over the weekend. now, the passenger says he was coming to the aid of teenagers he thought were being treated unfairly by police. metro originally said he was interfering with an investigation before dropping those charg yesterday. an arrest tonight and an arson caught on video. lakeisha hazlewood of southeast d.c. is accused of fire there that damaged a building on pennsylvania avenue southea st wednesday. there were no injuries. more than a dozenwindows though were blown out, and there was smoke damage throughout the building. police tell us tips from the public helped bring them that arrest. and for the first time since that dramatic fbi raid last week, .c. council member jack evans is talking. today he surprised his council colleagues demanding an opportunity to defend himself before they strip him of a powerful committee post, but as news 4's mark segraves reports,i evans stillnot talking to reporters.

>> reporter: it was near the end of the regularly scheduled d.c. uncil breakfast meeting. council member jack evans asked to be heard. >> i have theright to present my side of the story.: >> reportnce the fbi raid on his home friday morning, evans and his attorney have declined to make any public comments, even in the wake of c the councilhairman recommending that evans be o stripped his chairmanship on the council' finance committee. at this morning's meeting evans spoke for about three minutes reading from a written statement. >> imy believe that if colleagues hear my side of they std i respond to all of your questions you will not taky action at this time. >> reporter: evans provided few details about what his defense would be, but he did call into question the memo written by a law firm hired by the metro ethics committee that sparked many of the calls for him to be sanctioned. >> i'm available starting right

that's a lot of peoplewith a group this big. how are they going to differentiate themselves. >> reporte i know, wendy. well, really becomes such an interesting question because especially for some of the people whongot in the campa late but still got on the stage, some of the people with low poll numbers, do they go after their competitors? do they go after the occupant of the white house? how do you articulate in a very finite amount of time who you are and why, why you deserve their vote? it's not going to be easy. >> how are they going do that and especially about going after each other. you know, eventually whoever wins this contest has to go up against whether you agree with his tactics or not a great communicator, so do you give him ammunition overxt the ne you know, few months? did they talk about whether they are going to be -- how aggressive they are ng to be with each other, you know?

viewing and the next part shows the recording of your camera and demand money immediately or thel claim they wiblast out the video and they create websites that look just like the ones you frebt andey are tryin frequent and they are trying to get your password. >> they are creating identical websites from what you would go on to, anyusiness sites. >> reporter: email extortion complaints jumped 242% just last year. hirginia had the fiftost complaints of any state, and it worked. in 2018 americans were taken for $2.7 billion. fairfax police say on an individual level scammers are tricking lots of local peoe with the popular cell phonewo ge s with friends. inside that game you can chat with your opponent. scamimrs start a se conversation and then work it into a conversation about their mother and the scammer makes had a move by trying to get the victim to give their mother's mayden name. >> right there they have one security question we're all vy familiar with. log into anything, you have the
