lationship with his former employer that provides ftfore and aer-school programs. 21-year-old justin hickman is accused of having sexual contact with a 13-year-old girl atto capihill montessorie at logan in northeast washington. police say the abuse happening from january until mayis of year at the school. hickman was a contract employee working for springboard education in america wich runs after-school programs at several d.c. schools. our news partners at wtop reporl capit hill was the only school he worked with while employed by th meanwhile, police are searching for a man who allegedly exposed himself at a target store in fairfax. tohis is a pho from the store on new guinea road last month. police say employees found the man outside pants down.th his he quickly left after seeing staff members. the man was spotted at the same target last week when a customer reported someone acting suspiciously. bun of the lastavens for semiticers is disappearing.

today officially it's illegal to smoke on patios at restauras and bars in montgomery county. the new smoking ban applies to vaping also. the countyn council uanimously approved the ban in march. if someone is caught smoking on a patio, the restaurant could be fined $50. some people think it's a good idea, while others say it goes too far. >> this idea because of smoking for public health. >> honest opinion, i'm not a smoker. but i think it's -- it's somewhat discrimination against nmokers. >> outdoor smokingontgomery county will still be allowed on a rooftop or balcony. hockey players and skaters in bowie maye losing their ice rink, but they're not going down without a fight. in ari move that surpd a lot of people, the city council voted to freeze efforts to build a new arena. the city has already spent $5 million of a scheduled $20 million project to replace the aging bowie ice arena. supporters of the new arena hope the council will reconsider its
