canceled. high water spilling over from louisiana's lake pontchartrain. ropical storm barry putting levees to the test. this road was whed away during monday's flooding. it remains closed. i'll tell you when stranded residents should be able to get back home. >> news4 at1:00 begins with breaking news. >> so we have breaking news tonight. manhattan plunged into darkness after a massive power outage. the outage stretching from hudson river to fifth avenue. people were trapped in underground subway reportedly in elevators as well. traffic gridlock after the street signs went out. movies and broadway shows, they were interrupted. even the j.loconcert at madison square garden had to be

evacuated. >> please leave the building. >> j.lo herself later tweeted that she was devastated that this has happened. in all, more than 73,000 con edison customers lost power. it all started with anuipment malfunction at a power sub station. the company's ceo justroviding an update a couple of minutes ago. >> we are proceeding on a path to restore all customers hopefully by midnight tonight. we'll then look at the root causes of the event. >> ironically, this outage happening 42 years to the day of the major blackout of new york city. emergency officials say there are no deaths, no reported injuries. rightor now still a huge so we're going to continue to follow this break news as it develops. our other big story this evening, tropical storm barry keeping a watchful eye there.

this system flooding roads, sending people through rooftops and swamping the gulf coast. water is really testing the levees and the pumps. we've got team coverage tonight. we want to begin with nbc's jay gray. >> reporter: barry announcing its arrival with gusting winds,n rain, and places like ouisiana, a violent storm surge. >> this is lake pontchartrain. >> reporter: waves pushing over the banks andnto this neighborhood. look at this. that's the area of tropical storm-force wind. it's going to take a few days for this to get out of there. >> reporter: in low-lying parishes, trees and powerlines are down. roads and communities overrun by the water. the coast guard pulling 12 stranded residents and two pets to safety. the system also lashing alabama and mississippi where even this

alligator seemed to be searching for higher ground. >> this is a neighbor downstairs. >> reporter: a dozen families are ignoring evacuation orders in plaquemines parish. >> do you wish you'd >>evacuate? no. >> reporter: because? >> i have comfort. i'm comfortable where i'm at. >> reporter: fecasters warn the storm will continue to push inland bringing with it flooding rains in some areas 20 inches or more. as the water continues to pour in, jay gray, nbc news, new orleans. >> this slow-moving storm is inching north. you heard jay mention it there briefly. but, i mean, think about this. barry could d up to 20 inches of rain across parts of louisiana. we are keeping a close eye on the storm's movement. she continues nowe with t coverage from the weather center. >> reporter: the core of this storm is now pushing into parts of central louisiana. andso me areas like lafayette have been getting hit pretty

hard, and those are areas that wesoould definitely see of the higher total amounts. so take a look right now. area rotation still pretty well defined. lots of those heavy bands are pushing right up along this route here, and this iseahe ar that's been getting hit pretty hard earlier with some of the rain. it's definitely going tonbe a issue for lafayette and baton rouge. 50 mile per hour winds still creeping 8 miles hour, guys. that is so slow and that is why this storm is going to prove to be very dangerous because it's meandering. but it will have an impact on our area, believe it ort. n erika, back to you. >> thank you so very much. and let's pull our focus back here at home. about the talkin floods that we've had since monday, five days after that one major road is still clafed tonight r it collapsed. the road was suppod to be open today.

keyword supposed to be. uo talk to me about a timeline now, what are yo hearing from folks and from crews out there in the field? when is this going to be open again? >> reporter: the county had hoped to have this road reopened by sometime today. but as you can see from this construction activity, that did not happen. from what i understand from county spokesman, there were some utility lines buried under the road that they encountered that they were not expecting. so that delayed things a little bit. but you can see this is very active right here. they are trying to clear the way for dozens of families who are stranded on the other side of this construction zone. heavy equipment. and tons of gravel. const ction crews are working around the clock to clear a path for stranded residents on belfast road in poet omack. >> it must've been really tough to be cut off like that and cut

off unexpected loechl. >> reporter: this is the kind of damage a flash flood can do. a huge sink hole formed on this road during monday's downpour. it's the same storm that turned some of our roads into raging rivers forcing drivers onto the rofs ofir the cars. >> i understand climate change and the excess of rainfall, 4 inches in half an hour. it's an awful lot, much more than normally we think of. it's really outside the range of normal. >> reporter: for residents on belfast road, there is only one way in and one way out. that's why crews are working throughout the weekend. >> it's amazing to me, though, if they are actually ableto rebuild the road by monday morning so people can get out, this is really a huge construction effort that they're doing here. so we'll see. >> reporter: a spokesman for the county says the road is expected to be passable by sometimend morning, nearly a week

president trump has ordered i.c.e. to round up 2,000 migrants beginning tomorrow. most of whom do not have a criminal history. the raids could last several days. demonstrators blasted the trump administration at rallies today in new york and chicago. most of the raids will reportedly take place before sunrise. nine cities are on the list including baltimore. in houston a church is offering undocumented immigrants a safe place to stay. >> we are standing with pastors who are committed to opening their doors if there are those who feel that they're in jeopardy where they are. >> the grant round-ups are not a new thing. they were also conducted during the obama administration. several local law enforcement

okay. so we go back to our breaking news, our top story this evening. power now back on for most of manhattan. but there was th large swath of manhattan that was plunge neighborhood darkness for hours tonight. over 70,000 power customers lost electricity. you know, a customer could signal an entire building. so think of that. officials say a fire at a substion caused that outage. some of the shelter animals from louisiana are coming to our area. as tropical storm barry moves through the gulf coast. the humane rescue is sharing these pictures of the animals. more than 50 dogs arrived here friday evening. many shelters in the storm zone were already atapacity and bracing for damage to their buildings.

new tonight, a gathering to end gun violence in the district. d.c. police repo 85 homicides so far this year. that's why today's gun violence block party is so important here on this street in the southeast. musicians turning out here at this event. three of them in fact released a song and a music video called "peace and positivity" to raise awareness about gun iolence. >> well, we're here right now today kicking off a violence-free d.c. for the summer. we're launching "peace and positivity." it's a music video but it's also an effort in the city help inspire healthy communities. >>ne common unity organized today's event. the group brings together musicians and community leaders to help end violence and okay. so if you've lived in the v for just about any length of time, really, you probably are familiar with the name maddie.

his poetry and act advisism inspire peopleround the world before he lost his battle with a rare diseas in 2014. people gathered to carry on his legacy. his mother jenny taking partin an annual mattie world peace day this afternoon. mattie would've turned 29 years old today. this year marks 155 years since confederate armies tried to capture our nation's capitol. the battle of fort stevens. the battle reenactment taking place on the fort historic grounds on what is now georgia avenue in upper northwest. president lincoln was at the fort observing the confederate army's approach when snipers took aim at him. the only time a sitting american president has come under direct enemy fire.

i'll probably change this icon tomorrow to a storm because i do think the chances onain evening are around 30%. thursday a greater chance of some showers and storms. and temperatures kind of just in the 90s. i know technically three days in the 90s is a heat wave. but i j guess it'st summer now at this point. make sure everyone is staying hydrated and able to get outside and get some stuff done tomorrow. but at least we are staying in the low 90s. we haven't hit that 97, 98. we will be right back after this. we're the slowskys.
