meagan fitzgeral news >> we're going to have more on the swatting hoax and what police are saying about police department hours after the scary encounter. that's coming up at 6:00 this afternoon. we're also learning more about a double shooting in the district. a man who was thought to be at vicim has now been charged with meder. policay 21-year-olduane garmeny killed christopher payne in an alley on w street northwest. when police arrived both men were shot. garmany was not serisly hurt but payne died at the scene. a man pled guilty in a dui crash that killed three little siblings. we first told you about this tragedy in december. the driverammed into the family's vehicle on indian head highway. thomas hawks is facing 36 years in prison now. new 4's tracey wilkins is live up inner marlboro with the emotional reaction from their parents. try? >> reporter: well, we learned

today in court that his blood-alcohol level was twice the legal limit and what that ik looked l he was incapable of standing. he couldn't walk anywhere without assistance. aton point police set him on the guardrail and he fell over and when they put him in the patrol car he fell asleep and today in court he took responsibility for the dui crash that claimed three young lives. >> it's bittersweet moment. we're sotappy tha this is almost over. >> reporter: ile mejia famy has been saved from a lengthy nd trial aaving to relive the unspeakable details of the crash that killed all of their children. >> you just everything replaying inha your head in whatever you remember that day, and -- and that and everything else is why we just want this o all tend. >> reporter: today 27-year-old thomas hawks pleaded guilty accepting responsibility for the dui crash that killed 5 years twins alexander and rasalie and

1-year-old isaacejia. hawks' vehicle slammed into the back of the family vehicle when they were stopped at a red light on indian head highway last december. >> we were coming from church. they didn't deserve to leave. we had so many ambulance them. >> reporter: the parents were both injured in the crash and are expected to live wif the pain o those injuries for the rest of their lives. they are also living with the pain of no longer having their eyildren. last monday th experienced the twins' first birthday since their death. >> and we had to sit at their grave site missing out on the plans that we had for them graduating kindergarten. >> hawks is out on bond. he's expected to return to court in september for his sen tension, and the judge will be the one to hand down that sentence. he's looking at up to 36 years in prison and a $45,000 fine.

reporting live in upper marlboro, i'm trace wilkins. back to you in the studio. >> such a tragic story. tracey, the outbreak of violence continues to plague the district. there was a triple shooting over the weekend and one was a drive-by shooting that left two young children inj ed at a bus stop in southern avenue and southeast. wamayor muriel bowser ts people to speakp about the violence. >> the whole community needs to be outraged at what transpired, and everyone who knows something about the ca needs to come forward. >> a 20-year-old man was also hurt. all three victims are expected to recover. police are looking for the driver of a dark-colored sedan who is said to be behind this violence. got a warning tonight from the d.c. fire marsh after a child loses several fingers to fireworks. news 4's aimee cho is live forn us i tenleytown. it's a familiar story, aimee.

few if they are just a minutes from their destinations the trucking industry has pushed to change some of the rules to make the hour limits more flexible but highway safety advocates warn changes could make the roads less safe at a time when driver fatigue is a growing problem. the government's own internal watchdog warned dire conditions at a texas border station. this happened as far back as may. nbc news has obtained the report prepared by dhs inspector general. that report said agentsere paso station because th feared riots could break out. it also says there were only four showers for nearly 800 migrants being held there. more than half the migrants were being held outside. others kept in overcrowded cells. as late as last week the trumpn admiration refuted reports about the poor conditions at the border stations calling them

wasn it wasn't storm, it was hail. i thiss what resident woke up to. we don't see this our area by any means. streets covered in hail. now the city there is at an elevation of about 5,000 feet, so it is higherup so as the storm system move through coupled with the higher elevation and the mountains there, it was able to produce this realy impressive convective storm system, so this is why we saw the hail, and, guys, it wasn't only hailfa ing from the skies. what we saw was also rain mixing in so when you're seeing these images, don't think that it was only hail falling. we saw the hail and rain mixing together and creating a slushy. we've all beento seven and that's what was in the streets of guadalajara sunday morning. hail piled up to four feet or more and guadalajara is similar to ellicott sit in our area. we'll have all the rainwater filtering down into the city along with the hail so as the

h, it's july 1st, kind of hard to believe, right, which went a number of new laws into effect in d.c., maryland and virginia. one of the new laws com aonteme. the wesleycharles lapicki act n ed offer a third grader

who ded while helping a teacher operate one of the motorized partitions at his s ool. now the new virginia law prohibits anyone from opening or closing one of these powerful dividers while students are in the classroom or adjoining rooms. the only exception is if the wall hasty a sensor installed which will stop it from moving if somewhere gets in its path. this new law requires annual trafing for operatorshe motorized partitions. a new month means just teeny bit more money for workers in the district. today d.c.'s minimum wage increased 75%, so now it'sp to $14 and uhour. all employers have to pay this wage regardless of the size of the business. mayor muriel bowser sane that had law in 2016 and today she celebrated the increase with workers in the district. >> i've said many times that one of the most important ways that weian g more washingtonians a fair shot is by getting residents connected to

good-paying jobs. a pathway to the middle class for many people starts with good-paying minimum wage job. >> in montgomery county the minimum wage going up today, up to $13 fo employees that have large companies, larger companies and it will be around 12.5 for smaller and mid-sized businesses. also lots ofdriving-related changes in virginia. starting today the state can no ounger suspend your driver's license if y have unpaid court fines that are not related to driving, andin usa hand-held cell phone is now banned while driving in work zones. texting and e-mailing while driving remains banned on all roads, and there's now a tougher enalty for drivers who fail to move over when police or first respond remembers parked on the side of the road. it is now a misdemeanor instead of ju a traffic infraction. >> good. well, maybe you've seen them,
