>> the legislature might get involved if the city approves this ordinance. we're asking city leaders here their reaction to the state potentially medaling in this. we'll have more on eyewitness news at 5:00. at the government center, blake hanson, channel 9 eyewitness news. as blake said people supporting the ordinance delivered petitions this morning. those against it will rally this afternoon in front of the government center. the don't do it charlotte coalition of pastors, community members and others will gather at 4:45 this afternoon. right now clouds are building into charlotte bringing rain for your drive home. and there's more rain, even thunderstorms on the way. meteorologist keith monday is tracking how much you can expect in your neighborhood. it's going to start out slowly today. over the next few days the rain chances keep building up to eventually the thunderstorm chance as we head to the middle of the week. today, gray skies and light showers developing mostly north of town for right now. a good chunk of lincoln county.

toward denver this afternoon. mooresville, just south of statesville. light rain into the southern part of iredell county. i-77 between troutman to mooresville. you're going to be pretty soggy the middle of the day today. we'll see light showers building in. mid 50s in salisbury and statesville. to mid 60s in charlotte. cold front is slowly pushing south. the showers are developing north of us now. on the drive home, i expect more rain to build in. what the severe weather threats will be coming later this week. in the past two hours charlotte leaders laid out plans to control the crowds of people expected to flood charlotte for this year's ciaa tournament. alexa ashwell is live outside where the games start tomorrow, alexa? >> reporter: well, stephanie, excitement is certainly brewing here outside time warner cable arena as we're one day away

a couple hours ago organizers and talking everything ciaa, what events will take place. how the tournament benefits the city and area youth. and how cmpd plans to keep people safe. 150,000 people are expected to come the the greater charlotte area for this tournament. last year that translated to more than $55 million for the local economy. today mayor roberts said the city is pleased, proud, and honored to host the tournament. while cmpd says the department is ready, willing and able. officers will be very visible this weekend. the department has also been in touch with area bars and nightclubs. last year there was the shooting and stabbing at two area nightclubs during ciaa weekend. these establishments were not affiliated with a tournament. still cmpd is putting an emphasis on them so everyone feels safe. we have officers at every one. we make sure we have operations

communications with the management. >> now, i checked with the city, officials plan to declare the tournament an extraordinary event. which means there will be extra security measures in place. more on that plus the anticipated economic impact ahead on eyewitness news starting at 5:00. for now, reporting live uptown, alexa ashwell, channel 9 eyewitness news. thank you. tonight city council will vote on an 18 million-dollar contract for upgrades to time warner cable arena. the city and the charlotte hornets are paying for the project. rooms. partially to get the arena ready for next year's all-star the city will vote on the contract with roger's builders to manage the project. stocks are surging this midday as they continue with last week's momentum. investors have a lot to celebrate. u.s. oil prices are up 7% to nearly $32 a barrel. and there are new signs of stability in china's economy. right now is dow is up 208

thieves have targeted yet another fire department in our area. over night suspects broke out the windows of cars parked at the flint hill fire department in fort mill. investigators have not said how many cars were damaged or what there are surveillance cameras on the outside of the building. and they hope it leads them to a suspect. in the past two weeks, thieves broke into cars at stations in kannapolis, china grove, and two charlotte fire stations. all while firefighters were out on calls. in huntersville, firefighters department after someone ransacked their vehicles friday night. police haven't said if they're related. channel 9 will continue checking with police on the investigation and what the community is doing to do to protect firefighters and their belongings. news. you have another chance to weigh in on cms's controversial assignment plan the district is considering sending thousands

increase diversity and improve academic success. a community survey closes at midnight. one meeting is at myers park baptist church from 6:00 to 7:00. at 6:30 there's another forum at mayfield memorial baptist church on west sugar creek road. right now police are searching for a man they say kidnapped a 16-year-old who was walking to school in east charlotte. the victim was on his way to east meck high school thursday morning when someone drove up behind him, pointed a gun at him, and forced him in the car. the driver pulled over nearby and tried to attack him. the teen jumped out of the car and ran to conference drive for help. he described the kidnapper as a man in his mid 30s who was 5-9 and 200-pounds. he had shoulder length dread locks and facial hair. he was last seen driving a white four-door sedan. possibly a newer model

if you have information, call police. new at noon, police in gastonia are investigating two armed robberies on this same block. officers say someone robbed express mart on franklin boulevard saturday night. family dollar was hit last night. you can see right here how close the stores are. police sent us these surveillance pictures of the suspect. take a look here. they say the suspect left in an older model white pickup truck. if you know who he is, call police. an investigation is under way this midday after fire destroys much of a historic schoolhouse. why one local mayor in the area is being threatened ahead in live reports. the warnings for north carolina schools that they're not testing enough students. the charlotte school where fewer than 5% of students took final exams last year. rain showers will slowly be building throughout the day. i'll have the newest time line

at to expect for the new at noon, the federal education department sent north carolina a letter warning it's not testing enough students. more than 300 schools including ones in our area, did not test enough students. skyzooms are supposed to have at least 95% of students take state exams. the agency is now threatening to pull federal funding if the state can't achieve that. north carolina is one of 13 states to get this letter here. the letter says the state is putting the success of every student at risk by not collecting enough testing data. commonwealth high, a school in east charlotte, had the lowest

wral obtained state records. some schools told wral numbers are low because it's tough to schedule make up days for missed tests. if a student is going to fail any way. he may choose not to take the end of course test. at small schools, a few students make up a large body. turning sights to south carolina ahead of the democratic presidential primary. clinton who won in nevada this weekend is expected to do well in south carolina because of her support among black voters. both candidates are preparing for march when 28 states hold either primaries or caucuses. on the republican side, senator tom tillis of north carolina endorsed marco rubio this morning. he finished in second place in south carolina's republican primary saturday behind donald trump. ted cruz took third place. republicans are now campaigning in nevada which holds its

to explosions and fire balls and burning chunks of the building falling to the ground. finally the efforts to keep the fire from spreading further. dave faherty is still on the scene as that community comes to grips with losing such a historic landmark. dave? >> stephanie, we saw folks out here fighting back tears as firefighters work to bring this fire under control. you can see that they've got the flames knocked downright now. but i want to show you something real quick. i just spoke with the fire chief. he tells me not only did the roof collapse but the second floor as well. in fact, if you look through the front doors of the old hildebrand schoolhouse, you can see all the debris right there. when i got on the scene around 5:30 this morning all i initially saw was heavy smoke pouring from the building. firefighters believe the fire started somewhere in the basement and spread from there. you can see what happened 40 minutes later as the fire broke through the roof. firefighters focused their effort on saving town hall

mayor says firefighters actually went inside, removed computers to save information from up to hall, it fortunately was not damaged. the building that was damaged was at one time the old hildebrand schoolhouse dating back 100 years. town leaders decided a year ago to tear down the billing setting off a fierce court battle with those wanting to keep it. in the last hour we confirmed there was power running to portions of the building. i spoke with several people here this morning who believe this fire was possibly set. >> it's to accident. i can tell you that. it's no accident. there's been comments made that the building's going to burn one day. and here we are. it's burning. >> i have no clue. i think -- >> what did people say to you. >> it was said indirectly to me.

>> that was mayor jenny cook. she tells me despite those threats she's going to have her council meeting tonight in the town of hildebrand. there will be extra law enforcement on hand. i did get a chance to talk with the fair chief a short time ago, i asked him about a possible cause in all of this. right now he's only saying that the fire is under investigation. that the burke county sheriff's office is out here as well. reporting live from hildebrand, dave faherty, channel 9 eyewitness news. we have more video from that incredible fire right there on wsoctv.com. just look for dave's story on the home page. today we expect to learn more about the mumps cases impacting our area. the state health department will release updated numbers. on friday we told you there are 11 reported cases. 2 are confirmed in iredell county. the remaking eight are considered probable. the two confirmed cases in iredell county have been linked to lowe's headquarters in mooresville.

center tested positive for the mumps. authorities are working to make sure the 4,000 people who work there stay healthy. the state fire marshal's office is investigating a major house fire in huntersville. it happened around 2:30 on devon shire drive near the brook dale golf club. fire officials say the house was covered in flames when they arrived moments after the first 911 call. the house was vacant and under going renovations. but a bystander was taken to inhalation. >> we didn't see the person when we got here. he came up after the fact. >> it took 30 firefighters to control the flames in an hour. they're still trying to figure out what caused it. meteorologist keith monday is tracking when rain will hit your neighborhood from severe weather center 9. >> for many of us. light rain will push in as we head into the afternoon. areas north of charlotte have seen that all ready on live early warning doppler 9. a few

from stanley up into alexis as you work your way into lincoln county. same case for lowsville. as you head further east on highway 16. mountain island lake. across lake norman. seeing light rain for now. stretching across 77 into huntersville, cornelius, davidson getting in on the act for light rain. northbound through mooresville. sherels ford. troutman seeing showers coming through. as i mentioned this morning on eyewitness news daybreak, the morning will be quiet. but in the afternoon, more scattered showers. they're pushing east and developing further south as a cold front slides southward. we'll see more showers developing as they move to the east and the south. huntersville you're getting on the act now. a rock well community around 12:45. keep the umbrellas with you today. damp weather will be with us. no big down pours will be with us. but it'll get cooler and more wet.

charlotte. but cut into the 50s quickly once you jump into lincoln county and statesville. that's the cold front slowly oozing southward. we've likely all ready hit the high for the day today in the mid to upper 60s. we fall back to near 60 for the rest of the afternoon. with more showers developing. 5:00, no big rains but into the more moderate showers, maybe a brief down pour coming through the over night for the rest of tonight. for your evening plans, prepare for rainfall. it won't be big rain. but the rain showers develop. at least a mist and drizzle for most of the night tonight if not steadier showers. low 50s through 11:00. tomorrow morning the rain is with us. we may get a break tomorrow afternoon. a mix of clouds. a hint of sunshine. but more showers drift in from the south into early wednesday morning. the big event is back to the west. that's going to slam in here around midday on wednesday. if that's the timing, severe weather threats should be at the minimum. but if the timing waits until

u.s. costing $2 million in damage. toys r us has taken the boards off its website. over stock is stopping all sales and amazon is offering full refunds. >> it's irresponsible for a company to continue to sell hover boards that they know do not comply with the standard. >> one of the biggest manufacturers says it's working to meet the latest standard. u.s. customs officials have seized more than 2400 counterfeit hover boards. they say are also incredibly dangerous. they say the lithium ion batteries from china do not meet u.s. safety standards. several colleges across the carolinas have also banned the boards. u.n.c chapel hill, north carolina central, queens, and other universities no longer allow them on campus. the carolina panthers even banned them from the locker room. if you've had several cups of coffee all ready today, good news, upping your coffee intake may help reduce your chances of developing liver disease. a new study in the uk says drinking two more cups of

44%. researchers say one cup of coffee per day is associated with a 22% lower risk. but four cups is associated with a 65% lower risk. you may soon notice more deputies patrolling the streets in lancaster county. the sheriff's office is getting a grant from the state to focus impaired drivers. troopers say 15 people died on year. two have died so far this year. tonight charlotte city council members are expected to approve donating two retired cats buses to the community. one of the buses will go to olympic high school in steele creek where students will use it to learn about diesel mechanics. firefighters will use the bus for training for bus fires. all ready seeing showers this afternoon. >> we'll see more building up through the afternoon for the umbrellas with you.
