11. a bill to safeguard the 9/11 victims compensation fund passed a key hurdle today. the house judiciary committee unanimously approved it and sent to the full house. congress established the fund back in 2010, but the money is only authorized i five-year increments. benefits were cut this year, and if congress doesn't step in, the funding runs out altogether next year. the money oelps thousands first responders and other survivors who have developed cancer or other health problems from breathing in toxic air at ground zero. if thbill passes the full house, then it would move on to the senate. tomorrow actor cuba gooding jr. will surrender the nypd ex crimes precinct. his attorney says the actor is turniin himself in connection with an alleged groping incident at a manhattan rooftop bar over e weekend. t's not clear yet even if he's facing charges. nultiple ny officials told our

sister statio in new york that a womanclaimed the "jerry mcguire" star inappropriately touched her. she said she filed a police report. gooding denies the allegations. starting tomorrow, there will be tougherfo enement for smoking outside bars and restaurants in montgomery county. that's because those establishments cld get slapped with fines. news4's derrick ward takes a close look at the repercussionsh and what mean for you. >> reporter: smoking inside bars and restaurants has been illegal since 2003 in montgomerycounty. as of thursday, the flame is fine but the smoking diners' last refuge, the open patio, will also be off limits. >> it's the best idea because >moking is injurious to our health. reporter: it made it official for the entire county. gaithersburg was already under the ban. some folks we spoke to said i goes too far. others weren't even aware of the
