yesterday, second degree assault and misconduct in office for officers kevin morris.he he is t officer seen in that video that first appeared on twitter back on july 3rd appears to sow morris with arnoldo in custody. he is 19 years old.ho appears to s him being slammed on to the ground, the officer kneeing him in the head. the police report indicates, though, that he resisted arrest fficer after he was busted trying to sell ha louis thateneralic mushrooms last week. that video also prompted an investigation regarding the use of eessive force and also led to calls from the community to do something to repair public trust in law enforcement and the acting police chief says that will be critical. and officer morris isow on administrative leave. he has seven years experience on

gaithersburg with the latest. justin, what happened? >> well, eun, right now real concern about that video. the officer involved and what's now ahead for montgomeryounty police. now for many in the county as well as some other coty council, we have an idea. as you mentioned, this year is the catalysthat cell phone video from last week showing the arrest of a 19-year-old shows officer kevin morris arresting 19-year-old arnal dorks, apparently kneeing him in the face at times, slamming him on the pavement and covering his face with his t-shirt. that video did prompt an iternal investigationnto the use of excessive force. it is now also resulted in charges as well and calls from neighbors fr montgomery county to create a police advisory board. a bill has been drafted. the acting chief says these actions are going to be critical moving forward because it's important to improve the culture

county rince georges police headquarters with more on this. megan, good morning. >> reporter: well, good morning. it re came to light that some prince georges county police officers had mistakenly served civil warrants against department policy. the confusion came after those police oficers took a look at a national crime data base. now, chief hankhe says t officers thought that the individuals detained were actually wanted on criminal warrts when they were not. now, to make sure that this never happens again, the department recently released a n new trang video to clarify the policy of the prince georges county police take a look at the specifics here. officers will be required now to look at the underlying bases for the warrant. so not just the word warrant in that data base. they are going to have to out if the warrant is civil or criminal in nature. now, if it is civil, then the person detained will be
