right now i just done what anybody would do next and called 911 and told them what was going on. now at eleven ... in a wsls ten exclusive .. a father and son duo receive honors from the alleghany county sheriff's office ... after helping in the arrest of a murder suspect. plus ... an update on tonight's board of supervisors meeting in botetourt county. the vote on whether to move forward with plans to build a wind farm. and ... shooting survivor vicki garnder gets a standing ovation from the state senate for her work in the smith mountain lake community. good evening, and thanks for joining us for wsls 10 at eleven. i'm lindsey ward. john has the night off. the fugitive is behind bars .. and now the sheriff is rewarding those who helped put him there. in a story you'll only see on wsls ten .. today .. alleghany county

than a dozen people for their work capturing a double homicide suspect on the run from west virginia. but an arrest would have never happened .. had two observant passersby .. not called 911 that saturday. it's a weekend, so a lot of stuff is closed. you just got people traveling through to the homestead, to the greenbrier. on saturday november 28th lieutenant casey gibson would come across an out of towner passing through .. but that someone wasn't heading to a weekend getaway. this is .. 22- year-old aaron bussard .. he's accused of murdering his grandparents in marlinton west virginia .. and that quiet saturday morning .. he was spotted .. in alleghany county. this is route 60 is what were traveling on. this is the route he came into our county on. it wasn't one of these deputies or officers who spotted bussard .. but kevin wolfe and his father kenny. kevin remembers seeing a facebook post to be on the look out in the highlands for the murder

i kind of jokingly said it i was like oh i wonder if that's that car they're looking for and i got up there to it and looked and that was it and i was like oh man, you know, this is him. right away he called 911 and spoke with dispatchers. she said can you make sure it's him. i said it's him, i can see him, it's the car, it's the license plate, it's him for sure. after the call .. lt. gibson started following behind bussard. 1:15 i really didn't know what he was going to do. i got behind him, activated my emergency lights. i said he's either going to run or he's going to stop. the suspect pulled over .. into this field ... but sat inside his car .. with several guns and ammunition. after two hours of failed negotiations .. police took bussard down with a tazer .. and arrested him. an arrest that may not have happened .. had kevin and his dad not been so observant. 1:40 without the initial call from the citizens i don't think we would be here today, the guy still may be on the loose somewhere.

forget for sure. i'll be able to talk about it for a good while, so it'll be something me forever. a father son story .. that lead to a murder suspect arrest .. recognition. along with the wolfe's .. the sheriff presented covington city school improvements and security upgrades are among the projects roanoke county plans to invest in over the next 10 years. county officials discussed the proposed plan during today's board of supervisors meeting. the plan received mixed reaction ... after at least one board member expressed concerns about financing. wsls 10's brie jackson was at today's meeting. she joins us live in the studio. brie...what's the focus of this capital improvement plan? county leaders say this capital improvement plan focuses on maintaining existing assets. that includes schools and county buildings the county director of management and budget presented details about that plan today.

outstanding debt by 20-26. supervisors will continue to review the proprosal and are expected to adopt the 10 year plan at the end of may. new tonight at 11 .. plans to build a wind farm in botetourt county are moving forward ... after the board of supervisors unanimously approve a permit for the project during tonight's meeting. supervisors were met tonight with opposition from both botetourt and rockbridge county landowners ... along with rockbridge supervisors ... who say people haven't had enough time to learn about the details. the approval of the special exception permit allows apex energy to move forward with plans. also new tonight ... bedford fire and rescue crews responded to spring lake stockyard in moneta ... following reports of a cow stuck in a pond. crews say the cow had walked onto the ice- covered pond and fell through. two stockyard employees were

water ... until rescue crews pulled it out of the pond. the cow was taken to a nearby barn and warmed ... but died a short time later. also new ... smith mountain lake shooting victim -- vicki gardner -- was honored today by the state senate. gardner received a standing ovation ... while visiting the capitol .. for her success as executive director of the smith mountain lake chamber of commerce. she returned to work part time on monday. gardner was being interviewed on live television when vester flanagan opened fire ... hurting her ... and killing journalists adam ward and alison parker. now bring guns to work if they have a concealed carry permit. the board of supervisors voted unanimously to take the restriction out of the employee handbook. the county attorney says .. it was previously a restriction. he said the county's insurance premiums will not be affected. curry martin/bedford county board of supervisor 10:19:15 "bedford county ten years ago you never had to lock your house you never locked your car you didn't have to

has changed and has changed fast." other nearby localities allow their employees to carry concealed weapons .... including lynchburg city and campbell county. new tonight at 11 ... jonathan falwell releases a statement ... after his brother jerry falwell junior announced his endorsement of g-o-p presidential candidate donald trump earlier today. in a statement ... jonathan says in part " .. i have made it my practice not to endorse political candidates. i do not believe it is my responsibility to point people to a candidate but rather to point people to jesus christ..." he goes on to say .. he believes everyone should exercise their right to vote for a person who most closely aligns with their beliefs. today ... jerry falwell junior said .. he believes trump can lead the country to greatness. meanwhile ... trump announces today he's skipping thursday's g-o-p debate -- the last one before the iowa caucus. the montgomery county board of supervisors says it will not decide the future of circuit court clerk erica williams.

county attorney explained to the board .. that it has no liability or responsibility for a constitutional officer's actions. a petition is currently circulating to have williams recalled after she didn't reappoint four deputy clerks. board members say they have no part in that petition. many residents have questioned whether those who sign the petition could be subjected to perjury charges. the county attorney says that is not the case. chris tuck board of supervisors chair there was a lot of misinformation. we were receiving emails from our citizens saying that the board was actually a part of the recall process, and we're not. erica williams responded this evening.. saying in part.. "i respect the process that a select group of citizens who are unhappy with my personnel decisions are pursuing." new tonight at 11 ... the better business bureau is warning of a sweepstakes scam found in patrick county. according to the b-b-b ... the scam letter was sent to resident ...

the letter says a final notice deadline is not in effect ... and in order to receive the 1- point-5 million dollars cash prize ... to contact their office immediately. julie wheeler with the b-b-b says these sweepstakes typically targets seniors ... she suggests educating your family members about scams like these ... so they don't fall victim. developing now ... the f-b-i says one person is dead ... after shots were fired during the arrest of several members of an armed group ... taking over a national wildlife refuge in oregon. the f-b-i arrested the group's leader ammon bundy ... along with several others during a traffic stop today. they're facing federal felony charges of conspiracy. the group took over the refuge earlier this month ... after two local ranchers were sent to prison for setting fires on federal land. tonight we're learning the so- called affluenza teen could be coming back to the u-s as early as this week.

his bid to stay in mexico. investigators say ethan and his mother --tonya couch -- fled to mexico ... after a video surfaced showing ethan violating his probation. his mother was brought back to the u.s. earlier this month ... but ethan was fighting deportation. also new tonight ... a maryland homeowner is demanding answers ... after more than 50- gallons of oil was dumped in her basement. susan thomas doesn't have an oil tank in her funkstown home ... because she switched to natural gas 50 years ago. she says a fuel tank got the wrong address and delivered the fuel through the disconnected pipes in her basement ... filling the room with oil. when we opened our back door the fumes hit us--our neighbor was with us at the time she was close..she was like 10 feet behind and it almost knocked us all down. thomas was showering during the delivery ... and didn't see the truck. she says she's still working to

new tonight at 11 ... roanoke county fire and rescue crews spent part of the day removing snow from area fire hydrants. officials say there are close to one thousand fire hydrants in roanoke county. last week snow has left some of them covered in snow. fire crews cleared some of those hydrants today. the chief is asking homeowners to check nearby hydrants to make sure firefighters can reached them. stephen simon / roco fire & rescue chief 9:35:54: a lot of the snow was pushed up against them so you cant see where the hydrant is. so at night our map books show us where the hydrants are but when you are driving down the road all you see is snow. so having some of the hydrants cleared out does help us. firefighters keep shovels and hoses on the trucks and can clear snow if needed. however...residen ts can help save crews time during emergency situations by making sure there is a clear path to the hydrants. at least 48 people... including 12 in the commonwealth died following last weekend's massive snowstorm. as we've reported former

scheeler died while shoveling at his home. he was known for his cinematography and popularity among students. scheeler's step daughter says he was a humble man who had the opportunity to travel the world and shoot video for national geographic. sarah woodruff, scheeler's step daughter: "he loved to share that knowledge to anybody that would listen. he had books and books and he has movies alphabetized. and he wanted to share that show everybody else how cool it could be." scheeler worked at virginia tech for more than 45-years.. teaching cinematography for nearly 20. family members say they've received kind words from people around the world. a local hero is honored for serving the roanoke community for 4- decades. find out how he fell in love with

today the roanoke county ... today the roanoke county board of supervisors honored a long- time rescue worker who spent decades helping the community.. today there was a resolution expressing appreciation to woodrow henderson. he was the volunteer fire chief of fort lewis. woodrow retired on january first after forty years of service to roanoke county. he says it's been a great ride. woodrow henderson / retired volunteer fire chief of fort lewis 9:34:05 the love of it. i had not intentions of getting into the department and once i got in it, i fell in love. i've been in love with it ever since chief henderson joined fort lewis fire department in september 19- 75.

be rescued after it was found stranded in the middle of a highway. the ecuador transit commission shared these photos on facebook of the sloth. the transit commission says it looks like the animal got scared while trying to cross the highway ... which is why its clinging to a roadside barrier. police said the sloth was taken to a vet before it was released back into the wild. is next.
