good afternoon i'm bank -- i'm brittney johnson. eyewitness news reporter tina terry is joining us live from that neighborhood. this is not the first time this has happened this week. >> reporter: no it's actually the second incident that we've seen this week in this part of charlotte. with temperatures as cold as they are outside this morning, people here are certainly happy to have their service restored this morning. a spokesman with png says as of 3:00 this morning, they had restored service to all but 70 customers in this area. last night we told you close to 300 homes were without service and some of them without heat after a third party working for the google fiber hit a gas main yesterday. officials with png had to go door to door in order to restore service to each house throughout the night. just tuesday we told you a

disrupted service in the mallard creek area. also we reported on several of these cases since last year. we asked a spokesman for png what may have lead to this mistake last night and the one earlier this week. he could not say for sure but he said as a general rule contractors are supposed to call and have gaslines marked before they begin work. >> looked at the lines that had been hit or damaged probably the largest cause of lines being hit is when they haven't called. >> reporter: there are lots of flags we can see out here in the ground so it certainly looks as if the lines were marked before construction work started out here. but again png couldn't say that for sure in this case or the case on tuesday. we're going to continue to check with them today and find out when service will be restored to the 70 other people

reporting live in north charlotte tina terry channel 9 eyewitness news. >> thank you so much. taking a live look outside. check that out. beautiful carolina blue skies. this is a view from our charlotte cam. even lots of sun out but it's cold out there. vicki graf is tracking even colder temperatures heading our way tonight. >> testifies a cold start to the day. we started the morning off 28 degrees. temperatures just updated to the weather center. 37 in the queen city. 36 in concord. 31 in salisbury and teens in the mountains. however, it is still windy. i have seen wind gusts in high country up to 50-60 miles per hour so far today. so that is making way for some dangerous windchill values in the mountains. as we go through the afternoon, it's going to stay cool in charlotte. windy as well. when you factor in that windchill, it will feel like we're in the teens at times as we head through the ash and evening and it will feel like below 10 degrees in the high country at times.

changes on the way though. the cold air will stick around through the rest of the weekend and that is going to set the stage for some wintery weather early monday. i'll have the timeline of when it arrives coming up. we are in contact with nc d.o.t. crews today trying to find out their plans for treating the roads for monday's winter weather. treating roads for freezing rain is much different than treating roads for snow. any rain would wash away the treatment crews put down. after they make a decision today, trucks will start tackling highways and interstates. >> we have dozens of pieces of equipment just within mecklenburg county alone. we also have potential for 90 contractors that we can bring on site. >> nc d.o.t. says that crews have already used $24 million worth of materials on storm preparations this year. that is more than half of the states budget for the entire year. the north carolina ski industry is getting ready for what could be its busiest

the owner says the recent cold weather has allowed the resort to build up a six foot base of manmade snow. that is a pretty drastic change from this scene on december 31st when the resort had difficulty making snow. >> i wasn't sure if they were going to be able to open this year but the weather turned great and was able to blow. >> and with it being both valentine's and president's day weekend aholes across the mountains are expected to be full. it may be cold here, but many states are dealing with dangerously cold temperatures. minnesota has already seen 35 degrees below zero. while officials say new york could break a 100 year record if temperatures there drop below two degrees today. the mayor is warning people to take extreme precautions over the weekend. and you can track the cold weather in your neighborhood all weekend long by using the wsoc tv weather app. you can use the interactive

and get any weather alerts. just download the app on your android and apple products. nc d.o.t. will monitor this temporary fix on a broken under ground water line on independence boulevard. the leak caused icy conditions and multiple crashes on i-277 last weekend as well as last monday. crews spent the last two days working to repair that water line and they made a temporary fix yesterday. local politicians and parents got together this morning in ballantyne for the ballantyne priorities meeting. the hot topic of course that is being discussed the student reassignment project. cms officials told us every six years they take a fresh look at the student assignment policy and officials say that a rumor of forced busing has been circulating. officials tell us that is not what is going on. >> somehow in the midsts of all of this, people have started spreading rumors that this

busing system. and that is not really what is on the table. >> but one parent we talked to says that is not true because he says that cms leaders will not take busing off of the table. >> that is why you see so much anxiety in the public about the the potential of busing children. >> school board member e lease says cms leaders will be voting on cms goals on february 23rd. cms board members hope to hire someone by mid march to help them with the controversial student reassignment plan. parents attended several meeting this week as the board and policy committee discussed the topic. the school district is trying to make the schools more diverse but so far parents have discussion surrounding busing as a possible alternative. cms is collecting those surveys through february 22nd. right now a mobile dental

new developments in the infamous woman who was arrested and charged in a string of robberies across the south including one right here in north carolina. we are now learning abigail kemp was allegedly recruited and trained. fbi investigators say kemp was part of a four person team. they say that brothers larry and michael gillmore along with lewis jones iii found, recruited, and trained kemp. >> if you watch her behavior inside the store, it's very deliberate about what she does. >> the fbi allegation the brothers atlanta tent shops served as kemp's robbery training school. there the three men taught her to manipulate a handgun, zip tie workers, choose what merchandise to steal, and how to speak in code words.

in zika virus infections in puerto rico from a single case last year to nearly 30 by the end of january. the washington post reports officials expect those cases to increase in puerto rico in the coming months. and all of that is because the mosquito that most commonly transmits it is present across the island. it's expected of causing serious birth defects. a north carolina scientist says the state doesn't have the ability to track or control mosquitoes. so health officials are encouraging anyone who may have traveled to south america to let them know. >> if you can, that would be great. if you know you have been in an area where you've had a potential to get exposed, it would be wise especially if you come back and you find yourself or your family members presenting with symptoms. >> the world health organization announced yesterday it can be 18 months before we see a vaccine for the zika virus. turning to the race for the

expensive because the state runs the primary. so they had to train the poll workers and have the polling places set up. >> the winthrop university political science professor says one good thing about the separate dates is is it extends the amount of time that south carolina can influence the national political debate. and they are on saturdays because they are not binding election and she thinks there will be higher voter turn out by holding them on a weekend. we reached out to both the state and national parties about why they decided to hold the primaries on separate saturdays, we have still not heard back. charlotte city leaders are in canada for the nba all star game and they're taking notes before charlotte hosts the event in 2017. city leaders from management, police, transit they are all there this weekend. also hotel managers and people from the hornets organization. they are learning what it takes

that brings nba all stars, big celebrities, and of course thousands and thousands of fans to charlotte. we called assistant city manager campbell after he landed in toronto he said they will ask about traffic and what surprises they may face. >> i want to know what was the biggest unexpected thing you haven't planned for and what are you most proud of that you did plan for. >> the all star game could have a more than $100 million impact for the charlotte area. i stepped out just before the show and the first thing i thought was wow, bright, nice. beautiful day. >> from inside and then you stand there. >> and it's cold outside. >> and it's windy as well. lots of sunshine. we have seen some clouds and a few snow flurries in the mountains. i want to show you this picture coming in from app ski. there have been quite a few skiers bundled up, protected in layers.

mountains. 37 in charlotte. 31 in salisbury. this is about as warm as it will get as we go throughout the day today. on top of that we are dealing with gusty winds. wind gusts up to 31 miles per hour in boone. 24 in jefferson. when you combine the gusty winds, that is making ways for very uncomfortable windchill values. four degrees in boone. 27 in taylorsville and 23 in statesville. it will stay windy as we go throughout the afternoon. and it will feel like we could be up to 10-20 degrees below zero in the mountains through the evening. as a result we do have windchill advisories in place through tomorrow. it feels like 32 in charlotte. i don't need to remind you but you immediate to layer up as you go through the afternoon. if you have plans this evening, celebrating valentine's day, we will see clear skies but cooling off very quickly so make sure to bundle up you will need those players. going through the day tomorrow

we will start the morning off in the teens. clouds continue to build in as we go throughout the day and highs in the mid 30s. we are dealing with the coldest temperatures we have seen so far this season. that will set the stage for wintery weather. to time it out on future cast. by 6:00 tomorrow evening, we will start to see snow moving into the high country and early monday morning we will see a few snow showers in and around the charlotte area. just a brief window for that by mid-morning 7:00 that is when we will see it switching over to freezing rain. this area shaded in pink, that is ice. and this is typically around where you might be heading out for your morning drive as the kids head out to the bus stop. roads will be dangerous at times throughout the morning on monday. as we head toward midday, we start to see this slowly switching over to a rain event as warmer air moves in. but now the models are trending toward a little bit more ice and less snow. this is how much snow we could see.

inches until the mountains -- in the mountains. along the i-40 corridor it's been going back and forth. anywhere from 2-4 inches less than an inch of snow in charlotte. but that ice it will be a problem. that is where we could see up to a quarter of an inch of freezing rain on top of the snow. that will freeze over again causing some issues for the drive early monday morning starting off as snow but by 9:00 that is that wintery mix. and through the afternoon though, that is when it switches over to rain as temperatures start to warm up into the lower 40s. so your five-day forecast shows it will be a cold weekend. keep the layers handy. you will need the sunglasses today too but tomorrow even colder and tracking that wintery mix early monday on into tuesday a few early showers. but with any changes to the forecast, stay on top of it with our wsoc tv weather app. >> you're saying that the
