7:00 am
good morning. >> thank you, iowa. >> nbc news declares hillary clinton the apparent winner in iowa. while sanders says, this is a tie. ted cruz takes it to trump. iowa. >> donald trump, the front runner no more. marco rubio, strong finish, the surprise of the night. >> so this is the moment they said would never happen. >> the candidates already in new hampshire this morning. sounding the alarm. >> public health emergency of international concern. >> this zika outbreak being declared a global crisis.
7:01 am
u.s. military families from hot zones. the number of infected growing by the day, while a vaccine is said to be years away. a storm dumping snow from kansas to michigan. another 31 million bracing for severe storms in the south. al is tracking both systems. we'll get the longer-range forecast live from punxsutawney phil today on groundhog's day, tuesday, february 2nd, 2016. >> announcer: from nbc news, this is "today" with matt lauer and savannah guthrie, live from studio 1a in rockefeller plaza. good morning, everyone. welcome to "today" on a tuesday morning. we got out of dodge in time. sioux city, iowa. >> the snow came in after the caucuses ended last night. we had a wonderful time out in iowa yesterday with the good people there. as you can see, they're dealing with a big snowstorm.
7:02 am
about that in a second. >> the political results didn't disappoint. on the republican side, it was ted cruz's night, fueled by record turnout. the texas senator topped donald trump. marco rubio hard on their heels, just 1% behind trump. >> in the democratic race, a historically close contact. hillary clinton the apparent winner but it didn't come until early this morning. clinton and sanders left iowa without a clear cut winner being declared. >> when i say it doesn't disappoint, there was suspense well into the night. how will the results reshape the election with the next primary, new hampshire, one week away? we have peter alexander starting us off. good morning. >> good morning. ted cruz landed here in new hampshire a matter of hours ago. his campaign team popping champagne on its charter jet in from iowa. cruz making history, becoming the first republican to get into a bitter dual with donald trump and emerge the winner.
7:03 am
political earthquake but not the kind donald trump was expecting. >> to god be the glory. >> reporter: powered by a wave of strong support from evangelical christians, cruz claims victory over his billionaire rival. >> iowa has sent notice that the republican nominee and the next president of the united states will not be chosen by the media. >> thank you very much. i love you people. >> reporter: for the first time candidate who cast himself as an ultimate winner, a rare show of graciousness and brevity in defeat, speaking for nearly three minutes. >> i want to tell you something. i'm just honored. i'm really honored. i want to congratulate ted and all of the incredible candidates. >> reporter: trending overnight, this 2013 trump tweet. no one remembers who came in second. on this night, the poll-obsessed candidate mentioned one set of
7:04 am
for the first time, sounded cautious about his chances in new hampshire. >> we were 28 points ahead. new hampshire, we love new hampshire. i think we're going to be proclaiming victory, i hope. >> for months they told us we had no chance. >> reporter: solidifying his position for the answer to anti-establishment outsiders, marco rubio. >> they told me we have no chance because my hair wasn't gray enough and my boots were too high. >> reporter: the 44-year-old's opening line. >> this is the moment they said would never happen. >> reporter: a near perfect reflection of another freshman senator who won iowa eight years ago. >> they said this day would never come. >> reporter: historic night punctuating a record-setting day. more than 180,000 caucus goers, the most ever. a county head telling nbc news, we're busting at the seams. after his fourth place finish, ben carson slammed the cruz campaign.
7:05 am
>> reporter: accusing his competitor of spreading rumors carson would be dropping out, after the neurosurgeon said he was heading home to florida for a fresh change of clothes. >> perhaps humbled by a loss, donald trump has been stunningly silent on twitter. he hasn't tweeted since before last night's caucuses. the thing to watch is how he responds and adjusts going forward. this morning, marco rubio is touting he has what he describes as marcomentum. his campaign revealing it'll get a new endorsement from the south carolina senator. matt and savannah? >> south carolina voting after new hampshire. peter, thank you very much. shortly after his victory speech, cruz spoke to nbc news before he headed to new hampshire. he had a lot of interesting things to say about the results in iowa. nbc's hallie jackson caught up with him. good morning to you. >> good morning, matt. this morning, senator cruz is catching up on his sleep. we only landed on his plane hampshire.
7:06 am
again, heading to south carolina today, then back to new hampshire tonight. a state that doesn't seem like a natural fit for him, but where momentum from iowa could put him in the top two here. >> tonight is a victory for courageous conservatives across iowa and all across this great nation. >> congratulations. >> thank you. it has been a remarkable victory. it's really a testament to the grassroots. it is courageous conservatives all across iowa, all across the country, who stood up today and had their voices heard. >> you're one of the few candidates in this race who has gone toe to toe with trump and taken a punch from him, or body shots as you might phrase it. >> there is a big question mark on your head, and you can't do that to the party. >> how does this reflect in what you might do with your closest competitor, donald trump, moving forward? >> listen, my approach to donald and everybody else has been not
7:07 am
in the insults or attacks. if he or anyone else insults me, i don't respond in time. >> you've attacked him. >> i'm not going to be taking legal advice from donald trump. >> i do think differences on that's fair game. but i think the voters are not interested in politicians bickering like school children. i will note, the last two winners of the iowa caucus came out of this caucus with no money. they were broke. they did not have the national team or infrastructure to be in a position to be able to compete effectively and win the nomination. we're in a different position. >> this is a two-man race, you'd like to say, but given rubio's showing, what many consider a strong third, how can you say that? is it a three-man race? >> it'll be up to the voters. i'm amused at listening to the media talk about an impressive third place finish. what i think is impressive is the 50,000 courageous conservatives that stood up in
7:08 am
the largest victory in a republican caucus in the history of this state. >> third place doesn't matter? >> i think donald and marco and everyone in the field is terrific. what i'm encouraged by is the grassroots army that's getting stronger each and every day. >> what does this mean for you going forward? you head to new hampshire and south carolina. what's the strategy for you? how do you win the nomination? >> it's very much the same thing as what we did in iowa. new hampshire, south carolina and nevada and all across the country. we're answering the questions of the men and women of iowa and earning the votes one person at a time. >> looking forward to what's happening here in new hampshire, senator cruz elaborated on that. saying he'll do what he did in iowa. get on the ground, do the retailing politicking. at houses and coffee shops and dunkin donuts. it's a new race one week away. >> hallie jackson, thank you
7:09 am
>> this race will run on dunkin for the next few weeks. we knew the race was tight and the results proved that. hillary clinton the apparent winner, but bernie sanders is calling it a virtual tie. nbc's andrea mitchell is covering that race. she has made her way to new hampshire overnight, as well. good morning. >> good morning, savannah. it was the closest democratic iowa caucus race in history. hillary clinton apparently saving off another embarrassing upset in the state, but arriving here a few hours ago in new hampshire without the momentum she was hoping for. >> i stand here tonight breathing a big sigh of relief. thank you, iowa. >> iowa, thank you. >> reporter: early this morning, hillary clinton was named the winner of the iowa caucuses, after a close race with bernie sanders. who responded to the news after arriving in new hampshire this morning. >> do you anticipate contesting the vote count? >> we just got off the plane and
7:10 am
>> reporter: a race so tight, in a few caucus briefings, some county delegates were decided by a coin toss. something party officials recommend to settle disputed towns. >> it looks like we'll have about half of the iowa delegates. >> reporter: for sanders, the tension was high. watching the results come in from his hotel room. pacing in front of the television. even claydelaying his flight to new hampshire, hoping to see the final call. it came after he left. after a chaotic night, there are questions that the iowa democratic party was unprepared. the sanders campaign accusing the party of not properly training their precinct chairs. both candidates are looking ahead to new hampshire, where sanders has a massive lead. clinton is calling herself a progressive, aligning herself with sanders' issues. >> i am a progressive who gets things done for people. >> reporter: while sanders is
7:11 am
>> what iowa has begun tonight is a political revolution. >> reporter: both campaigns coming out of iowa in a fight that has just begun. >> and sanders has proved just how much fight he's got left in him. he came directly from his plane on the overnight flight a few hours ago, going out to a pickup truck, climbing on to treat his supporters who have been waiting for hours in the cold to greet him there. this is going to be a much tougher fight than anyone had expected. >> andrea mitchell, thank you so much. let's bring in chuck todd and nicolle wallace. long night for you. nice to have you with us this morning. >> where am i? >> let's start on the republican side. yesterday morning you told us the cruz campaign was supremely confident. we interviewed donald trump yesterday morning and he seemed uncharacteristically subdued. did they know it was coming? >> i think the cruz camp knew it was coming.
7:12 am
they were calm. they hung out a long time and there were no frantic cell phones. i thought, they either knew they were going to win or knew they were going to lose. they built the model with the capacity to go to 170,000. it went bigger. they knew they were going to do well last night. >> what is trump supposed to make of this? is it just, he didn't organize well in the end for iowa, and it's iowa specific, or is this a sign that perhaps the support you see in polls over and over again, that there's less than meets the eye when it comes down to voters writing down his name? >> the answer to both questions are yes. meaning that, look, if people are not people that are used to participating in the process, guess what that means? you'll work even harder to get them out to vote. look, he spent -- he crammed for a college exam, and he did a lot of really good organizing in the last ten days of this. i think now we look back, he may have saved himself from finishing second.
7:13 am
had he not put the extra effort he did in the last ten days. >> cruz gets bragging rights and heads forward to new hampshire. there are fewer religious conservatives there. a lot of people describe themselves as independent. how does he play there? >> listen, he's so well-known as this idealogically pure guy who doesn't get along with his establishment buddies. it's going to be hard to escape that. rubio to me is the guy that can make the best case against cruz in iowa. trump has used up his attacks. he went through canada, went through his litany of attacks. i don't know what trump has left. rubio really hasn't engaged cruz in front of that new hampshire electorate in a way yet that i think we're going to see. >> think about rubio next week. maybe the endorsements are going to pour in. on the other hand, the attacks from every corner, they're coming. >> if you're marco rubio, that i have -- they've been coming.
7:14 am
look what he ended up doing. on one hand, you have to be impressed at his resilience. he has to finish second in new hampshire, minimum, i think. ted cruz has a shot at second. this is going to be a fascinating three-way race with a couple of -- one wild card left, probably john kasich who could make voice. maybe christie makes noise. but the one, two, three is going to be the story next week. >> hillary clinton gets to come out of iowa and say, technically, i'm the winner, but this had to be a near-death experience for the once presumptive nominee. >> she avoided a complete disaster. a win is a win. bernie sanders has to feel great and, yet, you can look at it another way and say, if he couldn't beat her under these conditions in this state, how is he going to beat her in south carolina, alabama, where the electorate is more diverse?
7:15 am
it. the clinton campaign may have won technically, they're acting like they loss. the sanders campaign is acting like they won. >> thank you much. get some sleep. we'll have more on the iowa results and the impact on both races moving forward ahead. pivotal court hearing in the case against bill cosby. could his legal team get criminal charges dismissed? stephanie gosk is at the courthouse. good morning to you. >> good morning, matt. bill cosby's legal team are back in court, arguing that the criminal charges be thrown out all together. cosby denies the allegations that he drugged and sexually assaulted andrea over a decade ago here in montgomery county. the district attorney did not press charges. he said he struck a deal with cosby that he wouldn't are charges if the comedian testified in his civil case. cosby testified.
7:16 am
heart of the charges being filed today against cosby by an entirely different district attorney. it is the first time that cosby has faced criminal charges, even though there are dozens of similar allegations out there. he has denied them all. legal expert here in pennsylvania tells us that he has -- he and his team have an uphill battle in court. without a court-ordered immuneity deal, the trial goes forward. >> stephanie gosk in norristown, pennsylvania, thank you very much. the fbi took to social media in the search of an agent that disappeared in iran. the fbi is asking for information on the whereabouts of robert levinson. the american had been working for the cia in what u.s. intelligence officials called a rogue operation. the iranian government denies

him. california now to an english teacher who allegedly helped inmates escape from a maximum security jail has been released. prosecutors said they would not charge 44-year-old ravaghi. investigators allege the teacher who worked at the jail provided the inmates with a map that showed an aerial view of the jail complex. on monday, the three inmates faced a judge for the first time. since their capture this weekend, investigators revealed the fugitives kidnapped a taxi driver at gunpoint and held him captive a week arguing over whether to kill him. eventually, they let the man go. weather is another big story this morning. the midwest storm hasn't disappointed. >> we have a blizzard going on and the risk of strong storms and tornadoes to talk about. let's get to it. give you an idea, look at the swath of blizzard warnings, winter weather adviseoryadvisories,

intense snowstorm. so much so, you're starting to see lightning fire up. thunder snow as it heads toward sioux city. jim cantore is in sioux city right now. >> hey, al. miss you out here, buddy. just the beginnings of this here in sioux city, iowa. the snow is on the ground. we have 1/2 inch and it continues to fall. the winds are the big deal. gusting upwards of 30, 35 miles per hour. i don't think we'll have any problem in verifying a blizzard in here. 12 to 18 inches by the time everything is said and done. probably thunder and lightning with the snow. obviously, the flags will be horizontal with the snow and wind. certainly, areas along interstate-80, 29, 39 in wisconsin, could easily be shut down with the kind of snow intensities and the wind we're expecting this afternoon. >> jim, anywhere from 8 to 12 inches of snow in the swath. ahead of the system, we have this warm, moist air. 31 million people at risk for

it's also february 2nd. groundhog's day. we go live to punxsutawney. they're getting ready to bring phil out of his burro. if he sees his shadow, six more weeks of winter. if any of the candidates see their shadow, ten more months of campaigning. >> wrangler saw his shadow this morning. >> punxsutawney phil.
7:21 am
>> did he see his shadow? >> six more weeks of winter. >> he did? >> he will see his shadow. there you have it. >> he looks good. >> they have 10,000 tv lights. >> you're reading the groundhog's mind. >> i'm one with the groundhog. >> trust me, he saw the shadow. >> thank you very much. coming up, more about iowa. it's now in the rear-view mirror and new hampshire is straight ahead. is the republican field down to a three-person race? plus, zika a worldwide emergency. the pentagon offering to relocate at-risk military families stationed overseas. what's being done to stop the virus from spreading.

7:29 am
there is an important court hearing in the criminal case against bill cosby. his attorneys are trying to get the charges that he sexually assaulted a woman 12 years ago tossed out. expected to testify for the defense, the former district attorney who, in 2005, found insufficient, credible and admissible evidence in that case. a meeting at the white house will be closely watched today. president obama sitting down with paul ryan for lunch. this is their first one-on-one since ryan became house speaker last october. the big story this morning, the results of the iowa caucuses. let's start with the democrats. hillary clinton eking out an apparent win over bernie sanders by the slimmest of margins. nbc's andrea mitchell is following that side of the story for us. good morning to you. >> good morning, matt. this is the most incredible story because if it holds up, it's only one or two delegates now for the apparent victory of clinton over bernie sanders. this is after she has campaigned
7:30 am
where she had a better organization. at this point, she is in a virtual tie. sanders is declaring victory, in that he came up against her tough organization. he is a 74-year-old democratic socialist who isn't even a member of the democratic party. so this is really a reality check. a tough reality check for hillary clinton. she has to realize now that she of younger people. he got 70% of those under 30. this is a tough road ahead, especially in the caucus states where she should be strong. >> thank you very much. the results were more clear cut on the republican side. ted cruz scored an upset over donald trump. for that story, let's go back to nbc national correspondent peter alexander. good morning again to you. >> savannah, good morning. it was a commanding victory for ted cruz. here are the standings from last night, resetting the table going forward.
7:31 am
iowa caucus goers. donald trump a disappointing second at 24%. marco rubio at 23%. his campaign is casting that as a significant victory. catapulting him forward, as they view it, as the anti-trump, gentlemen. here in the state, cruz landed a short time ago. his team popping champagne on state. donald trump. polls. he should be more likely to get the support of them than a ted cruz. but a top ted cruz adviser telling me they are confident that they can replicate the successful organization that helped catapult them to victory last night in iowa. a matter of moments ago down the block from us at the airport, marco rubio met with patrons at a nearby diner, insisting to them he will be here every day this week. he's confident he, too, can try to pull out a win.
7:32 am
msnbc and bloomberg politics mark is with us now. good morning. >> good morning, matt. >> you jumped on the plane with cruz after his victory in iowa last night and flew to new hampshire. set the scene. what was the mood like? >> it was excited. emotional guy. he was emotional last night at his victory event. he got the results separately. he was traveling to des moines from going to a cause kuscus. he reunited with his wife and father and they were emotional. senator cruz is a passionate guy about his policy positions, but he's also a great political operative. he knows what he built in iowa with the money he has in the bank, more money than all the other establishment candidates combined, more money than anybody but donald trump's bank account, and the organization he's built elsewhere, he is a candidate who will be in the finals after this win in iowa. it's a pretty good place to be
7:33 am
given much of a chance by many to be one of the strongest candidates in the field. >> what's fun about new hampshire coming next is there is precedent for wildly different results, and candidates coming out of nowhere and doing well in new hampshire when they were a blip in iowa. what do you see shaping up next? what did the loss to donald trump do to him, in this aura of political invulnerability he developed? >> donald trump is new to politics and facing a position that many candidates face. going into iowa with high expectations and fighting back in new hampshire. donald trump has been a fighter in his career. not in politics. we'll see what he's made of. there are five other guys who think they can win the primary. ted cruz could by getting the conservative vote consolidated. john kasich has done well. jeb bush, chris christie, marco rubio. there are six people who think they can win the primary. it'll be a wild seven days. >> you talked about money with
7:34 am
let's talk about money with bernie sanders. he raised $20 million in the month of january. he basically gets a draw in iowa. what happens with him in new hampshire? >> he's already ahead here. he is, as you suggested, i think, going to raise tens of millions of dollars off of his strong performance in iowa. hillary clinton is the favorite to win the democratic nomination. she will be until sanders proves he can win beyond iowa or new hampshire. the clintons don't like to have less money than the people they're running against. i think hillary clinton may have to beat sanders with less money in the bank. an extraordinary position for her to be in against a democratic socialist who is raising his money in small dollar donations against her big donations, the old fashioned way. >> mark, thanks so much. appreciate it. >> thanks. weather has been another big story for us. let's get a check from al. >> announcer: today's weather is

we're back at 7:42. new urgency this morning when it comes to dealing with the zika virus. >> the world health organization is declaring the virus a public health emergency. the new steps are being taken to protect americans living overseas. nbc's tom costello is in washington with more. tom, good morning. >> good morning. the pentagon now says it will relocate any at-risk u.s. military families from zika hot zones. the world health organization was accused of waiting too long on ebola. now, this public health emergency means the world's top experts are focused on understanding the virus and working on ways to stop it. >> reporter: there is no vaccine, no treatment, no cure. health experts convinced the

cases of microcephaly, babies born with small heads and brains. >> we need coordinated international response to make sure that we get to the bottom of this. >> reporter: in brazil alone, more than 4,000 babies have been born with microcephaly. nbc's rehema ellis met a new mother with her one day old baby. >> what do you hope for your baby boy? >> i'm waiting to see how he develops. >> reporter: for most people, researchers continue to insist the zika virus carries little to no risk. at most, mild flu-like symptoms that pass quickly. if a zika mosquito bites a pregnant mother, the unborn child can be at great risk. the cdc added countries and territories women should avoid if they're pregnant or could become pregnant. pregnant women who have already traveled to zika hot zones should be closely monitored. >> i would suggest to have an open conversation with an ob.
7:43 am
