the bottom of your screen. i'm erica bryant, and i'm scott wickersham. we have the dangerous road conditions and what to expect when you wake up. we will start with steve udelson. it's moving through right now. >> reporter: the heavier rain is moving into the charlotte area. the temperatures in charlotte as warm as they have been all day, 33 degrees. how close is that? the live look at doppler 9. you to go only as far here at lake norman, huntersville, and that's sliding to the north it will be going into hickory in 20 to 30 minutes, and 33 in charlotte, but notice the 2s,

shelby, lincolnton, hickory, statesville, and it will be a couple more hours before the temperatures rise enough that it's just rain. that's not good news. here's heavier rain pushing up the i-85 corridor. here's the 32-degree line. you can see it shaded in blue, and the precipitation is falling. everywhere you can see the pink, temperatures at or below freezing. 1-2:00a.m., finally the steadier rain falls, and temperatures above freezing, and heavier rain through the charlotte area, 3:00 to 4:00 a.m., and the good news t moves in, and it moves out. it's pretty much done by the morning drive, and as far as additional ice accumulation, it's not really focused in the charlotte area this time. the focus is north of town. north of i-40 into the foothills and mountains, and we could see at least another tenth of an inch of freezing rain. >> thank you, steve. breaking news for you right now, north of statesville, i-77 is now closed in both directions, and we have several

reopen until 1:00 a.m., and we do have a crew headed to that scene right now, and more breaking news in the last 20 minutes, and we learned new information about a crash involving an ambulance in gastonia. it happenedded along i-85 and 321. look at the photo there. investigator said there were several incidents, and a police officer was responding to an accident, and someone hit his police cruiser, and then the ambulance that was responding to the original crash overturned, and no one was injured in those accidents. just in the last 30 minutes, crews opened up several lanes of the inner loop at i-45 at mount holly road. it's been closed since just before 9:30 tonight because of an accident. they expect to reopen the right lane there within the next 20 minutes. all night our news room has been following updates for police as they have been rushing to close down the roads.

are the biggest concern tonight. john ahrens is live in northwest charlotte where crews just reopened one bridge in the last 15 minutes. >> reporter: that's right, erica. we are at the berkshire, and it finally opened, but it was backed up just moments ago. you saw the backups at least a mile long in the pictures we had. this is over the cataba river, and people were trying to get back home, and they simply could not. they were pretty much stuck until the police could clear the accident. we still have dangers, and i want to show you here coming back live. you have liquid falling precipitation rainwise on the blacktop, and the bridges are still a danger, simply because they cannot absorb any of the heat, and the heat is being released on all sides of the bridge, and they still freeze. right now on the roads t actually feels warm for the first time. i have been out all day, and i'm not wearing any gloves. we will have the bridge issue for another couple of hours. we are live in northwest

breaking news right now in caldwell county, a jackknifed tractor trailer has a section of 321 closed. icy conditions are here, and the northbound lanes are closed in granite falls and crews say it will take at least another 30 minutes. medic responded to 60 accidents today just in mecklenburg county. troopers responded to two dozen wrecks. elsa gillis is tracking the dangerous conditions. >> reporter: highway patrol shut down the outer loop in huntersville for 2 hours during rush hour. the cmpd worked a dozen crashes near the i-77 bridge near statesville road. they were called out immediately as conditions grew worse that wasn't all. just after 6:00 this evening,

they were working nine wrecks in a 2-mile stretch of i-40, including this, these two tractor trailer were jackknifed, bringing traffic to a standstill. this truck flipped over, and drivers said the icy conditions are dangerous. >> i drive a big truck,s and i come -- and i was coming from king's mountain, it was scary. >> i noticed in my neighborhood the roads were getting slippery and the rain was freezing over. i will be in for the night. >> now elsa and her photographer are headed to the crashes on i-77 north of statesville. we will keep you updated on what she learns tonight. several major school districts made the decision to delay tomorrow. those are scrolling on the bottom of your screen. you can also go to wsoctv.com for a full list. click on closings on the home tomorrow the charlotte mecklenburg school district

schedule, but several parents were frustrated with the late decision to close schools today. it was last night the district posted that school would be in session and they would notify parents if anything changed by 5:00 a.m., and several parents told us they didn't actually receive calls until 5:45 or later, and their children had already gone out to the bus stop. we will be tracking this system moving through overnight, watch for updates from meteorologist keith monday tomorrow morning on eyewitness news day break starting at 4:30 a.m. new at 11:00, a woman charged with child abuse after her toddler overdosed is facing new charges tonight. police just charged shannon clement with two counts of obstruction of justice. she tried to hide evidence and tried to convince a witness to lie to police. a friend found her 21-month-old daughter unresponsive. her toddler is expected to recover. no one will be charged

trail girl was shot over the weekend it happened yesterday while the little girl was visiting her grandmother in wake county, and deputies not saying much right now about the circumstances that led up to the shooting, only that the girl is now in stable but critical condition. dimler's truck manufacturing will be playing off workers a the two plants. 500 worker at the plant in roane county will be laid off. they are laying off workers at the mount holly plant as well. a south charlotte congregation weighed in on the plans to demolish south sharon methodist church and turn it into a mixed use development. they had a unique message for city leaders. >> reporter: scott, they actually came out unified in support for the project, for a

encouraging the city council to vote yes to tear down the 50- year-old church and move forward with the one-of-a-kind vision. >> i would like to thank everybody for coming down here. i can guarantee you the signs do not usually say we love when you come down on the honoree zoning night. >> reporter: very rare in deed for these meetings. 100 church members were in the crowd tonight to show solidarity behind the project, and no one was signed up to speak a against it. for the last 3 years sharon united methodist church has been working with the developer to level the property on sharon road near south park mall and rebuild it. we have been following the developments all along the way. the valuable land would be used to build a hotel, apartments, retail, dining, and fitness space with the church known for its ski slope steeple at the center of it the church's pastor says they will incorporate that slope in the new development, but the purpose of it is that it's so

>> we want to be known for more than our architecture. >> reporter: he says they are on a spiritual mission to be the spiritual cross roads of the south park. city council voiced a lot of support during the public hearing. the vote could happen next month. hundreds of thousands of people in north carolina could be forced to find new health insurance next year. bluecross blueshield is thinking of not offering affordable care plans after this year. it's the only company that offers the plans in all 100 counties, and in some counties, that's the only option. if you live in one of those counties, you have two choices, get a plan in another county and go further for health care or go without insurance. the charlotte mecklenburg county is moving forward on a student assignment plan, and they are working to educate the community on the process.

board members will hold a forum in district 6 at caramel baptist church at 6:30. it's open to the public. the board also looking at several other districts with their own plans or are working to create one, including montgomery county schools in maryland. jefferson county in kentucky. seattle, washington; metro county schools. president obama will nominate a replacement for antoni! -- antonin scalia. >> they are bigger than any one party. they are about our democracy. >> we are one justice away from a radical justice majority. >> doctors said the 79-year-old

just five days before the south carolina republican primary, and some of the candidates are making their last-minute push for votes. candidates jeb bush, ted cruz, marco rubio, and donald trump will all be in south carolina tomorrow. several will campaign in columbia. just hours ago george w. bush spoke to a crowd in north charleston to try to gain traction, saying his brother

>> the presidency is a serious job. it requires sound judgment and good ideas, and there's no doubt in my mind that jeb bush has the experience and character to be a great president. >> while bush tries to rally support, other gop candidates are also making their last- minute attempts with 5 days ago. ted cruz has 10,000 volunteers making phones calls, and donald trump has four rallies planned, and john kasich and marco rubio have staff on the ground in south carolina. a winthrop university professor said we can expect to see more from the candidates this week. marco rubio. senator rubio, again, who did sort of unexpectedly well in iowa. >> now while trump is leading in the polls, analysts say the primary is important for many of the candidates to capture the evangelical vote to see how well jeb bush can do the democratic primary is the follow saturday, february the 27th.

portions of i-77 are closed right now, and it's north of statesville, because of multiple accidents, and elsa gillis is on i-77 right now outside of troutman. she is on the phone. elsa, tell us what you're seeing out there. >> reporter: we have just passed the exit for amnahey hill road. we are at a standstill right now. the ncdot says 77 has been closed in both directions near exit 73 because of multiple crashes, and we have not even gotten there yet because traffic is so backed up. they expect to reopen by 1:00 a.m., and roads are really icy right now. we have seen three or four cars flipped over on the side of the road. we saw a lot of salt trucks out, but conditions are mixed. we will be monitoring what is going on out there and bring you more updates.

millions of people are feeling the winter's storm effect across the country. more than 85 million people are expected to see more snow and freezing rain into tomorrow. the snow and ice in other parts of the country is affecting travel at charlotte douglas. from 6:00 tonight, 72 depart flights have been canceled or delayed. at one point this morning, charlotte was second behind the dc airport for the most canceled flights, and travel misery out there, and meteorologist steve udelson with an update on when the ice and everything will melt. >> reporter: we have been talking all day about the arctic air, and it was slow to allow anything to fall from the sky because it was so dry, and it's been slow to get the heck out of here. temperatures will still right around or below freezing in many communities, especially north and west of charlotte. i want to show you where the warm air is.

charleston, and it's about the same to wilmington. the warmer air is trying to flood in ahead of the next batch of steady rain, but the problem is for the next hour or two, it will not make it over the foothills and mountains. i believe we will see a tenth to a quarter of an inch of ice accumulation, especially northern cleveland, burke, mcdowel counties, and possibly into caldwell county for the mountains. what's happening on i-85 is telling. it's not changed over to rain just yet, and that spells trouble for the mountains. the heaviest rain lieding in later tonight, and by the time that happens it will finally have changed over. the warmer air will finally push into the metro overnight tonight, and when you get up tomorrow morning, we will awaken to mid-40s. still in the 30s across the high country, but above freezing, and the wake yum weather forecast, rain is out of here first thing, and early risers, still showers left. 9:00a.m., history, and the sun will be back. here's the future cast.

tomorrow, and helping to chase all the rain away is the pretty gusty breeze that will kick up, especially in the mountains, but even in the charlotte area, the wind will taper off tomorrow afternoon, but don't worry, it's a drying breeze, and it will help us out. temperatures starting into the low 40s, up ander 50s south and east of charlotte. would not be surprised to see the neighborhoods push 60 tomorrow, and meanwhile, it's chilly in the high country. hickory, sunshine is back, temperatures lower 50s tomorrow afternoon, and the neighborhood forecast for lancaster, perhaps an early morning shower is gone by about 8:00 or so, and we are back to sunshine and mild conditions, and waynesburg, probably the last to see the showers leave. don't worry, you will enjoy the warmth. upper 50s, tomorrow night, another disturbance into the mountains, flakes possible in the mountains, and it's a chilly rain for just about everybody. sliding through the charlotte area while we sleep. you get up wednesday morning, and it's gone. that's it.

and there they be some stuff in here that may solve the crime, i think, and that's my opinion. >> an analyst said there was also a man in the room and could be heard in the recording. you can hear the recording and what it means for the murder case tomorrow night on crime watch daily, and the hour-long show is dedicated to this case, and it will start at 8:00 on tv 64. new developments in the last few hours. charlotte city leaders approved rezoning for a new apartment complex in south charlotte. the developer wants to build 450 apartments with retail space at park road and abby place. people living nearby have voiced concerns that it may cause the area to become too congested with traffic. also new tonight, the charlotte city council approving rezoning for an old industrial build on south boulevard where the queen park sin ma sign was for decades. council approved those plans

breaking news tonight. i-77 closed in both directions north of statesville after several crashes near exit 73, and in the last 15 minutes, we spoke to a driver who is stuck in all the traffic. >> the road is a glare sheet of ice. at first i thought it was ice because it was raining, but the road was a solid ice. >> she has three children and a dog in the car with her, and she is worried about running out of gas, so her car is turned off at this point. the stretch of i-77 is expected to be shut down until 1:00 in the morning. we will stay on top of the icy conditions and the crashes overnight. watch eyewitness day break for updates and any slick spots on the roadways. >> tonight we know about a raid that happened in a home in huntersville. only we were there as the home was searched. the federal lawsuit we uncovered accuses the man who live there is, stanley baron of
