at least one victim said he seemed anti-socialernd made h feel uncomfortable. this morning virginia beach is reeling fromtrhe couns latest mass murder. 12 crosses stand in memory of the victims who are gunned down friday afternoon at the municipal amdibungil .them, 39-year-old la brown.il the fam is devastated. >> i have witnessed family members cry from such death that there is no sound. >> reporter: she worked in the zoning office. her path was as a jehovah minister and volunteering in haiti. she said she had concerns about dewayne craddock, theuspect in friday's massacre. >> she actually felt that, that he wasn't, he wasn't, you know in his right mind at times. >> reporter: she described craddock as anti-social. >> to your knowledge did he ever threaten anybody in that office? had he expressed any feelings

like he was threatening them? >> not to our knowledge. >> shots fired, shots fired! >> reperter: the first offic were on the scene within two minutes as craddock unloaded two ..45 caliber ammunition, one with a silencer. he engaged in a running gun battle with police, firing through doors and walls. >> our suspect was not lacking for ammunition the only thing that separated him from more deaths is time and we had to reduce the amount of time p >> reporter:olice eventually shot craddock. he died at the hospital. a note l att his home by o relativesffered condolences to the victims' families but no clues toin the rampage. investigators say they still don't know why. they say he was not fing disciplinary issues but had resigned earlier in the d by e-mail. >> he was not terminated and he was not in the process of being terminated. >> reporter: this morning, four

let's turn to the south. with new levees in dangers, severe sweater expected over the weekend and more today. gabe gutierrez is liveit in le rock with the latest. good morning. >> reporter: channel, good morning. take a look at the river behind me, all the water is rushing down stream. the river is still rising here, it'sre expec today. so many communities in this region have been devastated. this morning, more tommunities south and the plains and the mid-west. in pine bluff arkansr, the riveas crept up the rooftop. some are at their mandatory evacuation order. >> it's crazy, you can't explain it. >> we toured ft. smith on the western edge of the state where the flood waters have been relentless for days. >> it's been huge. it's going to continue to be huge, because once this water family gets out of here, people are going to start to try to rebuild and clean up and so we're going to be dealing with this probably all summer.

and dentd after this. the 900-foot ship, alarms aring, crashed into a riverboat and a ccrete dock sunday morning. tourists panicked and scrambled to get out of the way. some slipping into the water as the massive ship collided with a riverboat, injuring four, including an american tourist. the riverboat is stillbook docked here this morning. the peoplehat were injured were on that rooftop terrace having breakfast when the ship closed in. >> it hit the gang plank the first hit. so it drove loose and holding onto the rope and then it hit again. >> reporter: he saw it all from his apartment. a pretty scary moment? >> it wasy. scar it was scary. some of the victims, it could have been very, very much worse. >> reporter: the cruise ship operator said two tugboats were leading through the canal when the ship had a technical problem. italian media reported one of

company with hauwei and that is going to be a msage that president trump has said he will deliver to teresa may. more broadly when he talked ability ttrade,re are real question marks. you and keir have talked about this extraordinary chaos in th uk. at the end of this week, teresa may will no longer be the leader of the estori she will remain in name only until a new prime minister is elected. it's mucharore a c taker role. she in essence after friday loses the power and authority she has had. one of her last acts will be this meeting with president events his series of this week, which puts a pin on the fact that this is such a itical time for the president to be here. he wants a bilateral tra deal between the u.s. and the uk. until the uk can work out its own deal with the eu as itwh to get out of brexit, there will be question marks whether president trump will be able to get that done. it is more likely he has to hold

off until the october 31st deadline to make a deal for briblths or else to get out with redict can experts be catastrophic here. >> let's go over to keir. he also has his ehes on local politics there. how is this notion of a state visit being received over there? i know he has been to london before as president. but this is the first time he's been given the honor of a state visit, which, of course, on the left of our screens there, we can see what that means at buckingham palace. the royal guard is assembled in l of its finery. we will see what that means. what does it mean not just in terms of what we see in the , ceremony but in terms of the relationship and the signal that it sends, keir. >> reporter: y know, savannah, that's such a tough question to answer. i guess i would answer it like this. this country, the uk is as polarized as the u.s. politically right now. so as you can imagine, it's very

difficult to honor the feeling in the country. there will be. there are certainly, many british people who were opposed to this visit. there are also many british people who believe that there is good idea after all in the end, the uk fits in this unique position as an island in theic atlantff of europe, but very much looking towards america, with all of the history between the two countries. whether a trade deal can be done between britain and thes. u. i mean, that depends on so many factors, not the least of which ontinuing otiations between britain and europe because europe's deal with a britain a part of the european uon makes it impossible for an independent trade deal to be done and it may be that it's in the future with europe doesn't make that possible, either. so so many question marks, i thk in terms of the mayor of london sadiq khan and that argument, that public argument that president trump has been drawn into, sadiq khan is a

politician. he will know that there are many voters in london who do not like president trump. so, politically, from his points of view, it'sed a van teenagious to get -- oweta advangeous to get him into an architect of that ture. perhaps president trumphi tnks it's advantageous for him, too. who knows? crucially as we watch these pictures of the pomp and ceremony outside of buckingham palace, the idea wilbe to try to rise above all that and be able to say in decades to come thebe uk to able to say in decades to come even amongst all of its political turmoil, britain stood with america, was a very open to the u.s. president coming and being given all of the heirs and graces of a visit to the uk, a state visit to the uk. just as previous presidents have been offered. so, it is very mh a diplomatic
