freezing rockingham and chesterfield. in the upper 20s across the high country. this is about 10 degrees colder than this time yesterday. don't worry, this is just the beginning. winds haven't picked up much in charlotte yet. they have in the mountains. skies will clear out where they haven't all ready. we'll be below freezing by about 8:30 or so tonight. and continue to fall from in as far as the high country goes, a few more snow showers are possible. this is not a big snow maker even up high, talking about an additional inch of powder. we'll talk about ski conditions later on. this is the big story. our future cast looking at windchill values. when you step outside tonight, what's it feel like? upper 20s in the charlotte area. all ready near 0 in the mountains. and when you get up in the morning, mid teens is what it feels like in the charlotte area. and -15 to -20 in the mountains. cold enough for frostbite in about 15 minutes. so we have the coal over the weekend early next week. that's the timetable for our

vicki graf will join me to show you what to expect on that morning drive. toasty. the threat of the winter weather has put the north carolina d.o.t. on alert. crews in the foothills will start putting brine on the roads tomorrow morning. in the mean time the ncdot division in anson, mecklenburg, stanley, and union counties will continue to monitor the forecast and the decision to brine roads in those counties will be made tomorrow. you can count on channel 9 to keep you updated on the changing system that's threatening to bring more snow. we'll send out alerts to your phone and also online if there are any major updates or school closures as well. another big story tonight, stocks made huge gains on wall street. >> it's good news after five straight days of losses. the dow skyrocketed by about 300 today. the nasdaq gained 70. experts say a jump in oil prices helped to rally stocks today. oil prices have become a big part of how investors react on wall street. you're enjoying the cheap gas

reporter jim bradley found out this might not help you in the long run. >> no question. anybody who's driving is seeing the savings when they fill up with gas prices like we see in charlotte. but it's a two edged sword. the lower oil prices are a big reason people are seeing drops in their 401k. with prices now in the 140s in spots, filling up is leaving a lot of money in a lot of wallets these days and leaving a lot of people like bob mckinney with more options on how to spend it. >> groceries, medical bills. all types of bills. >> economists say the impact is tangible for just about everyone. >> that's like a 3% pay raise after taxes. that's a pretty significant amount. >> but record low oil prices that are driving the price of gas down also have a downside since they're part of the reason the stock market has

>> unfortunately my stock portfolio is like gone down since the first of the year. >> in fact, not even today's big wall street rally has made much of a dent for the stock market. even with a gain of 2% today since the first of the year, the dow jones industrial average average has still lost more than 8%. >> i think there's a probability that there will be a recession. but it's a small probability in the united states. >> that's because he believes the real story isn't gas prices or the stock market but the over all economy that keeps chugging along. >> the economy is not going down. we saw just today retail sales numbers released for january, they're up. january's unemployment rate went down. >> reporter: john points out most of the losses for people's 401k is paper losses right now unless you're taking money out. as for the cash you save when you fill up your car, he says

in your wallet. jim bradley, channel 9 eyewitness news. we're staying on top of a breaking news story out of hickory after authorities say a suspect fired a shotgun at a deputy. right now deputies are about to search the home to see if there are any more weapons inside. a deputy was serving a warrant against berry for failing to appear in court on a weapons charge. they say hildebrand tried to run away and that's when he fired the shot. the deputy returned fire and shot him in the hand. he's now at the hospital. >> all new at 6:00, we're learning more about why a cabarrus county teen was charged with sexually exploiting a minor. authorities arrested paul warner last month. he was accused of making false bomb threats and claiming to support isis and having weapons at northwest cabarrus high school. after his arrest, police searched his home. they found a video file that the teen received showing a

a sexual act. warner is still in jail tonight. there was a delay today in extraditing a man accused in a deadly hit and run in chester county. stevie had to stay in issue. they said once that was taken care of, they would be able to take him into custody for the deadly crash that killed flora ellenburg on i-77. troopers said tips from the down. we're getting details tonight about a shocking murder that happened in kershaw where investigators say robert hypes shot and killed his own mother who was confined to a wheelchair. new documents show she was shot seven times in the head. eyewitness news reporter greg suskin spent the day pressing deputies for answers in this case. arrest warrants say 57-year- old carolyn was shot with a 22 rifle. the coroner says seven times. her body was found in a bed room hallway of her home on

she was a double amputee and was wheelchair bound. deputies believe her son killed her then later went to her bank and asked about her account there. sheriff spokesman doug garfield says investors are still learning about the family when we checked around yesterday, the mother and son who live together were unknown to their neighbors. >> don't know how long they've been living in the community. we're going to talk to family members and get more background. >> reporter: deputies wouldn't provide copies of search warrants but say some of the dna evidence is being sent to sled. >> people spent a lot of time in that house. gathered some evidence. we got to process all of that. >> bar field wouldn't say what the evidence was but the coroner says there didn't appear to be any sign of a struggle. family members are expected to talk to sheriff deputies about this case. i reached out to them. they didn't wish to speak. deputies interviewed him three times so far but wouldn't talk

greg suskin, channel 9 eyewitness news. all while greg was learning new information about this case, he was tweeting out those updates. you can follow him on twitter at gsuskinwsoc9. a beloved member of the community was shot and killed. a family member found her dead in her home friday. last week. she was the niece of the oak bureau police chief. evidence has been sent to a state crime lab. he wouldn't say if they think someone killed her. deputies reveal they're dealing with a surge of heroin related crimes and they outline the steps they're taking to try to combat the epidemic. in the past week, they arrested heroin. deputies arrested michael con roy last friday after an 18- year-old woman overdosed on heroin that he gave her. on tuesday, deputies say they stopped harley helms and found

in his car. just yesterday they arrested ashley henson after they say he had heroin near new salem elementary school. the sheriff's office is implementing new tactics to combat the problem. deputies are under going a training that reverses a heroin overdose for a short time. the officers are hoping to have patrol officers equipped with the drug by early march. the sheriff plans to equip patrol cars with shark containers to allow the safe collection of disposal of used syringes. duke energy has a green light to start removing water from the coal ash ponds at the river bend steam station at mountain island lake. the water will be pumped right into the lake. and that's the drinking water supply for thousands in the charlotte area. eyewitness news reporter tina terry spoke with neighbors who aren't comfortable with that idea. >> the process is called de watering. the coal ash that the company has to remove is intermingled

do is separate the two and push the water out into the lake here. today we asked officials how they plan to do that safely. >> many of the residents in the community are happy the ash is being removed. >> john was happy to hear about the state mandated clean up of coal ash. but he's concerned about the process that requires duke energy to push water in the basins into his lake. >> ipading board on the lake -- i paddle board on the lake and swim in the lake. duke has been allowed to remove a small amount of water from the surface of the basins weekly to. day the state issued a new stricter permit allowing duke energy to remove water well beneath the surface water that's mixed with coal ash. the new permit stipulates how that work should be done. >> we're continuing to review the permit right now. and our experts are working through that process.

build a water treatment system at the sight. and that water treatment system will treat the water that's mixed with the ash in the basins before we return it to mountain island lake. state leaders are calling the new permit the most stringent in the nation. requiring routine sampling of water released into the lake and more stringent over sight by the state. he's hoping it's enough to protect him, his family, and thousands of others who live here. i talked to the catawba river keeper over the phone today and he said that this new permit is a step in the right direction, he says it has a lot of better standards to help protect the lake. reporting live from mountain island lake, tina terry, channel 9 eyewitness news. thank you tina, today stewart hoss racing officially named brian vickers as the interim driver. the team says he'll begin driving the car tomorrow in

gridlock for thousands of gridlock for thous 36,000 people drive along this busy stretch of park road in south charlotte every single day. and now more congestion could be on the way. three more developments are in the works near that area. two of them go before the zoning board monday. angela hong asked developers what's being done to make sure traffic gridlock doesn't get worse. >> that's the beauty of living here. >> brenda campbell is among some neighbors concerned about plans to bring hundreds of new apartments, up to homes, and stores all into a half mile area. they're especially worried about congestion. >> it's almost gridlock now. and we don't have near the

>> on monday the charlotte zoning board will approve or deny a zoning petition by grub properties to build up to 450 apartment units and 600,000 square feet of retail space at park and abby place. a company representative says they want to make the neighborhood more walkable and a live-work-play destination. they're also working with other developers. >> it doesn't make sense for us to develop our one piece of land and have someone else do something different two blocks a i way. if we want to have a cohesive traffic plan for pedestrian and cars we need to work together. >> they're partnering with charlotte d.o.t. to add more stoplights and crosswalks. over near wood lawn and park, the zoning board will vote on new apartment units. a developer has recently submitted a petition to build 74 town homes at mocking bird and park. to some, this change is a lot at once.

and i know it's coming. we've seen it all over charlotte. but what i hope is they look at the density, they look at the impact to the current neighborhood and the current streaks. >> in south charlotte, angela hong, channel 9 eyewitness news. some new numbers show exactly how much money the record breaking powerball jackpot brought in for north carolina. state lottery leaders are saying that during the two months that the powerball climbed to $1.6 billion, stores sold 79 million more dollars in tickets than originally anticipated. they also revealed that powerball increased the lottery share for education by $30 million. but in a channel 9 investigation, we found that none of that money will be going to fund new teachers in north carolina. the proceeds are used to hire noninstructional staff like bus drivers and custodians. the change was part of the most

lawmakers say they didn't want to base teacher funding on something as variable as the lottery. a church in gastonia is joining 200 others across the country tonight to give teens with special feeds a great valentine's day. the south minister church is part of the tim tebow foundation night to shine. they're going to put on a prom for 100 special needs students. ashley and marlena applied to be one of the churches involved because they both have siblings with special needs. >> i think we were originally inspired by our siblings and the happiness and passion they have. my sister's always been in love with prom and everything about it. and we wanted to do something that could i don't know make them feel as special as we see them. >> also tim tebow will be highlighted as the person of the week because of the night to shine event on abc news with david mueller. watch the report after the news cast at 6:00. let's check in with steve.

but didn't do much. >> it was more picturesque than anything else. the sun is down in charlotte. the last of the snow showers have ended and now the temperatures are falling. and they'll fall back to 20 in most of the charlotte area first thing tomorrow morning. albemarle, salisbury, statesville, 17 or 19 in hickory. single digits in the mountains. tomorrow morn, you're bundling up if you're heading to the cupid shuffle. that's good news. at least the morning chill will be gone. we'll be around freezing at lunch time. and only climb into the upper 30s. runners, you'll need to layer up for that one for sure. threat tracker this weekend, nothing falling from the sky. winds will be an issue. we won't escape the chill even in the charlotte area. with afternoon highs in the mid 30s tomorrow and sunday and how about sunday morning's low. valentine's morning as cold as we've been all winter. at 14 degrees. tomorrow's future cast features sunshine from start to finish

will be strongest in the morning in the mountains. how about these wind speeds, 35 to 40 miles per hour with stronger gusts. and in the charlotte area, about a 15 to 20 miles per hour wind. starting to calm down after lunch time especially. but check out these windchill values. all day long in the charlotte area, struggling to get back into the upper 20s tomorrow afternoon. and in the mountains, well let's take a closer look at the high country as we get an additional view here. we're talking about windchill values through tomorrow afternoon as cold as about -10 to -15. a lot of folks went ahead of the high country. all the new snow, all the manmade snow, the conditions will be great. if you're going to head out there, you need extra layers. not just hats and gloves. you need very cold-proof clothing to deal with that kind of chill without the threat of frostbite. saturday night and sunday, here come the clouds.

the horizon for monday takes shape. still dry through this time sunday but by sunday night and monday, different story. for more, let's head to vicki graf. >> as you head out monday morning, before dawn, that's when we track the potential for snow. this is when kids are heading to the bus stop and as you are heading to work. this sticks to surfaces. it could cause problems for the drive. by 9:00, toward the tail end of the commute, that's when we see it switching from snow to a little bit of that freezing rain. a little bit of slush. not ideal conditions to be out on the road. but as we've been telling you going through the afternoon, warmer air arrives, that switches it over to rain. soaked roads. still not ideal conditions to be driving out on. but it's better than the alternative of snow. but keep in mind, we still have the threat for that early in the day. for more on how much we'll see, we'll send it back to steve. >> this is the first look. the latest guide shows an inch of snow in the charlotte area.

especially i-40 north. the snow totals really ramping up. that will be the case as the warmer air comes in and the rain snow line lifts to the north. we always talk about different models. here's a look behind the curtain here. this european model is showing the same thing as the u.s. model, ability an inch of snow in the charlotte area. that's it. we're not concerned about a major snow storm. but first thing in the morning, that's the biggest concern, when we could see the wintery mix before it changes to all rain, and a fair amount of rain, especially monday night and first thing tuesday. after that, the winter chill is gone. >> we're going to warm back up. the snow won't last long. coming up at 10:00 and 11:00, thieves target firefighters again. hours after we reported break- ins at a local fire department, channel 9 learned about more cases at a different department. right now we're asking whether
