right here. the onein the pink shirt. news 4 owes meagan fitzgerald talked to him about a day she won't soon forget. >> reporter: leon, we talked to the guy. the guy's name is william diggs, and he said the floodwaters rose so quickly how the here yeerday morning that there's nothing that they could do to escape. it's hard to believe that this is what o much the dmv looked like yesterday, flooded roadways, a father carrying his two daughters, qckly trying to make it to safet ary moments for others who weren't immediately able to walk away from their cars. >> and when you go into work, in you don't th you'll end up on the roof of your car and i did. >> reporter: this is william diggs in the pink shirt stranded on top of hiseh vicle on canal road just after 9:00 monday morning. >> in a matter of five minutes it went from okay, we'll wait the storm out tka oy, i'm not sure my car is going to run again. >> reporter: diggs says the only way out of his car was through the sun roof. he snapped this picture showinge

possible severe storms coming up on thursday we'll tare about that, and then i'm tracking the tropics, too, a couple of things to watch out for. >> doug, regarding the storms, possible storms ony, thursda are we talking about a weather alert? >> i think it could be a weather alert day. these storms are not going to he bring tflooding that we saw but could bring some very strong wind and you've got the three th ingredients you need, the heat, humidity and trying their woulde that front. we could see strong to severe storms thursday. maybe weather alert. >> thank you, doug. ti >> we're get a look at frightening video this evening. this shows someone firing shots on an onduty d.c. police officer. look t cere towards thenter of your screen in the circle there. you see the flashes of light as that gun is being fired by the man hiding behind a tree. news 4's justin finch with the latest on the search to find this person responsible and how he fbi is pitching in. >> this very easily could have ended much differently. the officer in this case could have been hurt or far worse, so

now d.c. police and now the fbi as well are searching for that suspect who put that officer and others in danger. we have a look now at the scary seconds captured on surveillance video. this is the morning of the 4th of july, roughly around 4:00 a.m. and you're locking at surveillance video showing suspects walking a dog. that may seem benign but there's more to t.d.c. police showing the suspect with the dog. minutes later the suspect is back on the scene, as you will see there, crouching behind the tree and firing shots in the direction of that oicer. theofficer, again, was on duty and the relief here is no one was hurt.lo a at where this happened, a closer look here. this is 46th and hillside road in southeast. this is not far f benning road and not far from the

maryland line. d.c. police and the fbi, again, teaming up t find who that trigger man was. the fbi tweeting out here, our community must sta together with the law enforcement officers as they protect and serve the citizens of the district. we can tell you this as well. the d.c. police and the fbi offering a combined $11,000 award for tips that lead to the conviction and srest of the uspect in that video shooting at an officer on the morning of the fourth of july. justin finch, news 4. >> we're working to find how a maryland state trooper is doing after being hit on the beltway. the trooper was responding to a crash near pennsylvania avenue in forestville this morning. the driver did stay at the scene. police are investigating a hit-and-run crash that injured a motorcycle where westbound 495 leads to southbound 95. police say a motorcycle and a box truck were involved in a crash with a third unknown

commission. >> reporter: all the bills that could have been voted on today will now be referred to the crime commission.l it wilmeet over the next several months and then put forward its recommendation in the fall. in richmond, virginia, i'm julie carey, news 4. more breaking news now. the 9/11 first responders bill will get a vote in the thuse friday. house majority leader steny hoyer tweeted the news just moments ago. the house had been waiting for a congressional budget office analysis. the bill is now named in honor of luis alvarez and ray pfeiffer, two first responders o died from cancer. senate leader mitch mcconnell has said his chamber will take up the measure in august. >> a milestone here. self-made tech billion an h.ro perot has died. a non-politician who made an historic political impact in this country. he twice ran for president as an independent in '92 and '96. he was the most successful third-party candidate in this count in 80 years.

>> we've got our items in here and we're ready to check out. we both could have gotten our orders in as little as an hour but scryduled delive for the next morning. instacart charged me $3.99 for my delivery and a 5% service fee, plus we go mans' prices are slightly higher in the app. meredith was able to pick a two-hour delivery window for free but could have pai $5 for a one-hour window. but don't forget you also need an amazon prime membership to use prime now. >> okay. our orders are placed. now we wait. ere's the breakdown of when we're expecting our orders. safeway and we go mans should be here between 10:00 and 11:00 a.m. and giant anwh le foods between 10:00 a.m. and noon. >> hey. how are you? ice to meet you. >> one by one the delivery star arriving, all of they will right on time. both giant and we go mans sent us notifications letting us know when the orders were on the way. safeway didn't send anything and used door dash to deliver our items. prime now didn't give us a heads

the court could take three months to make a decision. pat? >> susan, thank you. a consumer alert about the way one of the world's largest hotel chains advertises its prices to you. d.c.'s attorney general is suing marriott internaonal, accusing the chain of using deceptive and misleading pricing practices. the lawsuit claims marriott advertises low prices for its hotel rooms and then adds resort fees or amenity fees during booking to make up for the low rate. attorney general carl racine says the fees are often locked tougher axes making it for you to determine how much of your money is going to the government and how much is actually going to the hotel. >> these resort fees can be as oittle as $9 and as much as close to $100 the charge room.

>> the lawsuit aims to force marriott to advertise true prices up front and provide partial refunds to tens of thousands osu conmers and pay civil fines. marriott international says they do not comment on pending litigation. it's been just over a career since a little girl went into cardiac arrest after she was shot at an outdoor fountain at mtional harbor. today we're hearing from thett li girl's parents in a video released by the family attorney. wendy rieger is in the newsroom with a look at you how this ordeal has changed this family's lives forever. >> can you imagine the pa lnts of ttle girl say they remember her as a smiling, vibrant child who loved life and used to love running around, but they say they have not heard her voice or seen her walk in more than a year. the little girl was just 7 last june when she was shot by a railing at the mgm.

her mother has said she has had to quit her threebs to stay home and care for her daughter three times and she and her husband talk about the toll this is taking on their lives. >> not hearing her voice, not hearing her say, mom, happy mother's day, giving me a hug, telling me how much she loves me, it really hurt me. i've been upset the e wholentire day, didn't want to lk to anybody. >> we pray to god, you know, that god will continue to help her get better. >> i hope to hear her beautiful oice again and be able to talk and walk and eat through her moh and not through a tube. >> according to the lawsuit filed by the family, county inspectors found the railing that the girl touched were imoperly installed. 120 volts of electricity
