of virginia, before we see a cold blast for next week. i'll have the details coming up. 3 3 pattie plasma good morning virginia. it is friday, february 5th, 2016. i'm pattie martin. thanks for starting your day with us. 3 pattie tight this morning we have the latest in developments concerning the murder of 13 year old nicole lovell. one of the virginia tech students charged her death was denied bond yesterday. 19 year old natalie keepers is charged with being an accessory to the murder of nicole lovell. here's what we learned in court. prosecutors presented the timeline of events the night nicole lovell went missing. in a statement.. keepers told police she and david eisenhauer plotted the best way to kill lovell.. and that slashing her throat would be the best way. part of that plan included driving through

for sunday. lows remain in the 20s. 3 pattie box this morning 3 we have this latest on an ongoing investigation. virginia will begin testing its backlog of thousands of un- tested rape kits held by local law enforcement agencies. this is part of a 1-point-4 million dollar grant to test the kits for possible dna evidence. some kits date as far back as 1988. back in 2013 -- it was exposed that rape kits were sitting in police evidence rooms around the commonwealth..untested. the state has now contracted with a private forensics lab to do the testing. it will take 6 to 8 weeks to get the

3 pattie also in richmond.. some state prosecutors hope a bill will help them lock up child sexual predators that currently are going free. the bill would allow hearsay to be used as evidence in certain cirumstances for children 13 or younger. that's because some children are too young to testify. and under current laws -- the people they've confessed to can't testify because it would be hearsay. the bill passed unanimously in the house.. but has faced opposition in the senate. camille cooper protect there's a few members, a few stragglers that aren't ready to come up in the 21st century with 3 this. pattie tight on the opposing side.. defense attorneys says one cocern is that parents in a custody battle could lie and use it against the other. 3 3 pattie plasma the virginia department of elections has voted to rescind the statement that would have required all gop primary voters to declare themselves republicans before casting a ballot. the republican party of virginia planned to implement this change on virginia's march 1st

general's office says the state has the legal authority to change the rule after voting has begun. a state elections official says the agency spent more than 62 thousand dollars to print and mail the required paperwork. 3 pattie tight a house committee had put off until next year voting on a bill to limit the personal use of campaign funds by politicians. lawmakers are only barred from using campaign funds for personal use when they close out their accounts. an ethics commission made up of former lawmakers and others recommended that lawmakers.. bar the use of personal use of campaign funds. but many have said.. they need wide latitude to use campaign funds because.. they're used to subsidize the costs of performing their duties. 3 pattie this morning we have more on hillary clinton's email scandal... supporters of clinton say the e-mail scandal could be overblown and politically motivated. that's because it appears that colin powell and condoleeza rice also got classified data from personal email acounts. these revelations came from a state

was having an inappropriate realtionship with an adult man.. and told school officials about it.. weeks before lovell disappeared. marissa parra spoke with that friend last night. 3 3 kari cook says she knew nicole for about 8 years, and spoke of her kindness.kari cook, classmate of nicole lovell: "last year we went on a school field trip to the pool and i forgot my money in my locker, and she had money, and she bought me food and drink before she bought her food." both, students at blacksburg middle school, kari says she saw the transformation when nicole started talking to boys. kari cook, classmate of nicole lovell: "facebook is pretty much where she talked to guys. but in school she didn't really talk to any of the guys there." (9 secs) but kari says something didn't feel right. kari cook, classmate of nicole lovell: "i remember this one guya& he looked older than 18. and they were dating, and uma& they were just posting screenshots of how they were a cute couple and how they were great together."kari cook, classmate
