general are more attracted to bernie sanders in the same way that they were attracted to president barack obama in 2008. >> reporter: and adding intrigue is the fact that there are so many independent voters here in new hampshire, in fact, more than the democrats or republican registered voters. what that means is they can choose which ballot they want to use. and that's why new hampshire has the occasional surprise. >> danner: and we will be bringing you those results tonight at abc-13 at 11:00 and online at wset.com. today president obama released his budget proposal. a $4.1 trillion spending plan which outlines how he wants to see our tax dollars go to use. christine frizzle gets to the bottom of how everyday people would slice up the budget pie.

the craft family will spend is -- the day celebrating the life of cartercraft who died on saturday. the celebration of his life will be on thursday and it is open to the public. >> george: it feels very cold out there with the wind. actually temperatures, many of us already below freezing. it's 29 in lynchburg. 27 in martinsville and 34 in danville. this map shows us how cold it feels. and right now it feels like teens and 20s. in blacksburg, your wind chill is down to ten. you can see the light snow near blacksburg. we'll let you know how long that snow sticks around and when colder weather arrives in virginia.

trying to get for information on what led to the crash of a car into elliott's cleaners. this is the second time a car crashed into the store. the last one happened a couple of years ago. no one was hurt. tonight, marissa para is speaking with the woman who was inside the building when the car came crashing through. hear her story tonight at 11:00. one of nicole lovell's friends tells abc-13 that she warned the 13-year-old about david eisenhauer months before the kidnapping and murder. natasha bryant found out nicole was talking to an older man online and warned her. it was david eisenhauer, the 18-year-old virginia tech student accused of kidnapping

>> it makes me sick and mad. i makes me want to break down and cry. because -- [crying] i don't understand people that could hurt her. i mean, she was such a bright, living soul. >> danner: according to a news release from the dr. phil show, just before christmas, nicole's father, david, found out she was chatting with older men online and grounded her and took her phone away from her. she later got the phone back. in the ashley white case, the defense renewed a motion for a change of location, and the judge is discussing this in chambers. the 31-year-old is charged with abuse and neglect after

thomas, was found in a septic tank last march. the defense has been concerned about finding an unbiased jury pool. >> a call to an abandoned building ended up in a meth bust. salem police charged joseph gabris with manufacturing and possession of methamphetamine. when officers got to the building, joseph took off. they found him a short time later and they found liquid in a bottle. that's when gabris admitted to making meth before they got there. >> bedford county wants to make sure improvements to route 811. they're hoping to improve

and a round about or two to keep that traffic moving. >> the improvements could improve the safety along the corridor and with access to the elementary school and other locations. and also allow for just a free-flow of traffic, a smoother commute for folks. >> danner: they are also looking into ways to accommodate pedestrians and bicyclists. details will be revealed at a meeting on february 25th at the forest recreation center. a restaurant, coffee shop, and doctor's office will be moving into the dan river building when it's completed. the $26 million project is

said it was stabbed. the dog is doing well and not letting the wounds slow her down. the humane society is offering an award for a conviction in the case. it happened on friday and so far, no one has come forward. >> we sure hope someone can come forward, because this is the serious matter. the streets are not safe for animals. >> danner: the dog will be held at the humane society until her wounds heal. >> reporter: a lot of us think of pets as family members, but when disaster strikes, shelters don't always roll out the welcome mats. lynchburg animal control is raising money for an emergency trailer. if you want to give, we have a link at wset.com.

bouncing in the wind with the breeze at temperature miles per hour. pinpoint doppler radar shows that we're still tracking snow. if you're watching us from virginia tech in blacksburg and you have some light snow, which is ongoing. you can see the snow on interstate 81 and 460. and the snow will cut down on your visibility if you're driving in this direction. for the rest of us, it's possible that you may see some light snow, but i don't think we'll see any accumulations. what i want you to notice on this future cast, it's showing a lot of sunshine. we're going to gradually see some clearing skies, but look at the direction of the precipitation. it's wrapping into virginia from the west and northwest. we'll run this through thursday. that is much colder weather wrapping into is virginia from

that means that cold, canadian air is moving into virginia. and we could see some of the lowest temperatures we've seen so far this winter. tonight, plenty cold. teens and 20s. new river valley, blacksburg, 15. appomattox, 23. and 23 in south boston. dress warmly and make sure your children are dressed warmly tomorrow as they head to school. we'll say below freezing tomorrow. 32 at lunch and highs in the mid-30s tomorrow. it's going to be colder tomorrow than what we had today and breezy. not very friendly for your outdoor plans. nelson county, 34. buckingham, 38. 40 toward brookneal and charlotte county, pittsylvania county, martinsville in the mid-30s. and upper 20s and mid-30s in

>> danner: as global conference continue to grow over the zika virus, medical professionals in california are working to make sure that it doesn't spread there. they'll be asking blood donors who have had exposure risk to not donate. they'll also have to reevaluate their current supply if a donor comes down with zika symptoms. and missionaries say that the zika virus threat is not stopping their work. we report on what they're doing to stay safe. >> these are put together by teams for us. >> reporter: haley craig says that she still feels safe going to central and south america. >> safety is the biggest thing.
