the floodwaters make us nervous. is this b going toe a repeat of handay? >> no, that's w we've been saying the whole time, definitely not a repeat from monday. so far, guys, we're getting out of thisetone pr good here. numerous flash flood warnings from baltimore all theup way towards philadelphia. we saw these storms actually form, the same ones that brought the flooding around baltimore actually helped our area, specially fairfax, the d.c. metro area and points to the north not see the incredibly heavy rain after those storms were through. you saw the first bout of heavy rain and it helped to stabilize the atmosphere. where wengare seei the very heavy rain, down to the south of washington, in and around mount 0ernon, a severe thunderstorm warning into 6:0. it will be allowed to expire. you may see that box actually disappear here. we're looking at this area righ here. this is a very strong storm. waiting to see. this may be a new warning in this region. numeus storms here. this one moving north in towards the beltway. this one moving to the south and this one moving to e east. heads up in and around the area

including new orleans. people spent the day getting groceries and sandbags ready. isuisiana under a state of emergency as thtorm approaches. the outer bands of the storm already have flooded parts of new orleans earlier this week. barry is expected to make landfall some time on saturday. i'm erika gonzalez. back here at the live desk, we continue to monitor the situation, a shooting on north capitol and m streets in northwest. this is nowir a confd homicide. we have live pictures coming there from the ground. uh believe it is a commander with the metropolitan police department providing any up the to crews there on the scene. this happened about 4:00nohis aftern. one person, a man, was shot and killed on northapitol and m streets on the 1,100 block i should say of north capitol and m streets. ain, detectives there on the scene investigating how this happened, who all is involved

this morning they say was unlike any morning they can member. >> i just can't believe that, how that suv just lost control and wt on to the park and took these poor people out. unfortunately. it's a shame. it's a shame that this happened. >> it's terrible, you know? any human being. doesn't matter if he's homele a regular guy, that's term. human being can't be lost like that. innocent people sleeping in the park. >> reporter: work crews remove what was left of the park benches this morning. it appears the two men who were killed were either sitting orsl hrping on those benches when the suv plowed tgh this small park. it happened late last night around 11:30. u.s. park police say this large suv was traveling westbound on pennsylvania avenue when it crossed several lanes of traff, jumped the curb and drove through this park. killing two men. leaving their belongings unscattered across the grod.

the driver of the suv was taken to the hospital with non life-threatening injuries. district officials familiar with the investigation tell news 4 they have confirmed one of the men killed was a homeless resident known to frequent this area. news 4 spoke mto a who said he used to sleep in this park and knew the victim. he did not want tedbe identifi. >> you take your life into your own hands every time you go to sleep. homelesssafe way to be and to sleep is to hide. this -- it breaksmy heart. >> reporter: park police tell us they're waiting on fingerprints from the victims to help identify them so their families can be notified. asor the driver, park police sayishe investigation ongoing and they're waiting on blood tests before deciding if any charges will be filed. in the district, mark seagraves, news 4. and we're following more breaking news. dozens of people sick at a local retirement community. >> two residents are dead and we're asking health officials about thiadly outbreak there.

let go straight to doug for an update in what's happeningut there right now. doug, what are the latest warnings and watches? >> 9:15, so there is aed in flo warning. this is not a flash flood warning, this is a flood warning. we're tracking this right now making its way in towards prince william county and fairfax county. very heavy rain. this is what we justta ed about over the last hour. severe thunderstorm warning into 6:45.uth, going to this does include the city of fredericksburg. strong storm. heads up here. wind, vy heavy rainfall. look at all the lightning here. over cords king george county and carole county again until 6:45. this storm riwet here told you we may see flooding in this area. that's exactly what we are seeing right there. a lotof lightning in waldorf and clinton, maryland. very, very heavy rain.

aerial flood warning, meaning creeks and streams will rise over their banks. so you got to watch out for that as you move on through this area. that goes until 9:30 tonight. heads up in that region. as we widen, this is all coming to an end. the good news is the national weather service has cancelled the flash flood warnings for areas west of the blue ridge. now, think we're going to see that cancel early for us too in a couple of hours but it's still ongoing now for the d.c. metro area in points to the south and east. we'll continue to watch out for that as we move on through. another one right now, amelia. what are we dealing with right now? have that new flood warning for fairfax county and prince george's. what are we looking at now? >> that's exactly what the national weather service is saying, aerial flood warning until 9:15. >> okay. great. we're talking about this lasting right on throug the rest of the evening. >> absolutely. we're going to see rain until about 8:00, 9:00 p.m. tonight. i think i it'sortant to remind

everybody what exactly these weather alerts because i know it can be confusing. i want to startitou off wh what exactly a watch means.ot a of us including the d.c. metro area are under a flash flood watch until 2:00 a.m., ou although dg and i think that will be cancelled a lile earlier. a watch means it could happen so you want to be prepared. we go to an advisory, this means the event is happening but it's a pretty low-risk situation. a flood warning means we're seeing flooding out there. the risk is moderate to high. and an emergency is the highest level that can b issued. this is what we saw on monday morning, that flash flood emergency. when you hear an emergency issued, that's means that lives are at risk. and also the difference between a flash flood warning and a flood warning, the flash means that rain is happening in a flash, cflsing ding issues out there, whereas a flood warning mtrns we'reking rivers, creeks and streams from kind of slowly rising. here's how you can prepare tonight, avoid travel until

potentily dump some rain on us then. e'll be watching it very, very closely. right now, though, we're watching what's happening the next couple of hours. starting to look better in mo areas west of i-95. >> translator: good to hear. now to some breaking news. an outbreak of an illness as a a nosh virginienior living facility. it has sickened more than 50 red zone dents a residents. at the greenspring retirement facility in. springfield our northern virginia bureau chief julie carey has been speaking to the health department about what's being done to try t to stop spread of this illness. >> reporter: the fairfax county health officials say what's so striksg about this outbreak i the sheer number of residents impacted and the fact that it's hitting in the summer instead of winter months. the residents impacted are in the skied and assisted living section of greenspring, something they call continuing

care. there are about 250residents in that unit, one in five have fallen ill. the two people who died, they were alsom suffering fro other complicated medical conditions. they were both elderly. so far 18 residents have had to be hospitalized. although seven of them have now returned to their homes at greenspring and 54a people become ill suffering from respiratory issues. greenspring working closely with the faioax cty health department to try to stop the spread of illness. >> keeping residents who are ill inheir rooms, increasing cleaning and hand washing at the facility,nd they'realso continuing to work with us to report new cases and to keep following and identifying new residents who may become ill. >> reporter: greenring issued a statement which reads in part, "begreen ring's highest priority is those who live and work on campus.

i'm erika gonzalez back witg breaews from the live desk. metro transit police say a woman was se platform at a station this morning. police say there were no other riders on the platform at the time the suspect board a train, got off at dean wood and officers were able to take him into custody a short time later. we're working the story. stay tuned for updates. doreen? >> all right. erika, thank you. an investigation has found that former virginia governor douglas wilder kissed a university student witho her consent. the student is 66 years younger than wilder. the young woman filed a formal complaint with virginia commonwealth university in december of last year. wilderwas the first elected african-american governor in this country and he currently teaches at vcu. wilder has until next week to contest the investigation's findings. "the washington post" reports the investigationalso cleared wilder of three othehe allegationstudent made.

>> the former movie mogul harvey weinstein is reshuffling his legal team again. woman. attorney is a at a hearing today, the judge blowed lawyer josez to leave the case. baez previously told the judge hey crashed over legal strategy. harvard law professor ronald sullivan left the team in may after considerable acklash from harvard students and his first lawyer with drew from the case about six months ago. today's shuffle comes just two months before weinstein is due to stand trial for sex sexual assault charges. a fairfax county man who just finished his prison sentence for kidnapping a girl could be headed back behind bars because it's the latest twist in this decades' long saga of scott tyree. scott reports tyree has found new trouble. in served about 16 years in

prison for kidna a young pittsburgh girl and holding her and sexual abusing her for days in his townhouse in herndon. the victim was rescued after a nationwide manhunt in 2002 and has sce become a national child safe advocate. they transferred tyree to a halfway house in pittsburgh earlier this hear and was potentially days away from his full release from custody, but new court filings we have obtained tyree admitted to breaking the rules while in the halfway house by acessing a website with pornographic images. a violation. prosecutors tell news 4 the violation could send tyree back to jail forour more years. alicia told us his looming release near her fame has been haunting her. >> a ro coaster of emotions. every emotion you can possibly feel i have pretty much felt over the last few monthly i real figured at first that someone would think, oh, gosh,

just a mess out ere. prince george's county, charles county, right along 30 a nasty situation there. down to the south around fredericksburg. over towards carroll county. severe thunderstorm warning in effect. no longer for fredericksburg, only for caeroll now and ov towards parts of southern stafford as wellas overowards king george until 6:30, 6:45, ut rather, b this storm starting to weaken a little bit so that's good news. charles county, prince george's county getting hit very, very hard here. even inside the district getting hit hard. so a rough go of things tonight for sure. you can see where some of the heaviest rain is in brandy wine, all of these areas now under a flood warning. that's aerial flood warning meaning creeks and streams coming out of their banks until 9:15. you might just want to stay away from that on until that time. the best news here is we're inarting to see this pull out to the east, mean back to the

shenandoah valley. you're dry. the rest of us dry the next one to two hours. much more on this comintup over next half hour or so right here on news 4. we're also tracking to the south tropical storm -- itould come on shore on saturday. amelia with the latest. >> and, doug, we know the biggest concern with this storm is going to be the rainfall that it's producing not so much the d and i think the most notable thing coming out of the latest track is that the national hurricane center does not think this will reach hurricane strength, but that doesn't necessarily matter. it's still set to produce the same amountll of rainfa in louisiana, potentially up 20 inches in some locations. that's top what's already fallen there. this includes the new orleans area. right now its max winds are at 40 miles an hour and creeping to the west around 5 miles an hour. here is the latest track expected to come onshore as a tropical storm saturday early,

face any ch tges. senior homeland security officials tell nbc news that president trump has ordered mass immigration raids that are set to start sunday. roughly 2,000 families in ten cities will be targeted. the same raids were postponed three weeks ago, in part becausn of resist within president trump's administration. most students are settling into the long days of summer vacation, but one group of montgomery county students is headed back to school today. >> it's all prt of a new program to make the school year longer. students at arcola and roscoe nix el meantalementary schools in class for 210 days instead of the normal 180 days. >> reporter: you heard right, this is not summer hool, these students are being welcomed back after a short summer break. >> good morning, friends. welcome back. how are we today?

well, we're tracking storms withme heavy rain as you probably will well know depending on where you are. it's going to bring the potential for flooding second time this week. doug is going join us again for an update in just a few minutes. there are new developments in the controversy over whether there will be a citizenship question on the 2020 census. president ump is now abandoning that plan. >> because within the hour he h announced is going in a new direction. nbc's justicesp correondent pete williams joins us. is he actually going in a new direction or is he going to stop? >> no, they've given up the fight. they no longer say they'll get the 2020 census form to a question about immigration.

it won't be an addition at piece of paper thao cmes in the mail with it. they're completely abandoning that. the justice department says it will advise the courts of that as well. what the president instead has said he wants the government to do a better job of collecting census data -- citizenship data by, for example, getting more data from other government agencies. this is what the government already does. so in essence the president is simply saying do what you're doing now but do a better job of it because the census bureau now, to try to get an estimate for noncitizens in the country, which by the way, it says now is about 22.5 million. it sends a questionnaire to 2%v of e households every year. this is called the american community survey asking abouted ski and then it also gets data from the social security administration, the department of homeland security and othert governm agencies, states and the military, and it puts all of that together to t to get an estimate of how many citizens there ar so that que'rion that youe

looking at right now is not going to be on the census form. >> well, how accurate is what is gathered and if that was being gathered anyway, then why all of this wrestling over trying to get this question on? >> well, there are questions about howe accurat any system would be, inclungthere were questions of simply asking are you a citizen is accurateu becase many people would simply refuse to answqu that tion. so that's one issue. the other issue is, it's atbest anestimate. even compiling all this data from government agencies. you need to be a citizen to get anmpassport, goverent benefits, in theory to get a job, is the way it's spoisupposed to work. so the government does have a lot of informationonen citizship, especially the social security administration. the government i saying you can do a better job and get more information about it. by theat way, the torney general said something kind of tantaliziai today. he sd there is a dispute anethe congressional districting, how my members of ongress each states gets,
