gucoverage you can count on. this is abc 13 news. thank you for joining us for 13 news midday. i am noreen turyn. we begin with the weather. there is a chance for flooding. let's head over to melissa le fevere in the weather center. still pretty soggy. >> melissa: that is right. it will continue through wednesday. it is pretty quiet right now. widespread rain continuing to push to the east, but not before dumping over half an inch in some areas. keep in mind we're looking at rainfall totals of 1 to 3 inches. the heaviest rains set to arrive wednesday. that is where we are watching for flooding. an area flood watch in effect all the way for tomorrow night

and cool. temperatures in the 40s across the board. again, heavy rain will arrive and even thunderstorms for wednesday afternoon. we will time everything out coming up. fire overnight in roanoke has left one-person dead. roanoke fire and ems responded around 12:15 this morning to a multi- family residence in the 1600 block of wayne street. they could see smoke coming out of the building. they found one-person dead inside. they have not released an identity until family is notified.fire officials estimate the fire caused about $27,000 worth of damage. a pittsylvania county man accused of assaulting a mentally ill person in an assisted living home will not fight the charge. howard walden pleaded no contest to aggravated sexual battery after prosecutors say staff at oak grove residential

diaper ripped open back in may. walden was also a resident. a social worker had told the court he admitted to touching a woman in a sexual way. he will be sentenced in june. jury deliberations still underway this noon in the kevin quick case in roanoke federal court. quick is arraigned for a police officer kidnapped and killed two weeks ago. the six on trial charged with racketeering and violent crimes. that is where. >> murder and kidnapping fall. the jury began deliberating first thing this morning and we will keep you updated. happening right now in phoenix, arizona, an investigation after an active's shooter situation in a home that just ended. the shooter killed the family of four and then set their house on fire. the shooter was still in the home and shots were being fired as firefighters were trying to contain the fire. police say a fifth person is now dead and the suspect is now, quote, down.

the suspect in the deadly shooting in michigan. he is now charged with killing six people and injuring two others. investigators say the uber driver has admitted to his rampage and now we're learning what the suspect may have done just hours before the shooting. elizabeth hur has the latest. >> reporter: charged with six murders and facing life in prison. >> do you understand the >> yes. >> reporter: uber driver jason dalton shows no emotion. silent. >> reporter: and revealed no new details. prosecutors say the 45-year-old admitted to investigators he took people's lives. dalton's friends say they are in disbelief. >> he was very quiet and reserved, not afraid to speak his mind, but definitely not out to cause anybody trouble. >> reporter: according to the detroit free press, he worked as an insurance adjuster, is married, and father of a 10 and 15-year-old.

gun shop owner dalton stopped in once a month and bought a tactical jacket just hours before the shooting. casey black said she called 9-1-1 to report dalton's erratic driving that saturday afternoon. uber confirmed getting reports about dalton during the attacks, but maintains those were the first complaints about him. he shot eight people at three separate locations killing six and injuring two including a 14-year-old girl in critical condition initially believed to be brain-dead. >> abigail is strong. everybody needs to get that straight. my daughter is not dead. >> reporter: as for the investigation, authorities say dalton isn't is cooperating. he is due in court next thursday. a log cabin once used as slave quarters in the mid-1800s has been moved to a road at the bottom of a greenfield plantation. crews plan to continue move the

a kitchen house that sat next to the slave quarters thursday. it is being moved for the county to bring in new industry. the bedford school system can move forward. last night, the board of supervisors voted to approve just over $44 million for a project. that is about 7 million more than they originally budgeted. now, the school system can get started on the plan and they hope to break ground in november. the goal is to have it all done in time for the 2018 school year. >> the state of our city is strong. [applause] >> noreen: the lynchburg mayor said the city is on the right path. during the state of the city address, mayor might gillett looked back on the progress and also cited the 2014 poverty rate. he is proud of how far we have come.

roanoke, and the new river valley. take a look at this fire in rancho dominguez, california. the second alarm fire broke out at a warehouse. it burned through the roof and turned up cars. no one was injured. officials have not determined what caused it. a dramatic rescue in california sierra mountains. a 10-year-old girl tell through a snow hole into freezing cold water. her father tried desperately to pull her out, but help arrived just in time. >> reporter: dramatic new cell phone video of a father trying to save his 10-year-old girl from freezing water and hypothermia. >> i was scared and calling out for help. my feet were freezing. >> reporter: this morning, samantha speaking out after falling through this hole in the snow and into the frigid water below. >> at first, i thought it was just an indent, but i fell in and i felt when my legs hanging. >> reporter: samantha's father

storm maintains and eye. winston was the first cyclone of that strength to hit bg. >> noreen: we are not getting any stormy like weather? >> melissa: maybe heavy rain and gusty winds. tornadoes, damaging wind and hail possible today. it's the same system that brings our rain tomorrow. it is making a trek across the east coast. we woke up to rain this morning. it was a soggy commute. checking out pinpoint doppler radar. it is quiet out there. clouds are lingering. the bulk of the widespread rainfall is out of here. we will see scattered showers here and there. you'll notice the green highlighted. that is our flood watch in effect until 7:00 p.m. tomorrow night. it means it is not necessarily going to be flash flooding, but

gradual flooding situation across the area. we will see copious amounts of rainfall. this is the system set to bring 1 to 2 inches to the heart of virginia tomorrow. check it out on satellite and radar. big counterclockwise motion indicating the pressure system that will continue to strengthen as it heads toward the great lakes. it is said to bring severe weather across the gulf coast today. this is from the storm prediction center. you can see the red area. that is a moderate risk of damaging tornadoes, damaging wind, and hail. the orange is the enhanced risk and the yellow is the slight risk.the bull's-eye is the gulf coast and southeast. we will see some thunderstorms making their way to us tomorrow. you see this low pressure system tracking through the gulf coast bringing severe weather this afternoon into tonight. a cold front is going to cross tomorrow. that will be the focus for our chance for any severe weather.

as the countdown to the and heritage funeral service and crematory. countdown to oscar sunday only on abc 13. hollywood is a straight white boys club according to a new study on film and television diversity. after evaluating more than 11,000 speaking characters, the university of southern california found just 28 percent of the characters were nonwhite. audiences see one female for every two males on screen. gays, lesbians, and transgender characters make up only two percent of characters with speaking roles. stephanie elam reports.

overwhelmingly male. a live academy members believe the roles are reversed racism. >> i don't think the white people are saying not to give it to anyone who is black. >> i just got a snapshot of how americans really feel. >> reporter: academy voters cannot cast their ballots if the films are never made in the first place. >> the ultimate change needs to come from the top echelon of hollywood executives. it is getting those kinds of minority driven movies into the oscars. that is the difficult part. >> i would like to see more people step up. we are going to be on the right side of history.

a newborn we have to get the aw factor in. britain's bristol zoo celebrated the arrival of a newborn baby girl delivered by cesarean section. the mother was showing symptoms of a potentially life-threatening condition. this is only one of a handful of times a gorilla has been delivered by a c-section. it was a first for this zoo and the doctor who has delivered hundreds of human infants, but never a gorilla. that is so cute. >> melissa: that adds to the resume. glad that mother and baby are doing good. >> noreen: it worked out well for them. >> melissa: did you bring your umbrella?
