the nbcashington app. just o search fourthf july. all right. switching gears. it has been one year since a gunman shotnd killed five people inside the "capital gazette" newsroom. todayhere is a growing memorial to remember them. the survivors gathered to talk abouttheir colleagues today a a park and to rlect on this day together. ahead at 5:30, news4's chris grordon joins us fromnn aolis with messages from those survivors. prince william coun police are investigating after someone dro their car to a 9/11 memorial at freedom high school in woodbridge. can you see the marks in the grass and the benches knocked over there. a security directore at th pool saw it happen wednesday morning and reported it to police. they are still trying to find e driver responsible. >> now we want to head back town to share hotsville. a white supremacist gets life in prison today for the deadly hate crime. >> julie carey joins us from charlottesville with more on

this. julie? >> reporter: well, it's beenlm ast two years since white sfrem sift james field came here to ohio to join the unite the right rally and plowed his dodge charger into a group of counterprotesters. he set theay back in march when he pleaded guilty to the federal hate crimes cha avoi theeath penay b toniestrg o he and his victims he'll never walk free again. now today in court something we haven't heard before, an apology from james field. he said, quote, to the judge anv to theictims gathered in the courtroom i would lik to apologize for my actions on 1 august2. i would like to apologize for the hurt and loss i've caused. his comments cameev after sal hours of eart wrenching testimony as victims described th lasting impact of his hate-filled drive into that crowd of counterdemonstrators. they gathered to oppose the unte the right rally.

heather heyer was lled that day, and more thano two dzen others injured including a woman from northern virginia. the victim told the judge about the fear that still consumes their daily lives. some of them can no longer go out and run because of broken legs a some are still struggling to walk again and so many of them talked about suffering from ptsd. here now theon reacti from heather heyer's mom and one of the activists who marched that day and witnessed the hate-filled attack. >> knowing that he won't be out again to cause more harm to more people helps. a knowing that clear message has been sent hoping to prevent other deaths, that helps. >> he gets what he deserves. he desearchrved that and more.im for ho ask for mercy. that right there, it didn't resonate to me, like are you serious? is. >> prosecutors are also hoping

that this life sentence -- multiple life sentences here today send a strong message to other white supremacists across the country, that if they commit acts of hate likethis, they will be dealt with severely. now, this is just one of two cases against james field. he's also been convicted in charlottesville circuit court of the murder of heather heyer and of injuring and t making allose people. a jury made a recommendation in that case of life plus 400 ut years, bhat sentencing won't happen until the middle of next month, so today's life e,sentenc the first official life term given to james field. back now to the studio. >> a tragedy the entire country witnessed. julie carey with the sentencing today. julie,yo thank >> traffic stops by police in the district will now be tracked. according to race it's part of an effort now to find out if officers are racially profiling african-americans. this was supposed to happenee threars ago but officers haven't been collecting the

information. news 4's mark segraves reports on a judge's ruling ordering police to comply. >>s it happndreds of time each day. >> police stopping people for traffic violations or other suspected crimes. activists like eugene courier believes d.c. police are targeting african-aricans without probable cause. >> the d.c. police like most police around the country are using their first point contact with the black community, the stop and terrific tactics, based on the assumption that black people are more likely committing certain crimes. >> reporter: in 2016 the d.c. councilrassed the n act to address the concerns. the law requires d.c. police to track the race e ofry person they stop whether that person is charged or not. hey must also track the location of the police stops, but in the three years since the law was passed d.c. police have notomplied saying their current technology wasn't capable of collecting the data,

but a d.c. superior court judge dismissed that argument saying the police could have come up like temporary solution this one-page form that they have ordered them to star using. judge john campbell said iodicial intervent is both warranted and necessary. >> we've been saying along that we'll ve a full-time solution which i believe this court will be comfortable with in the summer. > while the archief's deptment starts complying with the law by the end of july it's possible the bowser administration could appeal the jud 'scision and further delay the collection of the data. >> the chef's response is completely disingenuous even after being ordered to comply by a court. they are still considering ways delay further. in the dis ict, marksegraves, news. preliminary data released by the police department shows of the 10,000 people arrested for driving without a license, 80% were icafrican-amern.

hey, we've got a severe rm thundersarning in prince george's county. doug is tracking this from our storm center. we'll have an update in just a few minutes. >> three ms-13 gang members, h none of t older than 17, gunned down one man and injured another today. one of them was sentenced tof liin prison. prosecutors say they stalked a former rival gang member at a prince george's county nightclub. as news 4's darcy spencer shows us, they killed the wrong ma >> a teenage ms-13 gang member sentenced to life plus years in prison for the ambush murder of one man and the attempted murder of another. fernando barras was just7 years old when he wascharged, and his two accomplices were 16. >> quite frankly don't want to send young people away for lifet but that's was justice here

maintained his innocence calling it a case of mistaken identity. in chillum, darcy spencer, news 4. now to decision 2020. after two nights of debates, voters have now heard from 20 of the democratic hopefuls. entering this week former vice president joe biden was the clear front-runner, butt now seems like we know who his biggest competition may be. joining us now is nbc news national political correspondent steve kornacki. steve, let's start with the moment everybody is still talking about, that tense exchange betwn senator kamala harris and biden about race. will that move the needle for harris, and how is it impacting biden so far? >> yeah. it's interesting. biden already trying today to clarify his comments so clearly his campaign feels there's some work to be done in the wake of e that mo last night. also there are some early indications from an overnight poll, a snap poll that was taken. morning consult did that that

showed kamala harris surging in the wake of the debate and biden dropping somewhat. harris moving into a tie for second place nationally. she had been much lower. biden in the lead and his lead reduced, so the early indication there is th joe biden suffered somewhat from this debate and that kamala harris bashedly improved her dcision and as for her she will get a lot more attention, a lot more media attention and attention from activists now so it gives her a shot in the limelight. >> and taking into account both deate nights, who has to double down and get busy and get to work? >> yeah. the biggest challenge coming out is frankly for joe biden. not just the substantive disputi he had w kamala harris. i think what has his folks unnerved around his campaign and emocratic voters is how he handled it. he had a week to be prepared for the possibility that someone, and kamala harris onm, hi might challenge him on the stage, and his response, he seemed

unfocused and seemed to be grasping for words, and a lot of people looked at that and saide th remember joe biden from 2012 and remember him from 2008, hand that looked like a different biden on the stage. can the old biden return next time around, or is this the new normal? i think that's a b question. >> a look at where the democratic party is right now and where does itneedto head? >> it's fascinating. i mean, the common thread here between most of the answers that tyou heard from all of candidates last night is they believed candidates who this party has moved substantially to the left just since donald trump has become president. you can see that panicularly o questions around immigration, questions around race and a little bit there with that question of private insurance andkamala harris at least in the moment on stage seeming to endorse the idea of getting rid of private insuran ne. she's back away from that, but i think that's something longer term that some republicans are looking in and say there might be an opening

all right. doug is here to continue to talk about ese storm chances that are kind of widespread and, you know, pop-up showers that we're starting to see now. >> not everybody is seeing hem, have a couple of severe thenderstorm warnings out t. if you're in montgomery counyo haven't seen much at all. another warning is back along the blue ridge. let's take a look to show you what's happening on storm team 4 radar. can youee where the storms r.few and far between, but where they are, they are strong and have some very heavy downpours associated with them. zoom right on in towards this storm in towards prince george's aunty, and, y, this is a couple of different storms, a nice little area of storminess. we've got a new storm that just popped in through d.c. thissy is veer thunderstorm warning does include washington, the northeastern parts of it, print was for storms i george's county, but a new storm

is forming behind it. i'll show ye what we talking about, and we'll have a storm back towards reston. capital heights and moving right across the beltway over towards route 50 and up towards upper marlboro, north of upperarlboro and along 202 so heads up in this area. back to the west and tracking another storm. arningevere thunderstorm going until 5:45 and you see this one around luray, around the front royal area and more storms along i-81. heads up this evening. keep a watchful eye to this sky. right around the reston area, odds are we move on towards route 7 down around 50 as well and check out these storms as they move on down towards d mcclains an tyson corner. you can see the line here that continues to move into our area. i want to show you these storms frommer to cam. you can see the rain out of this had. i want to move up and tilt up and show you these storms. this is from northwest washington. look as we tilt all the way up,

guys. this is what i love about atather. look the cumulus clouds and they move all the way up, and you can see how tall the tops. are these shooting tops, and now any time you see it get like this, you see this right here. that the top of thunderstorm right there, that's thovershooting the top of the anville like system. that shows you you've got a pretty strong storm out there and we will continue to see more of these throughout night. 939 degrees is the high temperature and today's highs, the hottest days we've seen so r far this yend we think we get even warmer during the day tomorrow. 939 at the airport and 59 huntingtown and 92 fredericksburg. heat a big issue. 97 d.c. and 100 in leesburg and renear 100 deg in annapolis and i do expect these to go up during the day tomorrow as well. high temperature tomorrow up 94 ich means, yes, we're predicting the hottest day of the year coming tomocaow. sered thunderstorms in the afternoon. we'll see a couple of those as well, and, yes, some of those could be strong, possibly severe begin, because any time you have this kind of heat it helpshe atmosphere to kick off some of the storms.

6:00, a new warning, this one for anne arundel county. look at all the lightning with this storm right here. i want to time this one. this one is moving miles per hour. on this track, again, incredible amountsf rain. annapolis at 6:0. if you live there, please take precautions. this right now over croston.n you caee where the warnings are, one here and one in anne arundel and another one. this includes the ea around pasadena and that as well continues until this evening, rather until about 6:30. now back to the west. not a warned storm, right between reston and the dulles toll road and then here is the line that has developed, and you can s every county within this line is now under severe thunderstorm jefferson county, loudoun county, park county and page county and fauquier county and

towards culpepper county and rappahannock and you're tracking this as it is makes its way through the area. we're not done, and if you haven't seen rain you might get it with this rain. >> the national weather service saying that broken line of thunderstorms back around i-81 is moving to the southeast at 15 miles per hour, so that's not very fast. here's some potential impact times for you.ne if this li stays on its current tracks again, moving towards the southeast at about 15 miles an hour, check it out.n mov towards rappahannock county at about 6:02 and towards bluemont and continuing on towards the purserville area and middleburg around 6:45 as well. that's the timing for this line of very heavy rainfall and potentially gusts up to 60 miles per hour. a lot of lightning as well. this is future weather inhe ext ten minutes. notice it has areas of rain out there, and we're basically looking at this the to get an ideaof whenhese shears are going to fizzle out. between 6:00 and 7:00 p.m. we continue to track areas of rain

and even 8:00 p.m., the sun is up, so we'll still see areas of rain and potentially pockets of heavy rain still out there at that point and once we hit about 9:00, 10:00 p.m. the sun goes down and we lose day time heating and lose that fuel for these storms. they will fizzle out. most areas dry by 11:00 p.m. f you're headed out, grab the umbrella, and headed out tomorrow a very similar story. looking dry during the morning day idday hours and as the wears on a chance for a thunderstorm real starts to build. there's a chance for some thunderstorms aroud during the mid-afternoon hours but especially during the late afternoon and evening hours it's going to be hot out there with a high of 94 ands thunderstorms a well. doug, it's breezy, lower humidity on sunday. we're keeping it mainly dry. high of 93 so if you're getting out in the garden on sunday it's looking quite nice. >> still on the hot side but behind that we get even better on monday we think so take a look at the high temperatures. again, tomorrow we're eecting e hottest day so far this year. tomorrow it's 94 degrees.
