this community numb what happened within the last 24 hours. virginia beach has now been added to that growing list o american communities shattered by gun violence. it happened here on this beautiful campus, this colonial style city buildings,he t deadliest mass shooting in this country this year. justice workers prepo leave for the weekend as shots rang out friday afternoon. >> this is a horrific day for the commonwealth of virginia. >> reporter: the shooter a employeeovernmen stormed in to the building and opened fire leaving at least 12 dead and 4 injured. > he has access to the building. came in with a weapon today. >> reporter: four police officers rushed the building cornering the gunman during a shoot-out. >> even tugh involved in a long-term, moving gun battle with these officers, when he went down, they did what cops do and they rendered first aid to this individual.

carnage yesterday died after a long shoot-out with police here. what do we know about the gunman and the gun that he used? for more we're joined by nbc's justice correspondent pete williams in washington. pete, good morning. >> reporter: peter, the man law enforcement officials sayie ca out this attack, dwayne crado cradock, was a project eng fear for the site project andgi ering team for the office of public utilities in virginia beach. that was offices in that building. the police chief described him as a longtime employee of the city and said fday night that he was still employed when he ogan firing on his fellow employees, thoughther law enforcement officials say their understanding he was recently fired. investigators say cradockought several guns within the past few weeks and made the purchases legally. police say that weapon he used friday, one of the most kmocomm in the u.s., .45 caliber ndgun, fired one time each

time the trigger was pulled was bought legally. had several high capacity magazines, the clips that hold the rounds, allowing him to fire more shots before reloading. those magazines are legal in virginia add indeed in most of e nation. the gun was fitted with a silencer and it's not clear this morning whether he legally possessed that. those have to be registered under federal law. as for the motive it remains unclear this morning. nhe had apparent criminal record and his neighbors say they were shocked he would do such a thing. >> i am petrified. i lived right under him. could have been me, my girlfriend or roommate and -- he seemed like a nice guy. he introduced himself when we got, when we first moved in. that's just crazy.r: >> reporte police searched cradock's home friday night looking for more information on what might have been the motive. the fbi and atf are now helping virginia police process the crime sceneid inse that city office ngbuil

peter? >> pete williams in washington for us this morning. pete, thank you very much. as we noted, a police officer was among those injured and the awful shoot-out that took place here, she in the hospital but believed that his bullet-proof vested ma vest may have saved his life. my colleague is athe general hospital with the latest on the condition of the survivors. hans, good morning. >> reporter: good morning,pe r. authorities haven't released any information about the deceased, that includes their names, ages, gender. it's a similar situation here at this hospital where we do have three patients. overall, there are four patients in area three are still in critical condition, and one is in fair condition.he this is t latest information as of late last night. what we do know is one patient died on the way to this hospital, and that two of the initial five patients brought here were pronounced dead yesterday evening.

out. we're joined from jim kavanaugh with t more on police response. good morning to you. >> good morning. >> hans gave an update on the injured officer. talk how law enforcement officers responded tohe situation and how they engaged. >> right. well, you know, first off, getting shot with a .45 in a bullet-proof vest is like a major league fastball hitting you in the chest can and it's going to be a lot of bruising and injury. luckily the officer's going to survive, thank god. they were absolute heroes because they useded formula where police tactics changed, ostcolumbine, when shooters motives changed. often left out of the discussion. shooters' motives changed instead of a robbery,rying to get away or take somebody hoage, they were mass killing so police ttics changed. here two detectives, two canine officers went in. sheinelle, this killer planned it, had a distinct advantage with a silencer.

he killed first in the parking lot nap should be noted by all. if he did not have a silencer, that report of a .45 istr exely loud. i would venture to say on a municipal complex, someof polic cer would have heard that shot and maybe multiple shots in the parking lot. this silenced weapon allowed him to make entry. then once inside, even people in the building, sheinelle, didn't know it was shooter. they were unclear. they heard something but didn't know it was close or far away. they had to investigate. this gave him time and, of course, he had extended magazines. sometimes those have as many as 30 rounds per magazine and methodically goes through his killing spree. the quipo action of lice. the training is, we all took it, the first two, three officers in. there and quickly get you try not to go in yourself. you get killed you can't h p anybody. sometimes you have to but you try to get two or threein this case four moved in quickly and engaged him in a gun battle.

he has advantage in the gun battle too. a silencer. flashn doesn't give a big or recoil. he can shoot a little more accurately. move more quietly, but the officers got hill. got him barricaded in there and were able to kill >> so that is what made this such a deadly shooting. essentially the silencer and the muffler? >> three things made it extremely deadly. e silencer, one, wouldn't get noticed as quick certainly from the parking lot inside. two, extended magazines. 30-round magazines. he can shoot, shoot and shoot, shooting unarmed people can just go on. little chance to even tackle him because he has so many rounds nd, of course, is using a .45 caliber weapon. also knows the territory. he's not a stranger to the building. he knows the premises. choking 0en an empty grudge from employment and can kill at will. likely wanted to go on but

officers were so fast. he knew, sheinelle, this killer knew that if he fired thatwiun out a silencer, the officer wos have been on him even faster in that municipal center. so it was a diabolical plot. unfortunately, we even have a bill on the hill trying t change the law on silencers, which has been very strict sinc. 1934 and they've tried to repeal that. here we are in america on gun laws, it's a bad place for us. trying to take away, for example, the registration of le sier. we need to keep that. >> and spark a renewed conversation. jim cavanaugh, thauv. mike viqueira at the white house. good morning. >> reporter: a white house spokesman said last night the president was briefed on the shooting and i monitoring the situation, but ass of thi moment, literally 13 hours since the violence in virginia beach

happening. me covered in blood.by peter started asking her what she saw and heard standing outside. >> start with you. you were in the car outside. saw the photo of took of the man with blood on his chest. what did you see, and hear standing outside? >> i saw police with guns running towardshe building behind me. i was parked in between the two buildings and then i saw this man and a police officer come running by and come in the front of my car withlood all over himself and i opened my door. i had my grandson in the car and opened my door and i said an rn, do you need me to help you and the police officer said, no. get back in your car. so i got back in the car and thought that washe t safest place to be. >> you started texting photos to your daughter inside? to be clear, y had come to pay off a driving ticket. didn't work here. all of a sudden found out there's an active shooter in the building from you y mom. what d make of this?

>> at first i didn't know if it was serious or not. once she started getting i started panicking a little bit. very traumatic and very quick. >> what was it like inside how did you know? did you hear sounds? how did you know something was p haing? >> we heard loud expsion cocomm the back rooms especially the conference rooms and bath proops everybody running around like chickens with their heads cut off. so. >> how long were you in the building before we could come out and reunite with your mom and your 23-month-old baby in the car? >> about, like, three hours on lockdown. weren't allowed to go next to the windows, the doors, anything likethat. >> how are y'all doing today? >> still, it'srr sueal. it's -- i didn't sleep last all.t very well at i just feel so bad for the victims, but i didn't realize we were so close to where the gunman was init

this area is now being threatened by a slst-motion disa. this morning, the arkansas rer is rising after breaching this levee. look at this chunk of eah crumbling. and this man is elevating his fuiture before getting out. >> we're staying somewhere else. we're just packing trying to get everything ready. >> reporter: the small down of dardanelle, arkansas apprriating for the worst. uncertainty, shovels, sandbags. >> why everybody's here. onsharing in the crn and trying to do the best we can do. >> reporter: to protect your town? >> protect our town, yes, sir. the more levees that start breaking and stuff and they're saying that could come back into town. serious situation. >> reporter: after two weeks of severe weather rising rivers have promptedew evacuations across s eralstates. across missouri a levee failed along the mississippi river.

in howard,opping yore levee. homes north of st. louis also flooded. authorities in the states say one man drowned in a lake. in tulsa, oklahoma, as floodwaters slowly recede this 20-foot sinkhole opened up. >> please, be safe, please, be weather aware. we are not out of the woodsmp coletely yet. >> reporter: downstream in darnell, arkansas, as the water rises the mayor is asking panic.nts not to matt evacuated just hours before the levee fails. >> i don't thine anyo's ever seen the river like this. o i guess for the record books. >> reporter: all of this water just has nowhere to go and it is testing the aging levee system in this area. the arkansas river here is not expected to crest until tomorrow. sheinelle? >> pictures are unbelievable. gabe gutierrez, thank you. go to dylan for a check of weather. some of the folks can't seem to get a break. >> can't get a break, and this is record flooding, and it's such a sad situation. we have so many rivers that are

still at or above major flood stage. we'r dry right now and also have some showers likely across the northeast but it's really in that zone where we have to focus on the missouri river, the arkansas river and the mississippi river because we do have more than 300 rivers still above flood stage with several at major flooding. so any additional rainfall will tntinue to causes water to overflow its banks. we have a stalled front. you can see more showers and storms. heavier pockets of rain developing across the midwest back through oklahoma down into texa too. moving eastward prings some of those storms across the great lakes tonight achbtd tomorrow bringing storms into the northeast. not take a lot of rain to continue this flooding problem, and we are looking at an additional one to two inches of rain. some of that rain coming in a very short period of time. flash flooding also an issue on top of that. mostly west of us, the major flooding we'rell still but sti moving east going through the next couple of days.

13 killed including the gunman. four people recovering in area hospitals from injuries. this started as city workers were preparing to leave for the weekend when the gunman, a longtime city employee walked into what is the public works building and oned fire goi from floor to floor. fourol pe officers came in after him cornering that gunman before killing him in a shoot-out. one of those recovering we're told is one of those police officers and this morning it's believed the officer's bullet-proof vest saved their life. and the suspect dwayne cradock, brought several guns in recent weeks all purchases made legally. investigators are looking into the names of the victims. we are expect more from officials over the course of the day as the horrible task of notifying the 12 families
