we're going to see some areas of rain and even snow moving in. the bulk of this is going to be towards southside. it's not going to be quite enough snow to make a snowball, coming up. we'll let you know when we'll see additional snow returning to the heart of virginia. >> danner: thank you, george. it is a mess near the river ridge road. a dirt burm broke. the you're driving that way, expect your car to be a muddy mess afterwards. we have reached out to city building inspections about the site, but we haven't heard back. police charged the driver

crashed on a bridge today. the storm also caused major outages throughout the roanoke valley. there are still about 24,000 houses without power right now. at one point, appalachian told us it was 50,000 customers in virginia without power. the ice caused tree branches and even whole trees to snap, bringing down those power cords. appalachian power has called in crews from outside the state to help. but even with that, because of the number of outages, it may be thursday night or friday before the lights are on for everyone. we caught up with crews in danville yesterday working to restore power in the north piney road area. a couple of pine trees fell on power lines, bring down a

>> cutting all the trees away, that's one benefit. and just keeping the rightways clean. >> danner: power has been restored to 450 customers at that forest substation after it developed a problem. >> right now every road in the city of lynchburg is clear, according to public works. crews finished up this afternoon. they say the weather really helped this time. while lots of roads have running water on them, there haven't been many reports of severe flooding. the sun dried some of to roads today, but some are wet and have the danger of refreezing. they have treated the roads with salt and have crews on call just in case and an update on that rollover accident in appomattox. the driver, antoinette jennings, of farmville, has

no word on how the children were doing. police cited jennings for child restraint violations. a 2-year-old and a 7-year-old were sharing a seat belt in the backseat. and the accidents mean big business for auto repair shops. laslie's auto shop says is that many drivers are underinsured for vehicles. >> because we're not accustomed to the snow, it is difficult. driving a better car with better speed. front wheel drive is better than rear wheel drive. and a lot of them are older cars and they don't have insurance.

she uses makeup to cover the skin damage and suffers from nerve damage. >> on my third appointment i had a very strange reaction. i had burns. >> reporter: a glen allen woman shows us the reaction she had on her legislation from a laser treatment center in henrico. and the clinician didn't know what to do. >> it was run and owned by a doctor, but the doctor was never there. >> reporter: and this man suffered third-degree burns on his back after a laser treatment runs seriously wrong. it was supposed to be an upscale med spa from mcclain. the person operating the laser had 0 training. they were in charge of

>> unfortunately for my constituent and the son, the person operating the spa was the janitor. >> reporter: here in virginia, there's no regulations for med spas using lasers and no license or training requirements for the person operating the laser. >> it's the wild, wild west. >> people spend for energy researching the people doing their nails than the people lazering their hair away. these are powerful devices. >> reporter: susanne pact with a dermatology office says that lasers can cause burns. if something goes wrong -- >> do you feel that.

you want a trained clinician, a medical professional nearby. >> you want to instantaneously have a medical professional nearby. >> reporter: a bill would provide doctor oversight and that technicians would have to be licensed with the board of medicine. >> you have people that are performing this procedure properly, and it would harm people to just have to have a name of a physician on the beauty salon door. >> reporter: lawmakers and the virginia departments of occupational regulations are compromise. >> the current state of virginia law is buyer beware.

considering a laser treatment, ask questions. ask if there's a doctor on site, are the clinicians trained. and ask about the laser. if you don't like the answers, there's always the dermatologist. you may pay more for a treatment, but you'll know they're medically trained to do the procedure. >> danner: so weather is affecting many areas across the east coast. just ahead, how one town in florida is dealing with a tornado.

most of that is going to stay? southwestern virginia and southside. most of us are dry right now. as you make your way deeper into southwest virginia. southwest of marion and toward bristol, tennessee, there is a large area of rain mixed in with snow. most of this snow is going to fall in the higher elevations and in the mountains. however it is possible to see a small accumulation across southside. most of the accumulating snow is mainly going to be to the west of martinsville. southwestern virginia. we'll say towards wytheville, if you have travel plans to the south tonight, be prepared for rain and light snow. a nice warmup today. we're at 40 in lynchburg. we have mostly clear skies for now. but we'll see increasing clouds this evening.

most of us are still above freezing. charlottesville 45. 36 blacksburg. 40 roanoke. southside, lower 40s in south boston, danville, martinsville. in the next hour, most of us will stay dry. the closer we get to 10:00 p.m. and midnight. we'll see this batch of rain and snow moving into southside. if you live near roanoke, bedford, lynchburg, and south of that line, that's where the precip is going to occur. north of that line, it looks like you're going to see dry weather. right along the state line will see rain and snow mixing in. we're not expecting accumulations of snow toward danville, halifax, charlottesville. you may see snow falling as light rain.
