a training event that also doubled as a competition. first responders gathered outside the d.c. department of health teaching residents how to administer cpr. they also took part in a challengto see who is best at suppressions. the winners get to use the mayor's suite at an upcoming game. fire officials say it's an extra incentive to spark interest and test their skills. tonight on nbc news, debuting new week long series called "kids under pressure", looking at the issues aroun
