meantime, we are following breaking news in the district this morning. one person is dead and another in the hospital after a double shooting in southeast th weekend. police fund two victims in the middle of 4th street not far from southern avenue and the maryland line. officers say sa bhans shot several times in the torso. he later died. a woman was shot in the leg. she expected to survive. investigators say that they are on the lookout for a silver four-door nissan c in connection to this case. no word yet on what may have led to that shooting. meantime, i want to tell you hat a teenage boy full of life is gone in an instant. a car hit him last night. >> this happened on church road d fairview vista drive in bowie. darcy spencer has more on how he is being remembered. >> killed my son. >> reporter: ffamily,riends and neighbors gather at the intersection where a young teen lost his life. he had just graduated from eighth grade at gegetown day school in d.c.

his mom tells me he was an honor student and ran track. he was just steps from home in hisgh neirhood, crossing at church road and fairview vista drive in the buoy area wen he was struck and killed 1:30 in the afternoon. police say the drivestayed on the scene. >> my prayers go out to the family. i am so sorry. my heartbreaks for them. everybody is rallying in the community. anything we can do to supporthe them we are. >> reporter: neighbors are rallying around this heartbroken family. they say this intersection is dangerous. with drivers exceeding the 30-mile-per-hour speed limit and several serious crashes. >> we need some type of role to get the cars to stop. the cars don't allow me to cross when i run out there in the street, too, myself. imagine a little kid. >> reporter: neighbors say this development is about five years old and more safety measures are needed to keep u with all the cars on the road.

they are suggesting a traffic light, a four-way stop, or even speed bumps. >> it's sad it took something like this or it's going to take fosomething like this r people to say this is a w problemneed to do something about. >> reporter: just walking home, never makes it a day before father's day. his mom tells me that he was a good kid. he had good character and he wanted to be an architect someday. this crash remains under investigation. no charges haveen filed. his mom's message to drivers out here, you've got to slow down. in prince george's county, darcy spencer, news4 today. meantime, new this morning police in arlington county are investiging a second pedestrian fatal accident in a week. this happened just before 11:00y fridnight on george mason drive. early investigations from police reveal that robert bram well was in the roadway outside the crosswalk and did not have the right of way.

authorities say he was hit and t later died at hospital. the driver is cooperating with the investigation. on wednesday morning a woman was struck on columbia pike and four mile run. she was taken to the hospital but died the next day. we have an update on a deadly crash in prince george's county. tate police tell us the person who died wasiving the wrong way. we brought you this as breaking news yesterday morning. police say a driver was headed east on the westbound lanes of route 50 near martin luther king jr. highway. the driver also caused a separate crash before colliding with a car and tractor-trailer. one person was flown by medevac to a hospit. we arworking to find out why the driver who died was going in the wng direction. >> 6:06. the fate of a notorious drug kingpin is being d icussed. he currently serving a life sentence. he ran one of the most prolific drug rings in the district. decades later the public got a chance to weigh in on whether or not he should get out of ison

is when we got back to the apartment things went too far and, you know, what started out s making out turned into i did not consent to. so there was a very fine line there. there were a lot of things that happened in that happening and a lot of thingsed involvin this, this being halloween night, she was dressed as a playboy noney. an the case law that the judge used was laws protecting prostitutese that had b raped. that's how they set the parameters for this case. at the end of the d the jury decided after two hours of deliberation he was innocent of all charges, he didot rape this young woman. and even his attorney said that he belied that she believed she was the victim of rape which is why she would put rself through this. at the end of the day the law didn't support this. >> you talked to him afterwards. what did he say? >> he is focused on his career and heins hopg to move into the nba.ee he has b playing overseas since graduating from the university of maryland.

he says that this case hasha be ing over his head. he is in between contracts now. when he is talking to teams they google his name, they see ndis, at's been this issue. he had advice r professional athletes or young athletes hoping to move to professional careers. there are plenty in prince george's county. focus on your craft. don't worry aboutthe partying. focus on what you are supposed to be focused on.ve i belie his message was, had he been focused on what he n't have put himselfould in, he the this happen. ve >> both of them? >> both of them made decisions that night that put both of thei in very diflt positions. hopefully, the message will get back to students at the university of maryland. you haveonto be careful both sides to make sure you are taking care of yourself. >> in montgomery county a councilmember says he was racially profiled during a traffic stop. that's what he thought when a state trooper pulled him over

and asked if the car he was driving was his car. sorr iocory, the next quest was, the police officer asked him, do you have any outstanding warrants?q uestions like those raise questions? right. and hear councunthe cocilman t it, he says his training kicked in. just speaking very slowly with the officer making sure that the situation did not escalate. that's why he felt as if there was something more to this stop. he called it a pretextual stop. i am getting pulled over so this officer can perhaps maybe search my car, askother questions that could lead him to have probable cause to search me or to detain me to ask me questions. so he, you know, went along with the st. produced his registtion, his i.d. and went on about his way. he was obviously very bothered bout the situation. maryland state police says it wasn't the case. the questions of is this your vehicle or do you have any

outstanding warrants is standard operating procedure during a traffic stop. so ty also said that, you know, it's part of their department policy that biased-basedn' policing ist tolerated.' a he said/he said. but i think what bothers him thm t is, obviously we know that it's been a rough couple of weeks/months in montgomery county when it comes to police and communities of color. there was a video with an officer speaking of four black men detained outside an mcdonald's. this incident happened a few days after a forum on community policing a trying to improve the tr ot between communitiesf color and the montgomery county police department. so he said, you know, this isre just m reason to continue to push forward to continue to try to bring some reconciliation and to improve things in the county. >> is it a teachable moment? is it a teachable moment on both sides for the police as well as esidents? >> i think, yes.

he certainly sees it as a teachable moment. and not just for police, you know, understanding how stops like these are viewed within the -- f perspective of african-americans, but also for the folks who get pulled over. what he called hining really allowed him to stay calm, to make sure that this didn't escalate to something th could have been much more tragic, much more unfortunate. i think that's the message that he wants to drive home tt, yes, police officers have a job to do. in this day and age with what's been happening in montgomery county recently, offirs have to know and state troopers have ps know that some of these st are viewed with apprehension and some hesitation. and i think as he moves forward he is going to continue to point that out. >> all right. we have to take a break. we'll be right back. stay with us.

setting the record straight. the mayor of a upper marlboroboro has clarified her reason for abruptly announcing plans to resign this past week after an outcry prompted by her claims of racist attacks and bullying on the job. tonga turner says the real reason she is resigning is to spend time with her young children, t because of racism. she announced her resignation soon afteshe talked vividly and very candidly about her experiences during a town hall meeting. she clearly did not eect the outcry that followed? >> yeah. o she sid that in retrospect perhaps she should have separated talking abouthe racism and the bullying and attacks and vandalism and all of that happened versus her stepping down. she said the two subjects arev ery separate. people at the meeting di t't feelat way. they thought that this was why she was stepping down, that at the end of the day it had become too much. she was spat on.

she had her tires slashed. she wasalled the "n" word. she was called some other racist words. and tormented, i know, pretty much during her entire time after she had taken office and had a forr member of that commission sitting in the audience drawingswastikas on a notebook. >> during the cocil meeting? >> during e council meeting, and somekne too pictures. and heckling her trough the meeting. >> this sa woman who is very strong and is seen as great leader and people in upper inrlboro will tell you she has done amazing wor the year and a half she has been in office. he she brought back marlboro day, brought hundre of thousands of dollars to the tow and doing just tremendous work, trying ild an economic development, wanted to expand the boundaries of the town it's the county seat for prince george's county. it's one of the most undeveloped portions of prince george's county. so allf this was happening, and some criticsre saying that

maybe it was too much too soon for some people and that's why it was so difficult for her. at the s end of the dayhe said it has nothing to do with why i decided to ste down. i want to spend more time as a mother and i have a full time career and i took on too much with the city of marlboro. there are still people walking away like, i don't know. but that's what she is saying is happening. >> she movesn. and someone will take her place? >> yeah. the way it's explained to me is the two commissioners left will have to decide who will be the nextmayor. then hey will have to have a special election. >> what about the issue she brought up? >> which is more important than anything, right? a what she said the reas i discussed what's going on with race in the town because i want the next person to know it wasn't all rosy, i had all these issues happening so they could be prepared to deal with it. so that is something that the people in that town are going to havto deal with. some folks who i talked to were saying peopleed eleer into office and abandoned her.
