a nice stretch of weather the last couple of days. we hit the mid-50's yesterday. we may add a few degrees to that today. we're at 38 in charlotte. we're the warmest spot by far on the map. we'll cool down several more degrees before the morning is done but 28 in lincolnton and salisbury and albemarle and mid to upper 20's in the mountains. a lot of chill out there. it is short lived. the numbers will be warming into the lower 40s. we're warming into the mid-50's then today. expected outlook for the weekend, 60s are on the way. we'll show you the timeline for the bigger warmth, let's get you out there on the roads at 5:00 a.m.. let's check in with mark taylor at traffic center. following any big yet? >> we have a problem in west charlotte. tuckaseegee.

the red cross is on the scene to help those people who live there. a major story we'll be following for your day ahead that will impact thousands of voters across north carolina. state lawmakers will hold two crucial votes today. they could move the march congressional primary to june and change the district map. eyewitness news reporter joe bruno is live to explain how lawmakers decisions today to impact all of us. joe? >> lawmakers worked late into the night to make changes that impact all congressional candidate north carolina and every single voter including everything in district 12 which is the i-l 5th district. this is -- i-85th district. this is because a three judge panel ruled that the two districts are unconstitutional based on race including the 12th district that stretches along the it state from charlotte to greensboro. to accommodate the new district, the state house decided to move march to june.

for congress and the top vote getter will win instead of 40% of the vote. moving the primary gives more time for the supreme court to step in. despite the changes, almost lawmakers maintain there was nothing wrong with the districts. >> fair and legal and constitut. >> final votes are today in raleigh beginning with the state senate at 9:30. joe bruno. news news. jim bradley will be in raleigh today for the senate vote on the change. you can follow him on twitter. for complete coverage. today is the deadline for people in north carolina to register to vote in the presidential primary. voters must give the registration form to the county board of elections to be eligible. today is also the deadline to change party affiliations.

client on thursday. he was on his way back home when his plane crashed be 7:00 last night. we spoke with a friend of cooks who told us he was a long racer and retired from the team. he reported having engine problem before going down near salem road. they say it was difficult finding the plane yest because of the rough terrain here and it will be a challenge to move it. >> i don't know how we'll get the plane out. i would imagine they would have to wait and take some type of . >> the sheriff's office told us that the plane nose dived into the ground but that the plane is mostly in tact. we'll come out here and get more

the sentence was longer than the maximum term prosecutors agreed to as part of his plea deal. new this morning, 20 people in south carolina have been tested for the mosquito bourn zika virus. 11 cases came back negative while nine are still pending. the state's depth of health and environmental control, say it is important to mention there are no confirmed cases. women threatened by zika virus can use birth control to avoid pregnancy. pope francis says it is a better alternative than abortion which he called, quote, a crime. the explosion of the virus prompted governments to urge women to avoid getting pregnant. the virus is linked to babies born with abnormally small heads in countries where the virus is confirmed. authorities in brazil say they

in the rare birth defect but the evidence is circumstantial evidence. it will take a combination of studies and laboratory evidence to determine if zika is the cause. a new proposal in washington would raise funds to fix crumbling roads and bridges and cutting the gas -- cutting the prices at the gas pump. drivers would have to pay more on the roads. the government would benefit more financially if all drivers paid tolls or mileage fees. it would replace the nation's federal gas tax at $0.18 a gallon. it helps pay for road repairs but the government is spending more money than the taxes bringing in. they believe charging drivers for the highway use instead would expedite the repair process. >> that is probably the fairest way to pay for improving our roads and bridges if you use them, you pay for the upkeep. >> the study identifies some

one of the defendants but the governor's office says she asked the federal government to assess the tests. the fbi is trying to track down the brother of one of the san bernardino shooters. syed rizwan farook's brother live-- they killed 14 people before they were killed by police. it is not clear if yesterday's search had nothing to do with the deadly shooting. right now, apple is fighting with the fbi over access to far rook's iphone. agents got a court -- farook's iphone. agents got a court order to unlock the phone but that technology would give access to unlock and view information on any apple product. >> what we don't know could hurt us.

apple's offices in china where hackers are already active not from federal agents. the phone could tell agents about other targets. new this morning, e-mail and texting scams designed to trick taxpayers into giving their personal information has surged 400 % this year. usa today says the schemes involving fishing messages designed to trick you into believing the e-mail or texts are from the irs. they're related to tax refunds, filing status or personal information. when you klink on the link, you're -- click on the link, you're sent to what appears to be a government website but it is not. 1 million wal-mart workers will get a raise. we told you that the company was boosting the minimum wage to 10 dollars an hour to $9. it floiz almost all of the hourly workers.

the company's 1.4 million workers. the pay raises will cost the company an additional $1.5 billion this year. the struggling post office is considering spend #25eg billion dollars to replace aging vehicles. some are now 30 years old. scurrying america's future energy says the postal service could raise $25 billion if it buys custom made vehicles meant to last decades. >> you look at ups and fedex. shelf. there were r proceeds pro posals where we can buy off the shelf and have it modified so they can stick to what they're driving now but save taxpayers $2 billion. >> the postal service internal auditor agreed buying cars to last decades wastes money. the postal service $5 billion last year.

give u . in the breaking news center, we're continuing to follow a serious problem for drivers in west charlotte. this is the intersection of tuckaseegee road and little rock road. it is closed because of downed power lines. you can see the debris right there, right in front of the police car and the utility truck and also, there is a traffic signal that was pulled down. it is in the middle of the road over.

that is kind of turned on the side, a lot of debris because of the accident. we know that one person was taken to the hospital. we're trying to find out the extent of the injuries and we're talking to crews to see when this will be repairs and when the intersection will be reopened. you can seat street sign on its side as well because of this accident. we'll check in in a few minutes with traffic team 9's mark taylor. . a local man is accused of trying to smuggle guns from charlotte. >> richmond attah brought 63 firearms and 3,500 rounds of ammunition and then travelled from charlotte to ghana. he later returned with more than $30,000. federal agents broke through his father's home in north charlotte looking for attah. his father was shocked when channel 9 read him the

. we begin with breaking news in west charlotte. a major intersection is shut down right now. this is causing big problems on the morning drive. thanks for joining us, i'm john paul. this is a traffic problem we'll be following for hours. >> i'm stephanie maxwell. we're in the breaking news center. we want to give you a live look at the lines under in tuckaseegee road and little rock road. you have this police car right here and this is the area that you can see the traffic lights in the middle of the road. at one point they were flashing, you could see and also there, is a utility pole that is down and also at one place you can see where the traffic sig 1 of the roads is side ways. there it is right there.

both of those down side ways. a big mess for crews to clean up. in the past 30 minutes, we got video of a tow truck towing away the suv involved in this crash that caused all of this and you can see the damage to the front of the suv. a driver crashed into the poles around 4:30 this morning. we know one person went to the hospital but is expected to be okay. let's go back live to the pictures and as you can see, duke energy is on the scene. they have a lot of work to do. still, the traffic signals in the middle of the road blocking the intersection of little rock and tuckaseegee road. we're asking how long the road will be closed but it does lack like a long time because of what you see. let's go to traffic team 9's mark taylor for alternate routes. >> this happened around the 6600-block of tuckaseegee road around 4:30 this morning. that is what is blocked. this will be at little rock road. this will affect your morning commute and those students headed to west meck high school as well. to set this up for you and where
