accepting responsibility for the dui crash that killed 5-year-old twins alexander and rosalie and 1-year-old isaac mejia. hawks' vehicle slammed into thei back of t vehicle as they were stopped at a red lies on indian head highway last december. hawks' blood-alcohol level was mo than twice the state's legaat limit. the scene he was unable to stand, and a one point he fell asleep in the police patrol ca. >> we were coming from church. they didn't deserve to leave. we had so many plans with them. >> reporter: parents alexis and juanita were both injured in the crash and are expected to live with the pain o fose they are also living with the pain of no longer having their chondren. last mday they experienced the twins' first birthday since d theirth. >> reporter: we had to sit at their grave site missing out on the plans that we had for them

as graduating kindergartners. n reporter: hawks is out bond as he has been since this accident happened unt his sentencing set for september. he's looking at the possibility of up to 36 years in prison and a $45,000 fine. reporting live in upper marlboro, tracey wilkins. >> just awful. >> thank you, tracey. we have a developing story out of northern virginia where one person is in the hospital ur seriously inj from a shooting just outside of a mall. that shooting just a few hours ago a a ping garage at the pentagon city mall. news 4's mark segraves joins us rom the scene with the details of how thisunfolded. mark? >> reporter: yeah, good evening, wendy. police are just wrapping up their investigation inside the parking garage here at the penton cityall. this happened just outside entrance to macy's on two different levels is where the investigatiois ongoing. police are not telling us much except that two people got into some kind of an altercationde

insiparking garage, a gun was fired and now one person is fighting for their life. police do say though there is no threat to the community. it happened about 1:40 this afternoon in the parking garage at pentagon city mall just outside the entrance to macy's. one person was shot after getting into an altercation with another person. witnesses say they heard as many as four gunsts and minutes later police arrived police say their investigationcu is fosed on the fourth and third levels of the parking garage. handgun was returned on the third level just to the entrance to macy's. all investigatorsnow so far is that there was a struggle between two people in the garage and one o them was shot. >> we don't know what led us to the struggle. we are investigating everythi that took place in the garage. >> reporter: now the shooting does not appear to have impacted shoppers or employees inside the mall at all. in fact, when i called the mall's main office thisoo afternwhile the

she's now tied in that survey for third with elizabeth warren. the harris campaign also touting a financial boost saying they raised $2 f million innd raising dollars after that debate and the cmpaign for pete buttigieg, they released their second quarter figures totally nearly $25 million, more than three times their first quarter haul. >> new information about a deadly kayaking accident over the weekend maryland. we've now learned the victim was a secret service aspnt. cial agent stephanie hancock was on the severn river when her kayak overturned. hancock had been with the se set servicece 2007. the outbreak of violence continues to plague the district. over the weekend two people were killed and a triple shooting t left young kids hurt. they are just 3 and 6 years old. police say that they were at a bus stop when someone on southern avenue started shooting.

right now a man who brutally killed an axandria shop manager is found not guilty by reason of insanity. >> a murder trial earlier this year ended in a hung injury. today prosecutors decided not to seek a second trial for the jackson. f slad

transportation reporter adam ays taking a closer look this is all in the name of safety. >> after 53 years oro cssing he same intersection, aida takes a little more time to get fr one side to the next. do you worry about the cars and, you know, the wait drivers are? >> yeah. >> reporter: they don't see you? >> no. they no looking who is coming, nothing. yes, they are speeding. >> reporter: and as she wrightly ints out, speeding and turning don't mix. that's why d.c. is using more and more of these pylons and setchdevices. we've got 835 low kragsz across the district and already put in place 35 of them and over the next year will be putting more in. they are known as left turn devices or left turn calming devices and they are designed to protect pedestrians. the whole idea is to force drivers to go out into the intersection like that truck right there and stay away from a crosswalk. more than a 90-degree turn and that cuts down on the risk of an
