takes effect in a few weeks that's designed to protect charlotte's lgbt community. the debate was heated last night over a key part that allows people to choose which bathroom they want to use. joe bruno spoke to charlotte's mayor this morning about her reaction to the new change. what's she saying, joe? >> reporter: the law won't go into effect until april. but less than 24 hours after the ordinance passed, the mayor says charlotte looks welcoming. businesses can't discriminate against someone based on sexual orientation, gender identity or gender expression. more than 100 people spoke at the meeting. those opposed held up signs that said don't do it charlotte. one of the controversial parts of the ordinance allows people to use the bathroom of the gender they identify with. opponents say that will make it easier for sexual predators to access children. but charlotte city leaders say trespassing and indecent exposure laws would still apply

eyewitness news anchor liz foster was in court as prosecutors described how the suspect allegedly hit thousands of rounds of ammo and dozens of guns. >> just a couple hours ago here at the federal courthouse, prosecutors presented a theme of lies about richmond. prosecutors said in october of last year, he flew back from ghana and on a lay over in detroit, customs found more than 30,000-dollars in his shoe when he said he had 350. the atf started investigating him and claim they saw him take guns to a charlotte storage facility, throw away dozens of gun boxes with the serial number scratched off and agents claim they later found out he had taped 27 firearms and 3,500 rounds of ammunition inside a washer and dryer to be shipped to ghana where guns are illegal. the prosecutors admitted they don't know who the guns are going to and if he was smuggling guns for illegal

his attorney countered the lies remain to be seen and the prosecution can't form a basis with unknowns. at the end of the hearing, the judge called the information presented quote, alarming and denied his bond. i'll have much more information from today's hearing, including who he said was smuggling guns. tonight starting at 5:00. reporting from the federal courthouse, liz foster, channel 9 eyewitness news. >> some new information today, a teen found with a gun at piedmont high school in union county will be charged as an adult. sanchez faces felony possession of a weapon on school property and drug charges. yesterday a deputy found two suspicious teens in a car in a school parking lot. he smelled marijuana then he says he found a 380 caliber handgun and pot in the car. the other suspect is 16 and faces similar charges. in the past 90 minutes. president obama laid out his plan to shut down the detention center at guantanamo bay cuba. jacqueline fell is in

plan and the help the president needs from congress. the president says keeping guantanamo bay open, undermines national security and drains military resources. he's submitting his plan to congress today. he says terrorists are using the guantanamo bay detention center as propaganda to recruit members. the president says under his plan, 35 of the 91 prisoners would be transferred to other countries. the rest considered too dangerous to transfer would come here to the united states. he wanted to work with congress to find a location that could securely hold those detainees. the president also says guantanamo bay is too costly to maintain. >> we can ensure our security, uphold our highest values around the world, and save american taxpayers a lot of money in the process. >> reporter: congress passed legislation outlawing the transfer of a terrorist detainee to american soil.

official says the president has not ruled out using executive action to close guantanamo bay. in washington, jacqueline fell, channel 9 eyewitness news. south carolina governor nikki haley has previously spoken out against relocating guantanamo bay detainees in the united states. she says she doesn't want syrian refugees or guantanamo bay detainees coming to her state. last night channel 9 was in myers park as hundreds of parents voiced concerns about the proposal. leaders are considering moving hundreds of students to different schools to improve student success. some parents are happy with their current schools. cms leaders plan to hire a student assignment consultant to help with the process. count on channel 9 to have a crew inside of tonight's board meeting. we'll have full developments tonight on eyewitness news at 10:00 and 11:00. a six week old puppy shot more than a dozen times with a bb gun. the break in the case as police

channel 9 will bring you the caucus results and the key town hall. watch eyewitness news at 10:00 and 11:00. new at noon, a developer wants to build 260 homes in harrisburg. the homes would go on 40 acres near the harrisburg town center. most would be town homes with several detached single family homes. neighbors told our partners at the independent tribune, they don't want the extra traffic near the senior center. town council could vote by april 11th. pressuring state senators to pass a roads repair bill. the chamber wants a bill that increases funding and holds the state d.o.t. accountable and fixes crumbling roads and bridges. today we're asking police for more information after officers in northwest mecklenburg county arrested a suspect in a halifax county homicide.

using the area's most powerful radar right now to track this storm headed our way. right now over texas and louisiana, dumping lots of rain. this could bring the threat for flooding our way. new at noon, this six-week old puppy is recovering after someone shot him nearly two dozen times with a bb gun, eyewitness news reporter angela hong is live outside the police department where officers say they're close to making an arrest in this case. >> reporter: john, that's right, that's because they got this morning. so as we speak, detectives are out right now following up on leads and talking to potential suspects. they could make an arrest as early as today. now, rock hill police told me this all started after a maintenance man at the apartments found the six week old puppy with blood all over him at the wildwood spring

case right there. rock hill city leaders are reassuring residents their water is safe to drink. it follows flint michigan's water crisis and reports of elevated led levels in york county. a staff report says the city's distribution system does not have the led piping that effected flint. the city told our partners at the harald they spent $1.5 million a year replacing old pipes. yesterday a 9 investigation uncovered state officials are looking for high levels of hexo valent chromium. it could belinged to cancer. it's not clear when the epa will decide whether or not to regulate the chemical. police in charlotte are looking for two people who kidnapped and robbed a pizza delivery driver over night. a driver told police he was robbed at gunpoint on baldwin avenue and forced to drive to several atm's along i-85 and take out cash.

that's going to help to make the ingredients possible for stronger storms coming our way through tomorrow. and some very heavy rainfall to go along with it. by 7:00, let's go through the time line of the future cast through tonight and tomorrow's event. light showers spread into the evening hours. it picks up late tonight around midnight. especially in the mountains and foothills. some big down pours could roll through over spots that have seen a lot of rainfall the last day and a half. watch out for more flash flooding issues. that could be around for the drive tomorrow with more big rain pushing into the high country by 6:00. that line will work its way toward charlotte around 11:00 tomorrow morning. it's not your typical afternoon more spring-like event where you wait until the later part of the day. this will likely come in much earlier. you'll have to keep your guard up earlier in the day. the line could have a strong wind gust along with it. it may not be here for long. it's going to sweep through fast and it'll be long gone by the afternoon.

but the big event will have all ready passed through the midday hours. so the majority of the area, basically along and south of 85 under the slight risk for severe weather tomorrow. these two features are the main concern. hail and damaging winds coming through. especially with such a saturated ground all ready, it's not going to take a lot of down. we've seen that in spots all ready today. and there wasn't a lot of wind out there. there maybe a few isolated isolated tornadoes that pop up. the straight line damaging issue. stay close to the weather hours. dreary today. no big issue but tomorrow through midday hour, that's when the strong storms move in. it gets much better into thursday. stay on top of the weather pattern with our wsoc-tv weather app. any severe weather alerts will show up for you to keep you up the five-day forecast, the

winning numbers from winning numb we're keeping an eye on this storm system as it turns over the deep south right now. headed for the carolinas, expected to pack heavy rain, high winds, a possibility of hail as well. it's also expected to cause big problems in the mountains. eyewitness news reporter dave faherty is in caldwell county with the steps being taken now to keep people safe. well firefighters here in caldwell county tell me they'll keep a close eye on water levels going into the over night hours. especially near bridges like this one in the collinsville area. take a look at this video. you can see several areas west of lenoir where the d.o.t. has prepositioned road closure signs near areas prone to flooding at the collinsville

they plan to file court papers to support the federal judges order over the next few weeks. bill gates is now siding against apple. apple argues the government could use the unlocking technology in in other cases but gates says this is a specific case. the heads of facebook, twitter, and google sided with app. a survey ranked hickory, lenoir, and morganton area as nearly the worst in the country. they ranked 188 out of 190 on the well being index. it ranks communities on purpose, social, community, and physical well being. the charlotte gastonia area came in at 61. so you'll keep a close eye on that storm there as it moves over. >> we're quiet for the rest of and drizzle. later through tonight, the heavy rain threat comes in. then the stronger storm threat. this could be late morning tomorrow.
