put a family danger from the high water and dramatic rain that fell during the height of the morning rush. watch here as this d had to carry his two little girls. they were around 7 years ofge in, each arm to get them out of their stalled car, trapped in high water here at the intersection of little falls pkway and massachusetts avenue. luckily the dad was able to carry them away sely, and a good samaritan rolled up who watched all of this play out and actually gave them a ride home. >> he was unable to open the car door, so that's why he grabbed them and out through the window. i was just going to go near by him, and then i -- i saw that it was okay that he grabbed the kids, so then they were walkin on the grass area. >> reporter: and you took them home. >> i took them homes, yes. the kids were a bit afraid and they were like oh, dad, what's

very good news in this area. leesburg pike just secods ago reopened to traffic and this scratch has been closed sincey earlis morning. it has been a mess traffic-wise. ca you see the backup all the way as far as you can see, but want to tell you this morning. this area was much worse. this entire area was flooded.re over thehat bridge completely covered with water stranding hundreds of residents in that neighborhood. >> it was it a different kind of rush hour this morning as water rushed over the only access road to the neighborhood stnding hundreds of people as this is the only road in and out. >> it was high. water probably, well, it was up above this guardrail. >> the scene was the same at four mile run inng arliton where the racing water was so high it flooded this parking lot. rts of the gw parkway had to be closed at times because of

the rising water this. man was happy that the water didn't get insid his car. >> driving to work,ai rng, and -- and the water was coming down so i stopped. just picked the wrong spot to stop. >> reporter: smaller roads in the great falls area also were closed because of the flooding. this was the xenon chimney road near wolf trap where a car is nearly covered by rising water. the flooding hit roads hard across nort the heavy rain was a factor in this accident on 495. now a spokesperson from the virginia department of transportation just got off the phone hth him and told me there are about 20 roads in the northern virginia area still impacted by the flooding even though the water has basically receded everywhere, including some bridges. she tells me that engineers are out inspecting those areas, and particularly those bridges to make shower that they are okay to reopen. in someases the water was so high it caused the asphalt on top of the bridges to buckle,

lots, lots of roads in our area are still closed. we have the latest list on the nbc washington app. search road closures. what day. >> let's get to the storm center right now. doug and amelia are standing by with a look at what exactly happened this morning. >> hey, doug. we hear about flash flood watches all the time, but a flash flood emergency is rare. what's the >> a flash flood warning happens when you have rain in a certain area, and you're seeing floodwaters coming up very quickly across parts of the area. an emergency occu when that same water is now life-threatening. that's exactly what we saw across the entire metro area earlier today. the water rising so fast that people had nowhere to go. saw what happened there. that's why they say turn around, don't drown and do not leave your hofee. your ay in danger, and it certainly was. >> we reached out to the national weather ndservice, a they just started issuing the flash flood emergencies in 2011, ane there's never ben one issued for the district. >> we had a couple of them last

year. thewettest year all last year and ellicott city was a flash flood emergency. ok at the extremely heavy rain making its way on down and moving slowly. this is where it was at 6:00 this morning. in three hours through 9:00, it only moved through montgomery county. that's why we saw such incredible rinfall around the area, and right around 9:00, right at the heart of the morning rush. look at the incredible amount of rain falling dow through the city and how much rain did wey. >> these are radar estimates. 4.6 inches into frederick county. 5 inches of rain, and that's now confirmed with ground troops as well into month gomery and parts of frfax county, 3.4 in prince george's and just an incredible amount of rain that came on through the area, guys. the good news is this is all moving down to the south. now we're left with a few howers and even some sunshine is making its way out now. >> doug, here's the thing.
